He mentioned that the Pennsylvania Department of Environmental Protection was and the Pennsylvania Emergency Management Agency was. \u201cnot immediately contacted\u201d Norfolk Southern, who was informed of the accident by the Norfolk Southern \u201cindependently in the first few hours after it occurred.\u201d<\/p>\n<p>Former Governor Mike DeWine (R.OH) stated to reporters that he and Shapiro had previously dated. <a href=\"https:\/\/www.dailywire.com\/news\/air-quality-following-controlled-burn-at-ohio-derailment-site-basically-what-it-was-before-train-crash-governor-claims\" target=\"_blank\" rel=\"noopener\">spent<\/a> They debated for hours whether they would accept an explosion which could have sent shrapnel flying across East Palestine, or allow chemicals to enter into the atmosphere via controlled burning. They chose to accept the risk of an explosion, which could have ejected shrapnel throughout East Palestine, or allow the chemicals to enter the atmosphere through controlled burn. \u201ctwo bad options\u201d After consulting with regulators and executives from Norfolk Southern.<\/p>\n<p>Shapiro stated however that the company was unable to. \u201cexplore or articulate alternate courses of action\u201d The controlled burn. \u201cNorfolk Southern response personnel improperly planned tactical response operations without adequate input from elected officials, local response organizations, or state agencies, resulting in a single plan of action to vent and burn all five cars,\u201d He wrote. \u201cNorfolk Southern failed to explore all potential courses of action, including some that may have kept the rail line closed longer but could have resulted in a safer overall approach for first responders, residents, and the environment.\u201d<\/p>\n<p>According to the official, Norfolk Southern did not inform authorities that they intended to burn all five vehicles containing vinyl chloride instead of the one originally identified by them. \u201cNorfolk Southern gave inaccurate information and conflicting modeling about the impact of the controlled release that made protective action decision making more difficult in the immediate aftermath of the derailment,\u201d Shapiro began his first term in the last month.<\/p>\n<p>Shapiro cites the lack of transparency in communication by Norfolk Southern officials. \u201cseparated themselves from the rest of the incident management structure\u201d to plan their operations themselves, which also led to a \u201clack of awareness\u201d He added that this was for emergency workers responding to the incident.
