Council <a href=\"https:\/\/www.wusa9.com\/article\/news\/local\/dc\/dc-council-passes-non-citizens-voting-bill-washington\/65-ec15212a-2d97-4f42-ad18-15202fca197e\" target=\"_blank\" rel=\"noopener\">Passed in 2022<\/a>.<\/p>\n<p>Another resolution focused on the nation\u2019s capital, which aims to block D.C. from overhauling its criminal code, <a href=\"https:\/\/clerk.house.gov\/Votes\/2023119\" target=\"_blank\" rel=\"noopener\">The House was also approved<\/a> Thursday<\/p>\n<p>\u201cToday the House took the first step to prevent two of the D.C. Council\u2019s irresponsible and dangerous laws from going into effect,\u201d James Comer, Chairman of the House Oversight Committee (R-KY), introduced the D.C. voting resolution. \u201cThese misguided efforts would allow crime to run rampant and disenfranchise American citizens in our nation\u2019s capital.\u201d<\/p>\n<p>The Home Rule allows Congress to review any legislation passed before it becomes law by the D.C. Council.<\/p>\n<p>The D.C. bill that allows non-citizens vote in local elections but not in federal elections would be in effect in 2024. <a href=\"https:\/\/dcist.com\/story\/23\/02\/06\/dc-bowser-revised-criminal-code\/\" target=\"_blank\" rel=\"noopener\">DCist is a local news outlet<\/a>. Upon its passing last year, the bill\u2019s lead sponsor, Councilmember Brianne Nadeau, <a href=\"https:\/\/twitter.com\/BrianneKNadeau\/status\/1582455467623661569\" target=\"_blank\" rel=\"noopener\">She boasted about how beautiful she was<\/a> \u201cchampioned expanding voting rights so that those who have made the District their home have the right for their voices to be heard in our local issues, no matter their immigration status.\u201d<\/p>\n<p>The other bill, the one overhauling D.C.\u2019s century-old criminal code, would not take effect until October 2025. Although the bill&#8217;s supporters argue it updates and improves an obsolete system, critics fear that it could encourage wrongdoing through lowering penalties for certain offenses.<\/p>\n<p>D.C. Mayor Muriel (D) vetoed changes to the criminal code, but the D.C. Council voted against the veto. Bowser proposed targeted modifications to the revised code. These included restoring maximum penalties in gun crimes and carjackings as well as delaying their implementation until 2027. <a href=\"https:\/\/www.nbcwashington.com\/news\/local\/dc-mayor-proposes-changes-to-criminal-code-bill-ahead-of-congressional-vote\/3272811\/\" target=\"_blank\" rel=\"noopener\">Per NBC Washington<\/a>.<\/p>\n<p>Del. Eleanor Holmes Norton (D\u2013DC) attacked Republicans in Congress for introducing \u201cundemocratic\u201d  \u201cpaternalistic\u201d Resolutions to override the D.C. Council<\/p>\n<p>\u201cInstead of abusing its power over D.C. by nullifying legislation enacted by the D.C. Council, the House should adhere to democratic principles and pass my D.C. statehood bill, which would give D.C. residents voting representation in Congress and full control over their local affairs,\u201d <a href=\"https:\/\/norton.house.gov\/media\/press-releases\/norton-speak-house-floor-opposing-undemocratic-paternalistic-disapproval\" target=\"_blank\" rel=\"noopener\">In prepared remarks, Norton stated<\/a>.<\/p>\n<p>Rep. Alexandria Ocasio-Cortez, D-NY, accused her GOP counterparts of making a speech. \u201cexpanding\u201d They support disenfranchisement \u201coverwhelmingly black city,\u201d By pointing out that D.C. is already a stateless entity.<\/p>\n<p>\u201cThe D.C.
