Voters rank candidates in order according to preference using an RCV system. If no candidate receives a majority of first-choice votes in the first round of voting, the last-place finisher is eliminated, and his votes are reallocated to the voter\u2019s second-choice candidate. The process continues until one candidate is elected to the majority.<\/p>\n<p>\u201cTraditional American primary and general elections ensure that voters who support one candidate, not a plurality of candidates, are heard clearly while ranked choice voting schemes open elections to \u2018ballot exhaustion\u2019 or the disenfranchisement of voters who choose not to support multiple candidates who do not clearly represent their values,\u201d The <a href=\"https:\/\/slcogop.com\/norcv\/\" target=\"_blank\" rel=\"noreferrer noopener\">RNC resolution<\/a> reads. The committee voted to reject RCV. \u201csimilar schemes that increase election distrust, and voter suppression and disenfranchisement, eliminate the historic political party system, and put elections in the hands of expensive election schemes that cost taxpayers and depend exclusively on confusing technology and unelected bureaucrats to manage it.\u201d<\/p>\n<p>As The Federalist\u2019s Victoria Marshall has <a href=\"https:\/\/thefederalist.com\/2022\/08\/26\/ranked-choice-voting-failed-to-make-ballot-in-missouri-but-beware-the-left-will-keep-pushing-it\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>RCV support is primarily driven mainly by moderate Republicans and Democrat activist organizations as a means to elect more conservative establishment candidates than those that are more populist. In <a href=\"https:\/\/thefederalist.com\/2022\/09\/09\/alaskas-ranked-choice-voting-scheme-was-a-plot-to-save-murkowski-but-it-also-doomed-palin\/\" target=\"_blank\" rel=\"noreferrer noopener\">Alaska<\/a>, centrist Republican Sen. Lisa Murkowski was behind the state\u2019s adoption of an RCV system in 2020 to avoid accountability from voters during her 2022 reelection bid. Not only did RCV allow Murkowski to defeat Trump-backed challenger Kelly Tshibaka in the general election, it also gave Democrat Mary Peltola the boost she needed to beat Republican Sarah Palin for control of Alaska\u2019s at-large congressional seat.<\/p>\n<h2>RCV Campaign: A National Push<\/h2>\n<p>RCV is currently used for elections in Alaska and Maine. But, state legislatures are pushing to expand it across the country.<\/p>\n<p>According to a January NBC News article <a href=\"https:\/\/www.msn.com\/en-us\/news\/politics\/following-a-big-year-more-states-push-ranked-choice-voting\/ar-AA16oyZa\" target=\"_blank\" rel=\"noreferrer noopener\">Report<\/a>, \u201clawmakers in 14 states have introduced, filed and prefiled 27 bills that propose various iterations of ranked-choice voting.\u201d For example, Connecticut&#8217;s two Democratic state representatives introduced two RCV laws last month. <a href=\"https:\/\/www.cga.ct.gov\/asp\/cgabillstatus\/cgabillstatus.asp?selBillType=Bill&#038;bill_num=HB5133&#038;which_year=2023\" target=\"_blank\" rel=\"noreferrer noopener\">One<\/a> Allowing localities to adopt an RCV system and the <a href=\"https:\/\/www.cga.ct.gov\/asp\/cgabillstatus\/cgabillstatus.asp?selBillType=Bill&#038;bill_num=HB5087&#038;which_year=2023\" target=\"_blank\" rel=\"noreferrer noopener\">Other<\/a> RCV must be used in Connecticut for both state and federal elections.<\/p>\n<p>In Virginia, efforts to expand RCV are a bipartisan venture, with both Democrats and Republicans introducing a collective four bills on the subject during this year\u2019s legislative session. GOP Del. Robert S. Bloxom, Jr. filed for a <a href=\"https:\/\/lis.virginia.gov\/cgi-bin\/legp604.exe?231+sum+HB2301&#038;231+sum+HB2301\" target=\"_blank\" rel=\"noreferrer noopener\">Bill<\/a> This would allow political parties to use RCV in presidential primaries. The legislature\u2019s remaining RCV-related bills (<a href=\"https:\/\/lis.virginia.gov\/cgi-bin\/legp604.exe?231+sum+HB1751&#038;231+sum+HB1751\" target=\"_blank\" rel=\"noreferrer noopener\">HB 1751<\/a>, <a href=\"https:\/\/lis.virginia.gov\/cgi-bin\/legp604.exe?231+sum+SB1380&#038;231+sum+SB1380\" target=\"_blank\" rel=\"noreferrer noopener\">SB 1380<\/a>And <a href=\"https:\/\/lis.virginia.gov\/cgi-bin\/legp604.exe?231+sum+HB2118\" target=\"_blank\" rel=\"noreferrer noopener\">HB 2118<\/a>) have since been passed by indefinitely or tabled by House and Senate committees.<\/p>\n<p>Lynn Taylor, president and cofounder of Virginia Institute for Public Policy, spoke with The Federalist to say that the push for RCV by some Virginia Republicans seems to be based on a misguided belief \u201cthat somehow RCV was responsible\u201d for ensuring then-candidate Glenn Youngkin\u2019s victory in the state\u2019s 2021 GOP gubernatorial primary.<\/p>\n<p>\u201cIt is not,\u201d Taylor stated. \u201cOne, Glenn Youngkin would very likely have won the primary anyway, and two, a bad idea is always a bad idea even when it may have once provided the result desired by the political establishment.\u201d<\/p>\n<p>Taylor mentioned the following in her remarks \u201ccorruptive\u201d  \u201cconfusing\u201d RCV nature described as an \u201cinsurmountable roadblock to accurate election results.\u201d<\/p>\n<p>\u201c[RCV] is destabilizing to our electoral process, unfair to our voters, creates a lack of confidence in elections, and must be stopped,\u201d She said. \u201cThe current public debate about RCV provides both Virginia legislators and elected officials around the country with the opportunity to fully understand why it should be rejected on a national scale.\u201d<\/p>\n<p><a href=\"https:\/\/www.msn.com\/en-us\/news\/politics\/following-a-big-year-more-states-push-ranked-choice-voting\/ar-AA16oyZa\" target=\"_blank\" rel=\"noreferrer noopener\">Additional states<\/a> According to reports, Oklahoma, Montana and Maryland are among the states that may be considering RCV legislation in this year.<\/p>\n<h2>Lawmakers Should Reject Ranked Choice Voting<\/h2>\n<p>State lawmakers could make it illegal for them to adopt ranked-choice vote. This would mean that they would have to subject their citizens both to candidates and voters. Moreover, the chaotic system would further undermine voters\u2019 already-waning confidence in America\u2019s elections.<\/p>\n<p>State legislatures across the country would be wise to follow the RNC\u2019s lead in rejecting the use of RCV. RCV will end in disaster with its confusing methodology and multiple rounds of counting. (Just ask) <a href=\"https:\/\/thefederalist.com\/2023\/01\/11\/ranked-choice-voting-keeps-rigging-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">Alameda County in California<\/a>).<\/p>\n<p>\u201cEvery state should strive to increase voter confidence through procedures that tighten election protections, not turn them into a demolition derby.
