Josh Shapiro signed the first executive order. It was immediately effective.<\/p>\n<p>The following is the <a href=\"https:\/\/filesource.wostreaming.net\/commonwealthofpa\/press_releases\/22542_GOV_ExecOrder_release.pdf\" target=\"_blank\" rel=\"noopener\">Press release<\/a>:<\/p>\n<blockquote>\n[The governor] announced that\u202692 percent of state government jobs \u2014 about 65,000 positions \u2014 do not require a four-year college degree.<\/p>\n<\/blockquote>\n<p>Executive Order 2023\u201303 instructs \u201cthe Office of Administration to emphasize skills and experience in Commonwealth job postings.\u201d The order also directs that a review be done \u201cof the remaining eight percent of state government jobs that currently require a four-year degree.\u201d<\/p>\n<p>It is time to put a new emphasis on:<\/p>\n<blockquote>\n[The governor]\u2026ordered all state agencies under his jurisdiction to take steps to emphasize work experience in their hiring.<\/p>\n<\/blockquote>\n<p>The website is available for those who wish to apply for the new positions. <a href=\"https:\/\/www.employment.pa.gov\/Pages\/default.aspx\" target=\"_blank\" rel=\"noopener\">Employment.pa.gov<\/a> An aspiring employee can now apply for thousands of jobs that do not require a degree.<\/p>\n<p>As quoted in <a href=\"https:\/\/filesource.wostreaming.net\/commonwealthofpa\/press_releases\/22542_GOV_ExecOrder_release.pdf\" target=\"_blank\" rel=\"noopener\">News Brief<\/a>Democratic Gov. Josh <a href=\"https:\/\/filesource.wostreaming.net\/commonwealthofpa\/press_releases\/22542_GOV_ExecOrder_release.pdf\" target=\"_blank\" rel=\"noopener\">Hailed<\/a> freedom:<\/p>\n<blockquote>\n<p>\u201cEvery Pennsylvanian should have the freedom to chart their own course and have a real opportunity to succeed. They should get to decide what\u2019s best for them \u2013 whether they want to go to college or straight into the workforce \u2013 not have that decided for them. Today, we are making sure Pennsylvanians know that the doors of opportunity are wide open to those who want to serve our Commonwealth, regardless of whether or not they have a degree. I want to make it clear to all Pennsylvanians, whether they went to college or they gained experience through work, job training, or an apprenticeship program: We value your skills and talents, and we want you to apply for a job with the Commonwealth.\u201d<\/p>\n<\/blockquote>\n<p>Many people could be benefited, as highlighted by <a href=\"https:\/\/www.thecollegefix.com\/pennsylvania-latest-to-eliminate-degree-requirement-for-nearly-all-state-jobs\/\" target=\"_blank\" rel=\"noopener\">The College Fix<\/a>, <a href=\"https:\/\/www.census.gov\/quickfacts\/PA\" target=\"_blank\" rel=\"noopener\">U.S. Census<\/a> Data shows that over 66% of Pennsylvanians don&#8217;t have a bachelor&#8217;s degree.<\/p>\n<p>Pennsylvania isn\u2019t alone in its effort to make publicly-funded positions available to more applicants. Maryland was awarded a public-funded position last March. <a href=\"https:\/\/www.cbsnews.com\/baltimore\/news\/thousands-of-state-jobs-no-longer-require-a-college-degree-under-maryland-initiative\/\" target=\"_blank\" rel=\"noopener\">Axited<\/a> Its degree requirement. It is also required that I <a href=\"https:\/\/redstate.com\/alexparker\/2023\/01\/01\/common-sense-cracks-the-sky-gop-governor-ditches-degree-requirements-for-most-government-jobs-n681788\" target=\"_blank\" rel=\"noopener\">Covered<\/a> Utah made the same change on January 1, 2010. Republican Gov. Spencer explained this:<\/p>\n<blockquote>\n<p>\u201cDegrees have become a blanketed barrier-to-entry in too many jobs. Instead of focusing on demonstrated competence, the focus too often has been on a piece of paper. We are changing that.\u201d<\/p>\n<\/blockquote>\n<p>The meaning of a college degree appears to have been drastically changed. Social engineering appears to have taken over the emphasis on academics. Furthermore, as even secretarial positions have begun mandating degrees, more people are going to secondary school \u2014 it\u2019s no longer just for high school brainiacs. Hence, those graduating from college aren\u2019t necessarily the cream of the scholarly crop in the way they once were.<\/p>\n<p>But even if the above is a mischaracterization, most American jobs are the sort that can be \u2014 and, ordinarily, are \u2014 learned via on-the-job training. And a degree doesn\u2019t necessarily make someone more likely to perform well at the tasks for which they train.<\/p>\n<p>Tax-funded positions aren\u2019t the only ones set for transformation. Now they\u2019re trying something else: requiring no college degrees. To increase their talent pool, many companies focus instead on skills-based recruiting.<\/p>\n<\/blockquote>\n<p>Perhaps the end to college degree requirements in government jobs is one progressive path forged by public officials that\u2019s poised to improve society.
