Michael McCaul, a Texas Republican, is now the chairman of the House Foreign Affairs Committee. His goal is to tighten export controls for sensitive technologies that could be used by the Chinese military.<\/p>\n<p>In a Jan. 13, 2013 letter<a href=\"https:\/\/foreignaffairs.house.gov\/wp-content\/uploads\/2023\/01\/BIS_Oversight_Request_Renewal.pdf\">PDF<\/a>) to the U.S. Commerce Secretary Gina Raimondo, McCaul further requested licensing data that the Commerce Department\u2019s Bureau of Industry Security (BIS) had granted to <a href=\"https:\/\/www.theepochtimes.com\/t-china\">China<\/a>.<\/p>\n<p>The letter stated that the BIS had not provided requested documents to the committee as a response to a similar plea from two years earlier.<\/p>\n<p>The lawmaker observed that the agency had only \u201cproduced one small tranche of documents to date in May 2021\u2014more than six months after the initial request\u2014and provided nothing further since then.\u201d<\/p>\n<p>Before the latest request, the lawmaker <a href=\"https:\/\/foreignaffairs.house.gov\/press-release\/mccaul-oversight-request-examines-effectiveness-of-new-bis-rules-in-protecting-critical-technology-from-ccp\/\">Another similar one<\/a> It was in November 2022. The move came after the Biden administration issued sweeping new export controls on Oct. 7, 2022, in an effort to hamstring the Chinese Communist Party\u2019s (<a href=\"https:\/\/www.theepochtimes.com\/t-ccp\">CCP<\/a>) military modernization.<\/p>\n<p>One of those rules is to block China from advanced semiconductor chips manufactured with U.S. technology, regardless of whether they were made in China.<\/p>\n<p>In the &#8220;a href=&#8221;https:\/\/executivegov.com\/2022\/11\/rep-michael-mccaul-requires-information-on-bis-semiconductor-export-rule\/&#8221;>statement Follow the November request<\/a>McCaul repeated that assertion. \u201cthe licensing data will enable Congress to assess how the BIS is implementing the controls and determine the effectiveness of the rule enforcement in preventing China from misappropriating U.S. critical technology.\u201d<\/p>\n<p>\u201cBy receiving this information, we can assess whether the spirit of these rules is being implemented effectively or undermined by an overly lax licensing process,\u201d McCaul stated.<\/p>\n<h2>Concerning Figures<\/h2>\n<p>After adding Chinese companies like SMIC, a semiconductor producer, and telecom giant Huawei to its export control lists, the BIS will have to accept or reject license requests from American tech firms in order to sell their equipment into China.<\/p>\n<p>McCaul claimed that the committee needed information about the number licenses that were invalidated.<\/p>\n<p>\u201cHow many licenses were declined, and where did they go?\u201d McCaul asked McCaul while <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/01\/30\/gop-pushes-tougher-china-dual-use-sanctions-cites-lax-enforcement\/\">Speaking with Defense News<\/a> In a hallway interview last week on Capitol Hill.<\/p>\n<p>He pointed to a six-month summary of BIS\u2019 China export controls provided by the agency back in 2021, deemed \u201cconcerning\u201d By Republicans<\/p>\n<p>\u201cIt showed that less than 1 percent [of licenses] were declined and $60 billion went into Huawei and $40 billion went to SMIC,\u201d McCaul stated.<\/p>\n<p>China Academy of Engineering Physics, a state-run institution, focuses on nuclear weapons research and development. It has now been able to access U.S.-made semiconductors, despite the fact that similar technology procurements have been prohibited for more than 20 years. <a href=\"https:\/\/www.theepochtimes.com\/nuclear-lab-in-china-procured-us-chips-despite-ban_5020208.html\">The Wall Street Journal published a recent report<\/a>.<\/p>\n<p>CAEP claims to have purchased sophisticated American chips at least twelve times in the last two-and-a half years.<\/p>\n<p>\u201cOur government doesn\u2019t have time to complain that these problems are tough. We need solutions,\u201d McCaul stated in the statement that he was referring to the revelation.<\/p>\n<h2>Reforms<\/h2>\n<p>The committee is currently reviewing another batch of data regarding export control approvals that arrived at Congress last week. According to the GOP lawmaker, the subsequent finding would prompt potential legislative reforms to the BIS\u2019 export control list.<\/p>\n<p>\u201cWe do want a reporting requirement because they never report to the public on export licenses,\u201d McCaul. \u201cWe want a full accounting of that.\u201d<\/p>\n<p>He stated that in the January letter \u201cBIS\u2019s dereliction in providing basic transparency and accountability\u201d This would set the stage for his 90-day review.<\/p>\n<p>\u201cA principal objective for this review is to determine if the Department of Commerce should continue to lead implementation of the export control system,\u201d He said.<\/p>\n<p>The extent of any legislation that arises from McCaul\u2019s three-month review period could be influenced by the bureau\u2019s ability or unwillingness to provide a complete accounting.<\/p>\n<p>With export control regimes currently splitting between the State Department\u2019s munitions list and the Commerce Department\u2019s dual-use items list, there has been discussion about whether \u201cthere should be one single licensing agency,\u201d According to a Republican staffer of the committee.<\/p>\n<p>\u201cPart of what we\u2019re looking to do is figure out if the existing system is the best arrangement or if it should wholesale be put somewhere else or if different aspects of the export control system should have different agencies as the lead,\u201d Defense News was informed by the staffer.<\/p>\n<p>\u201cWhatever rule we come up with, the [People\u2019s Republic of China] is going to try to find ways around it,\u201d The staffer was also added. \u201cIt\u2019s one of those things where it\u2019s somewhat neverending.\u201d<\/p>\n<p><em>Naveen Anthrappully contributed to the report.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Rep.
