As a result, it\u2019s updating its automated weapons directive for the first time in more than a decade in order to guide development of new systems..<\/p>\n<p>The updated directive sets out the new framework. \u201c<a target=\"_blank\" href=\"https:\/\/media.defense.gov\/2023\/Jan\/25\/2003149928\/-1\/-1\/0\/DOD-DIRECTIVE-3000.09-AUTONOMY-IN-WEAPON-SYSTEMS.PDF\" rel=\"noopener\">Autonomy in Weapon Systems<\/a>.\u201d Effective Wednesday, January 25, 2019, the framework has been updated \u201cthe dramatic, expanded vision for the role of artificial intelligence in the future of the American military,\u201d <a target=\"_blank\" href=\"https:\/\/www.defensenews.com\/artificial-intelligence\/2023\/01\/25\/pentagon-updates-autonomous-weapons-policy-to-account-for-ai-advances\/\" rel=\"noopener\">According to<\/a> Michael Horowitz, the Pentagon\u2019s Director of Emerging Capabilities Policy.<\/p>\n<p>Horowitz stated to reporters Wednesday that the new version only has a single page. \u201crelatively minor clarifications and refinements\u201d \u2014 namely creating clear oversight and advisory bodies to ensure ethical research and development \u2014 but a directive update was necessary due to the increased use of autonomous weapons systems in the U.S. military and other armed forces around the world.<\/p>\n<p>It is an important update in this regard. 2012 was the last time that the Department of Defense issued a guidance document on artificial intelligence. Since then, the field has significantly grown, with autonomous or semi-autonomous weapons systems becoming\u00a0 major elements in modern warfare. <a target=\"_blank\" href=\"https:\/\/taskandpurpose.com\/news\/army-fort-irwin-ntc-drone-swarm\/\" rel=\"noopener\">Drone systems<\/a> As the use of reconnaissance and other systems has become an essential part of war, so have these systems. <a target=\"_blank\" href=\"https:\/\/taskandpurpose.com\/news\/ukrainian-drones-crimea-warfare\/\" rel=\"noopener\">Amphibious attack drones<\/a>  <a target=\"_blank\" href=\"https:\/\/taskandpurpose.com\/news\/why-mad-max-style-technicals-have-become-a-staple-of-ukraines-fight-against-russia\/\" rel=\"noopener\">Automatic guns for technicals<\/a> as demonstrated in the conflict in Ukraine. The U.S. military is also looking at weapons that could be used in the war in Ukraine. <a target=\"_blank\" href=\"https:\/\/taskandpurpose.com\/news\/army-microwave-weapon-drone-swarms-ifpc-hpm-contract\/\" rel=\"noopener\">Disabling an enemy drone<\/a> systems.<\/p>\n<p>At the same time, the Pentagon\u2019s own bureaucracy has evolved with new technologies; many of the offices that the department has stood up to address autonomy and AI in defense\u00a0 are newer than the 2012 guidelines, and the 2023 directive formally integrates them into policy. Those include the Chief Digital and Artificial Intelligence Office, which is tasked with coming up with requirements to implement the Pentagon\u2019s AI Ethical Principles.\u00a0<\/p>\n<blockquote class=\"wp-block-quote\">\n<p><a target=\"_blank\" href=\"https:\/\/taskandpurpose.com\/newsletters\/\" rel=\"noopener\"><strong>Subscribe to Task &#038; purpose Today<\/strong><\/a><strong>. Horowitz said that there is no prohibited weapon. <a target=\"_blank\" href=\"https:\/\/breakingdefense.com\/2023\/01\/dods-update-to-autonomous-weapons-policy-accounts-for-ais-dramatic-future-role\/\" rel=\"noopener\">Telled<\/a> Breaking Defense Other than updating development responsibilities, the policy also creates \u201cguidelines designed to minimize the probability and consequences of failures in autonomous and semi-autonomous weapon systems that could lead to unintended engagements.\u201d\u00a0<\/p>\n<p>It also creates the Autonomous Weapon Systems Working Group, headed by Dr. Colin Kahl (Under Secretary of Defense for Policy), which will advise the Pentagon leadership on autonomous technologies. It\u2019s to create \u201cgood governance,\u201d Horowitz said Breaking Defense.\u00a0<\/p>\n<p>While the framework aims to improve the study and understanding of semi-autonomous autonomous systems, it must also be used for research purposes. \u201cbe designed to allow commanders and operators to exercise appropriate levels of human judgment over the use of force.\u201d<\/p>\n<p>Artificial intelligence is still in its infancy and the military continues to develop ways to integrate it into military units.
