(Photo: Dmytro Smolienko\/Ukrinform\/Future Publishing via Getty Images)<\/figcaption><\/figure>\n<\/div>\n<p><span>Happy Thursday, and welcome back to <\/span><strong>The Ruck.<\/strong><span> Here\u2019s what\u2019s happening in the national security world this week.<\/span><\/p>\n<div class=\"captioned-image-container\">\n<figure><a class=\"image-link image2\" target=\"_blank\" href=\"https:\/\/substackcdn.com\/image\/fetch\/f_auto,q_auto:good,fl_progressive:steep\/https%3A%2F%2Fbucketeer-e05bbc84-baa3-437e-9518-adb32be77984.s3.amazonaws.com%2Fpublic%2Fimages%2F6cb3ee1a-f2ac-4fff-90ee-bbea32096c27_1200x100.jpeg\" rel=\"noopener\"><\/p>\n<div class=\"image2-inset\"><source type=\"image\/webp\" \/><img src width=\"1200\" height=\"100\" data-attrs=\"{\" \/><\/div>\n<p><\/a><\/figure>\n<\/div>\n<ul>\n<li>\n<p><strong><a href=\"https:\/\/apnews.com\/article\/politics-somalia-government-al-shabab-hassan-sheikh-mohamud-c7b907e43bab287d7b6d3ea2e519d3c8\" rel=\"\">Somalia has launched its \u201cmost significant offensive\u2026in more than a decade\u201d against the al-Shabab extremist group<\/a><\/strong><span>, the AP reports, and this time, \u201cSomali fighters are in the lead, backed by U.S. and African Union forces.\u201d<\/span><\/p>\n<\/li>\n<li>\n<p><strong><a href=\"https:\/\/www.nytimes.com\/2023\/01\/17\/us\/politics\/ukraine-israel-weapons.html\" rel=\"\">The Pentagon is tapping into its arms stockpile in Israel \u201cto help meet Ukraine\u2019s dire need for artillery shells,\u201d<\/a><\/strong><span> according to The New York Times. <\/span><\/p>\n<ul>\n<li>\n<p><span>\u201cThe Ukrainian army <\/span><strong>uses about 90,000 artillery rounds a month, about twice the rate they are being manufactured by the United States and European countries combined,<\/strong><span> U.S. and Western officials say. The rest must come from other sources, including existing stockpiles or commercial sales.\u201d<\/span><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p><strong><a href=\"https:\/\/www.nbcnews.com\/news\/world\/ukraine-russian-belarus-renewed-offensive-war-invasion-border-rcna64858\" rel=\"\">Ukraine is concerned about a possible Russian offensive from Belarus.<\/a><\/strong><span>Moscow and a close ally were taking part in joint exercises that raised concerns about the possibility of a cross-border intrusion.<\/span><\/p>\n<ul>\n<li>\n<p>\u201cIn all areas of our responsibility we are building these fortifications to be able to defend and mount counter-offensives clandestinely,\u201d Senior Lt. Anton, a 32year-old Ukrainian soldier, said to NBC News. \u201cThe potential offensive from the Belarusian side could come from anywhere. That\u2019s why we are getting ready for all scenarios.\u201d\u00a0<\/p>\n<\/li>\n<li>\n<p><span>Belarus\u2019 exiled opposition leader, however, is skeptical. &#8220;I doubt that a possible attack can take place on land, but missiles can be launched from Belarus territory at any moment,&#8221; <\/span><a href=\"https:\/\/www.reuters.com\/world\/europe\/davos-2023-opposition-leader-says-russian-move-ukraine-belarus-unlikely-2023-01-16\/\" rel=\"\">Sviatlana Tsikhanouskaya said<\/a><span>. \u201cPutin knows that the participation of Belarusian troops could raise unpredictable consequences.\u201d<\/span><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p><span>\u201cWeapons are crucial because this war is very difficult. This is not the end of the war. Russia is not defeated\u2026\u201d <\/span><a href=\"https:\/\/www.theguardian.com\/global\/video\/2023\/jan\/18\/russia-could-be-preparing-new-ukraine-offensive-warns-polish-president-video\" rel=\"\">says Polish President Andrzej Duda<\/a><span>, urging the West to provide more weapons. \u201cThis moment will answer the question: will Ukraine survive or not?\u201d<\/span><\/p>\n<\/li>\n<li>\n<p><strong>Talk of Russia&#8217;s spring offensive is likely to continue, regardless of the location or method.<\/strong><span> <\/span><a href=\"https:\/\/www.understandingwar.org\/backgrounder\/russian-offensive-campaign-assessment-january-15-2023\" rel=\"\">According to the Institute for the Study of War<\/a><span>, the Kremlin \u201cis likely preparing to conduct a decisive strategic action in the next six months intended to regain the initiative and end Ukraine\u2019s current string of operational successes.\u201d<\/span><\/p>\n<\/li>\n<li>\n<p><strong><a href=\"https:\/\/www.voanews.com\/a\/us-germany-pressured-to-send-tanks-to-ukraine-after-britain-breaks-taboo\/6923487.html\" rel=\"\">Ukraine wants Western tanks, and Britain has broken the taboo after announcing it will supply more than a dozen Challenger 2 main battle tanks to Kyiv.<\/a><\/strong><span>This \u201cwill heap further pressure on Germany\u201d to supply its own Leopard tanks to Ukraine, <\/span><a href=\"https:\/\/www.theguardian.com\/world\/live\/2023\/jan\/16\/russia-ukraine-war-belarus-begins-air-force-drills-with-russia-dnipro-strike-death-toll-rises-to-35-live\" rel=\"\">according<\/a><span> to The Guardian.<\/span><\/p>\n<\/li>\n<li>\n<p><strong><a href=\"https:\/\/apnews.com\/article\/politics-russia-government-ukraine-china-us-central-intelligence-agency-6ed827c92bfbdca0c033483b5cc28d9d?utm_campaign=TrueAnthem&#038;utm_medium=AP&#038;utm_source=Twitter\" rel=\"\">In other news, &#8220;there is little indication that the Intelligence Community\u2019s exquisite collection capabilities were generating information that was valuable to policymakers,\u201d<\/a><\/strong><span> wrote the authors of a review of information from classified reports between December 2019 to January 2020 with insight into the novel coronavirus spread in China.<\/span><\/p>\n<ul>\n<li>\n<p>\u201cOfficials were instead relying on public reporting, diplomatic cables and analysis from medical experts \u2014 some examples of so-called open source intelligence, or OSINT.\u201d<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p><strong><a href=\"https:\/\/apnews.com\/article\/biden-united-states-government-district-of-columbia-0574fd762159e8cb5f31c85205df3dc0\" rel=\"\">President Joe Biden\u2019s lawyers found six more classified documents in the private library of his Wilmington, Delaware home.<\/a><\/strong><\/p>\n<ul>\n<li>\n<p><a href=\"https:\/\/apnews.com\/article\/biden-united-states-government-district-of-columbia-0574fd762159e8cb5f31c85205df3dc0\" rel=\"\">The context from AP:<\/a><span> \u201cThe latest disclosure is in addition to the discovery of documents found in December in Biden\u2019s garage and in November at his former offices at the Penn Biden Center in Washington, from his time as vice president. The apparent mishandling of classified documents and official records from the Obama administration is under investigation by a former U.S. attorney, Robert Hur, who was appointed as a special counsel on Thursday by Attorney General Merrick Garland.\u201d<\/span><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li>\n<p>Japan and India are conducting their first joint fighter jet training\u2014\u201ca historic milestone in the two nation\u2019s defense and security ties amid China\u2019s military buildup and regional assertiveness,\u201d according to The Diplomat. <\/p>\n<ul>\n<li>\n<p><span>Flying together out of two Japanese air bases, Japan\u2019s Air Force is bringing four F-2 and four F-15 fighters, while the Indian Air Force will fly four <\/span><a href=\"https:\/\/en.wikipedia.org\/wiki\/Sukhoi_Su-30MKI\" rel=\"\">Su-30 MKI fighter jets<\/a><span>, two C-17 transport planes, and one IL-78 tanker.<\/span><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<li>\n<p><strong><a href=\"https:\/\/www.cnn.com\/2023\/01\/12\/politics\/taylor-dudley-navy-veteran-released-russia\/index.html\" rel=\"\">Welcome home, Taylor Dudley.<\/a><\/strong><span> After months of negotiations and nearly a year in detention, the 35-year-old American Navy veteran has been released from Russian custody. The PRC\u2019s People\u2019s Liberation Army (PLA) responded to the visit by conducting exercises in six locations around Taiwan. PRC state media portrayed the activities as intended to demonstrate how the PLA could isolate and attack Taiwan, including by blockading ports, attacking military bases on Taiwan\u2019s east coast, and controlling access to the Bashi Channel in the Luzon Strait between Taiwan and the Philippines. <\/span><strong>The exercises, which included missile test-launches over Taiwan, were unprecedented in scale and established a \u2018new normal\u2019 in which PLA ships and aircraft now operate closer to Taiwan and with more regularity.<\/strong><span> The PRC also suspended some cooperation with the United States and announced sanctions against Pelosi and her family.
