Spencer Cox has ten working days to decide whether he will sign, veto or allow the bill to go into effect without him signing.<\/p>\n<p>Last week, he spoke. <a href=\"https:\/\/kslpodcasts.com\/podcast\/let-me-speak-to-the-governor\/#let-me-speak-to-the-governor-jan-19-2023\">KSL News Radio\u2019s \u201cLet Me Speak to the Governor\u201d<\/a> program that he\u2019s \u201cnot planning to veto\u201d Deseret News bill <a href=\"https:\/\/www.deseret.com\/utah\/2023\/1\/19\/23562586\/transgender-gender-affirming-surgeries-ban-puberty-blockers-utah\">reported<\/a>. According to the outlet, Cox said he\u2019s had \u201clots of conversations\u201d with the bill\u2019s sponsor and other \u201cstakeholders,\u201d The legislation will be discussed with members of the LGBTQ community as well.<\/p>\n<p>He stated that the bill was a good idea. \u201capproaches it in the right way,\u201d Add that \u201cwe\u2019re going to push pause, we\u2019re going to look at the research, we\u2019re going to gather all of the data and make sure we\u2019re not doing any long-term harm to our young people.\u201d<\/p>\n<p>According <a href=\"https:\/\/www.sfgate.com\/news\/article\/utah-lawmakers-approve-ban-on-transgender-17746829.php\">to sfgate.com<\/a>, the state\u2019s legislature made the bill\u2019s passage a top priority, hearing the first draft just two days into Utah\u2019s 2023 legislative session.<\/p>\n<p>If Cox decided to veto the bill it would likely be overridden \u201cin short order,\u201d The Salt Lake Tribune <a href=\"https:\/\/www.sltrib.com\/news\/politics\/2023\/01\/27\/health-care-transgender-youth\/\">reported<\/a>Because it received two-thirds support from both the Senate and House, it was approved.<\/p>\n<p>The measure prohibits health care providers from performing transgender surgeries or prescribing hormone therapy for minors who have not yet been diagnosed with gender dysphoria\u2014a term that the Mayo Clinic <a href=\"https:\/\/www.mayoclinic.org\/diseases-conditions\/gender-dysphoria\/symptoms-causes\/syc-20475255\">Definitions<\/a> As \u201cthe feeling of discomfort or distress \u2026 in people whose gender identity differs from their sex assigned at birth or sex-related physical characteristics.\u201d<\/p>\n<p>However, it doesn\u2019t put a stop to minors who are already receiving hormonal therapy; the moratorium is only for new patients.<\/p>\n<p>The bill demands that the Department of Health and Human Services carry out a \u201csystemic review of the medical evidence regarding hormonal transgender treatments and provide recommendations to the Legislature,\u201d It does not establish an end date or require that the Utah Legislature revisit the policy after the review is completed.<\/p>\n<p>The legislation also imposes certain requirements on health-care providers to offer hormonal transgender treatment. There are provisions that allow minors the right to bring malpractice lawsuits against healthcare providers for treatment they provide if the individuals become incapacitated. \u201cdisaffirm consent.\u201d<\/p>\n<p>Republican state senator Mike Kennedy, a family physician and practicing surgeon, sponsored SB16. \u201cto protect children from making irreversible changes to their bodies,\u201d The Tribune <a href=\"https:\/\/www.sltrib.com\/news\/politics\/2023\/01\/18\/why-gop-lawmakers-want-stop\/\">reported<\/a>.<\/p>\n<p>\u201cOur country is witnessing a radical and dangerous push for children to enter this version of healthcare. Caring for our children does not mean riding the latest radical wave. Caring for our children means stepping back from the churning waters and asking some tough, complex questions,\u201d He stated.<\/p>\n<p>Deseret News reports that Republican state Senator Todd Weiler struggled to make his decision. Self-described as a &#8220;Teacher&#8221; \u201cbig believer in parental rights,\u201d he told the news outlet that he\u2019s also been \u201cstartled\u201d by the recent news coming from Western European countries\u2014such as Sweden, the United Kingdom, and France\u2014that have been performing surgeries and administering hormone blockers to youths for \u201calmost a decade\u201d It was before it was \u201croutine\u201d The United States is now making these changes. \u201cmoves to overhaul medical care for transgender youth.\u201d<\/p>\n<p>\u201cWith that decade longer experience, those countries \u2026 have all started putting the brakes on this,\u201d He stated.<\/p>\n<p>Despite his doubts, Weiler joined with the Democrats to oppose the legislation.<\/p>\n<p><a href=\"https:\/\/www.deseret.com\/utah\/2023\/1\/27\/23574495\/transgender-surgery-gender-affirming-care-ban-utah-legislature-vote\">According<\/a> to Deseret News, Utah\u2019s LGBTQ advocacy group Equality Utah continues to oppose the legislation.<\/p>\n<p>\u201cI\u2019ve seen little evidence that lawmakers are really listening to families with transgender children [and] seeing the positive impact of this care,\u201d Equality Utah\u2019s executive director Troy Williams told the news outlet, later saying in a text to the Tribune, \u201cThis debate is far from over.
