The lapse in modernization of the military was followed by a hollow buildup in support of the wars in Iraq. <a href=\"https:\/\/www.19fortyfive.com\/2023\/01\/china-is-buying-oil-from-afghanistan-america-must-pay-attention\/\">Afghanistan<\/a>This was then canceled by the Budget Control Act era, and sequestration.\n<\/p>\n<p>The result is a smaller, older, less ready\u2014but <a href=\"https:\/\/www.aei.org\/wp-content\/uploads\/2021\/07\/210729-Americas-ever-shrinking-fighting-force.pdf?x91208\">more expensive<\/a>\u2014military. America is facing its own declining combat power. <a href=\"https:\/\/www.aei.org\/wp-content\/uploads\/2021\/03\/The-2020s-Tri-Service-Modernization-Crunch-1.pdf?x91208\">shrinking conventional and nuclear deterrents<\/a>. Our military superiority across the armed forces, domains of war and operational challenges is in decline.\n<\/p>\n<p>Our decline has been going on for a while, adding to the problem.<\/p>\n<p>Four years ago, the 2018 national defence strategy <a href=\"https:\/\/dod.defense.gov\/Portals\/1\/Documents\/pubs\/2018-National-Defense-Strategy-Summary.pdf\">said<\/a> America\u2019s \u201ccompetitive military advantage has been eroding.\u201d\n<\/p>\n<p>The 2014 National Defense Strategy Commission was established less than a decade ago. <a href=\"https:\/\/www.usip.org\/sites\/default\/files\/2018-11\/providing-for-the-common-defense.pdf\">found<\/a> That \u201cAmerica\u2019s military superiority\u2014the hard-power backbone of its global influence and national security\u2014has eroded to a dangerous degree.\u201d Bipartisan commissioners stated that the confluence of negative trends could have created a crisis in national security for the United States. \u201can emergency.\u201d<\/p>\n<p>2010 Quadrennial Defense Review Independent Panel <a href=\"https:\/\/www.usip.org\/sites\/default\/files\/qdr\/qdrreport.pdf\">in no uncertain terms<\/a> They also raised similar issues in their report. \u201csufficiently serious\u201d The 20 commissioners all believed that an explicit warning was appropriate. They stated: \u201ca train wreck is coming\u201d The following are the highlights \u201caging of the inventories and equipment used by the services, the decline in the size of the Navy, escalating personnel entitlements, overhead and procurement costs, and the growing stress on the force.\u201d\n<\/p>\n<p>The 2010 body concluded the following: \u201cbusiness as usual\u201d Attitude towards their findings was \u201cnot acceptable.\u201d\n<\/p>\n<p>Business-as-usual appears to be the preferred approach. <em>de jure<\/em> Over three decades, there has been a steady increase in military investment. These troubling trend lines became evident each time Washington voted for a reduction in defense spending, without any strategic planning or rationale. The House could be tempted to repeat the mistake, but this time due to its unforgiving past and insufficient margin within the force to achieve more with less.<\/p>\n<p>Senator Cornyn stated that the nation is clearly in its midst. <a href=\"https:\/\/www.19fortyfive.com\/2023\/01\/is-china-secretly-helping-russia-in-ukraine\/\">great power competition<\/a> And has not \u201crisen to the challenge.\u201d He <a href=\"https:\/\/www.airandspaceforces.com\/leading-lawmaker-delay-in-replacing-munitions-flashing-red-light\/\">said<\/a> The situation calls for \u201ca sense of urgency\u201d lacking\u00a0in Washington. He stated that he doesn&#8217;t feel that Washington is sufficiently prepared to handle a multi-front conflict. \u201cI don\u2019t see all hands on deck,\u201d Cornyn <a href=\"https:\/\/news.usni.org\/2023\/01\/23\/senator-questions-if-allies-would-aid-taiwan-in-potential-chinese-invasion\">continued<\/a>, including regarding America\u2019s defense and aerospace industrial base, should a crisis escalate in Asia.\n<\/p>\n<p>It is true. <a href=\"https:\/\/www.realcleardefense.com\/articles\/2022\/07\/02\/pentagon_too_slow_to_recognize_risk_and_too_fast_to_give_away_needed_capability_permanently_840417.html\">if understated, assessment<\/a> of our current comfort level surrounding assumptions about when or how severely others may use force and challenge the status quo in varied regions of the world\u2014and how much luxurious time the US would have to respond.\n<\/p>\n<p>Why would House Republicans choose a budget number that isn&#8217;t threat-informed, given the dire state of our defenses, industrial capacities, and the increasing number and severity global challenges?\n<\/p>\n<p>Because any reasonable analysis would say\u2014and has said for years now\u2014that defense budgets above inflation are only the minimum needed to stem the tide and recover.\n<\/p>\n<p>With strong defense spending that is predictable and consistent, what took decades to make, will take decades to undo.\n<\/p>\n<p>Nor is a $75 billion cut to the military\u2019s budget even what\u2019s really on the table. Speaker McCarthy appears to agree. <a href=\"https:\/\/thehill.com\/homenews\/house\/3814551-mccarthy-weighs-in-on-defense-spending-cuts-amid-gop-divisions\/\">think<\/a> It is simple to return budgets at 2022 levels. \u201cwhat we were spending just two or three weeks ago.\u201d<\/p>\n<p>No, Mr. Speaker.\n<\/p>\n<p>The 118th Congress is responsible for funding the military in fiscal years 2024-2025. This year\u2019s budget for 2023 is settled, overwhelmingly voted upon, and signed into law.\n<\/p>\n<p>It is possible to return to 2022 spending levels in 2024 <em>There are many more<\/em> A $75 billion reduction in funding for the US military is more than any other proposal.
