He declined to respond on what he called &#8220;a misunderstanding.&#8221; &#8220;hypothetical&#8221; It is not about a &#8220;live question right now.&#8221;<\/p>\n<p>&#8220;This has always been a discussion about Finland and Sweden\u2026 (about) moving from an alliance of 28 to an alliance of 30.
