Phil Scott, a Republican, vetoed the General Assembly\u2019s authorization of the changes in June 2021, only to have his veto overridden.<\/p>\n<p>The Constitution was adopted in 1777. <a href=\"https:\/\/legislature.vermont.gov\/statutes\/constitution-of-the-state-of-vermont\/\">Vermont Constitution<\/a> It has been listed U.S. <a href=\"https:\/\/www.theepochtimes.com\/t-citizenship\">citizenship<\/a> This is a condition that one must fulfill to be entitled to the benefits. \u201cthe privileges of a voter in this state.\u201d Friday\u2019s decision (<a href=\"https:\/\/www.vermontjudiciary.org\/sites\/default\/files\/documents\/op22-125.pdf\">pdf<\/a>However, the legal precedent and careful reading of this provision prove that local elections can have different voter qualifications to statewide ones.<\/p>\n<p>\u201cThe text of Section 42 reviewed through a historical lens and our precedents support the conclusion that Section 42 does not apply to municipal elections,\u201d The panel consisted of five judges, Chief Justice Paul Reiber included.<\/p>\n<p>Vermont Republican Party supported the original complaint. They argued that the nature and character of municipal elections had changed so significantly since the Revolutionary Era that it was no longer valid. \u201call Vermont elections affect statewide affairs and therefore must be conducted in accordance with\u201d Section 42. This argument was rejected by the judges.<\/p>\n<p>\u201cThis Court has stated that the framers drafted Chapter II with an intent to form \u2018a plan for the general government of the State,&#8217;\u201d The judges made the following remarks.<\/p>\n<p>\u201cThe idea that the Constitution sought to provide a framework for statewide government specifically and therefore the provisions in Chapter II do<br \/>not apply to local government \u2026 is prevalent throughout our precedents.\u201d<\/p>\n<p>Phil Scott, who was reelected to a second term in 2022, said in his veto message that he wanted the state Legislature to take time to debate on that matter and come up with a consistent policy, instate of simply approving each town\u2019s proposed changes.<\/p>\n<p>\u201cThis is an important policy discussion that deserves further consideration and debate,\u201d Scott spoke to the legislators. \u201cAllowing a highly variable town-by-town approach to municipal voting creates inconsistency in election policy, as well as separate and unequal classes of residents potentially eligible to vote on local issues.<\/p>\n<p>\u201cI believe it is the role of the Legislature to establish clarity and consistency on this matter.
