The United States should be the first country to acknowledge that its global politics have helped keep black people around the world and in Africa in a state of subjugation,\u201d M\u00e1rquez said when asked if the U.S. should be involved in \u201cglobal and climate reparations.\u201d<\/p>\n<p>\u201cCountries that have participated in slavery and colonialism are the ones that have their black population living without the barest of necessities, in a state of precarity. Those countries most responsible for colonialism and slavery are today\u2019s developed countries, the world superpowers, which paradoxically also emit the most greenhouse gases,\u201d She added.\u00a0<\/p>\n<p>M\u00e1rquez then claimed that black people, Indigenous people, and women were most impacted by climate change. To free up resources, she suggested that the U.S. and other nations should establish a debt forgiveness program. \u201cmarginalized and oppressed communities.\u201d<\/p>\n<p>\u201cThe United States should be at the forefront of that policy. I know there\u2019s been some reckoning, some conversations about acknowledging that this country is responsible for slavery and racism and now also climate change. But now it\u2019s necessary to translate that reckoning into concrete action,\u201d said M\u00e1rquez, who is a member of the leftist Soy Porque Somos party.\u00a0<\/p>\n<p>According to USAID, the U.S. has given numerous humanitarian aids. <a href=\"https:\/\/www.foreignassistance.gov\/cd\/colombia\/2022\/disbursements\/0\" target=\"_blank\" rel=\"noopener\">hundreds of millions of dollars<\/a> Colombian aid. The United States has provided Colombia more than $11 billion in humanitarian and economic aid since 2001.\u00a0<\/p>\n<p>The U.S. provided $479,676,863 in fiscal year 2022 to Colombia. Most of this money came from USAID but also large amounts from the State Department.
