The Federalist has previously reported <a href=\"https:\/\/thefederalist.com\/2021\/10\/12\/the-2020-election-wasnt-stolen-it-was-bought-by-mark-zuckerberg\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>These are the best \u201cZuckbucks\u201d These grants were used for the expansion of unsecure election protocols, such as mail-in voter registration and ballot drop boxes. The grants were heavily biased towards Democrat-majority countries, essentially making this a huge Democrat get out-the-vote operation.<\/p>\n<p>CTCL is, unsurprisingly, one of the most important groups <a href=\"https:\/\/www.electionexcellence.org\/partners\" target=\"_blank\" rel=\"noreferrer noopener\">partnered<\/a> With the U.S. Alliance for Election Excellence<\/p>\n<p>While CTCL\u2019s actions in the 2020 election were intrusive enough to provoke <a href=\"https:\/\/capitalresearch.org\/article\/states-banning-zuck-bucks\/\" target=\"_blank\" rel=\"noreferrer noopener\">24 states to pass laws<\/a> banning or restricting Zuckbucks, the Alliance seeks to take CTCL\u2019s election-interfering tactics a step further. Membership and grant agreements <a href=\"https:\/\/www.honestelections.org\/wp-content\/uploads\/2023\/01\/HEP_Locke_Alliance-for-Election-Excellence-Report-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">obtained<\/a> by HEP, the Alliance\u2019s \u201cunusual and complex structure\u201d This appears to be \u201cdesigned to thwart meaningful oversight and accountability.\u201d <\/p>\n<p>\u201cFor instance, after the Alliance had recruited its first cohort of members it announced plans to begin charging offices to join. However, the Alliance also created \u2018scholarships\u2019 to cover those membership costs, which are instantly converted into \u2018credits\u2019 that member offices can use to buy services from CTCL and other Alliance partners,\u201d The HEP report is available here. \u201cAs a result, offices receive access to funds they can spend exclusively on services provided by left-wing companies and nonprofits, entirely outside normal public funding channels.\u201d<\/p>\n<p>In other words, existing Zuckbucks bans wouldn\u2019t necessarily prevent local election departments from contracting with the Alliance to obtain services ranging \u201cfrom \u2018legal\u2019 and \u2018political\u2019 consulting to public relations and guidance on recruitment and training.\u201d <\/p>\n<p>Such services are already being utilized in places such as Brunswick County, North Carolina, where the locality\u2019s board of elections director <a href=\"https:\/\/www.honestelections.org\/wp-content\/uploads\/2023\/01\/HEP_Locke_Alliance-for-Election-Excellence-Report-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">used<\/a> \u201ctalking points and hyperlinks provided by the Alliance\u201d to push back against criticism of the county\u2019s acceptance of CTCL funds.
