The legislation will go to the Democrat governor if both chambers approve it. Tim Walz\u2019s desk, where he is expected to sign it into law.<\/p>\n<h2>Ends protections for babies born alive<\/h2>\n<p>Minnesota law <a href=\"https:\/\/www.revisor.mn.gov\/statutes\/cite\/145.415\" target=\"_blank\" rel=\"noreferrer noopener\">recognizes<\/a> Baby born alive after a botched abortion \u201ca human person under the law.\u201d The Born Alive Infants Protection Act <a href=\"https:\/\/www.revisor.mn.gov\/statutes\/cite\/145.423\" target=\"_blank\" rel=\"noreferrer noopener\">reconfirmed<\/a> These babies are entitled to life-saving medical treatment. <\/p>\n<p>The PROA however ends the protections provided for a baby who has been born without parental consent. \u201cbreathes or has a beating heart, pulsation of the umbilical cord, or definite movement of voluntary muscles, regardless of whether the umbilical cord has been cut, and regardless of whether the expulsion or extraction occurs as a result of a natural or induced labor, cesarean section, or induced abortion.\u201d<\/p>\n<h2>Lifts Prohibitions regarding Taxpayer-Funded Abortions<\/h2>\n<p>Current <a href=\"https:\/\/www.revisor.mn.gov\/statutes\/cite\/145.925\" target=\"_blank\" rel=\"noreferrer noopener\">statute bars<\/a> Minnesota prohibits taxpayer money from being funneled to any organization that provides abortions. It also prohibits grant giving. \u201cfamily planning services\u201d At \u201cany unemancipated minor in any elementary or secondary school building.\u201d<\/p>\n<p>The PROA specifically eliminates all provisions that protect taxpayers from funding abortions for all nine months. <\/p>\n<h2>Nullifies Parental Notification <\/h2>\n<p>A minor may request an abortion. <a href=\"https:\/\/www.revisor.mn.gov\/statutes\/cite\/144.343\" target=\"_blank\" rel=\"noreferrer noopener\">Minnesota law<\/a> Parents or guardians must be notified prior to the girl goes ahead with the procedure. If a pregnant girl does not wish to inform her parents about her intention to have an abortion, she can request a bypass from a judge who will allow the girl to be declared as legally adopted. \u201cmature and capable of giving informed consent to the proposed abortion.\u201d <\/p>\n<p>These requirements are now null, but the legislation allows minors to have abortions whenever they wish without permission.<\/p>\n<h2>Cancel Protections \u2018Viable\u2019 Preborn Babies<\/h2>\n<p>\u201cViable\u201d As <a href=\"https:\/\/www.revisor.mn.gov\/statutes\/cite\/145.411\" target=\"_blank\" rel=\"noreferrer noopener\">defined in Minnesota law <\/a>It means \u201cable to live outside the womb even though artificial aid may be required,\u201d This could happen as soon as possible \u201cthe second half of [the] gestation period.\u201d The PROA doesn\u2019t just rid the state of that definition in an attempt to expand abortion for all through birth. It also <a href=\"https:\/\/www.revisor.mn.gov\/statutes\/cite\/145.412\" target=\"_blank\" rel=\"noreferrer noopener\">quashes provisions<\/a> that abortions performed beyond the first trimester must be done in hospitals and only executed if a mother\u2019s life is at risk.<\/p>\n<h2>Unconscious Women Get Abortions Ban Reversed<\/h2>\n<p>Minnesota law allows women to have abortions. <a href=\"https:\/\/www.revisor.mn.gov\/statutes\/cite\/145.412\" target=\"_blank\" rel=\"noreferrer noopener\">currently states<\/a>It is important to be aware and provide a safe environment for your children. \u201cfull explanation of the procedure and effect of the abortion\u201d beforehand. The PROA states that neither of these conditions must be fulfilled in order to proceed with an abortifaction. <\/p>\n<h2>Reporting Halts if Women die from Abortions<\/h2>\n<p>Abortions are not safe for either the mother or the baby. <a href=\"https:\/\/www.revisor.mn.gov\/statutes\/cite\/145.413#:~:text=Death%20of%20woman.,the%20state%20commissioner%20of%20health.\" target=\"_blank\" rel=\"noreferrer noopener\">Minnesota law<\/a> Reporting is required by the PROA for abortionists if a woman is killed as a result of abortion. Prior to the PROA, abortionists failed to report the death if a woman died from an abortion. \u201cfrom any cause within 30 days of the abortion or from any cause potentially related to the abortion within 90 days of the abortion,\u201d Fines and criminal charges were brought against them. Abortionists won&#8217;t be punished for refusing to report abortion related deaths under the new legislation. <\/p>\n<h2>Stops reporting Abortion Stats All Together<\/h2>\n<p>Abortionists will no longer have to report deaths under the PROA. <a href=\"https:\/\/www.revisor.mn.gov\/statutes\/cite\/145.4131\" target=\"_blank\" rel=\"noreferrer noopener\">won\u2019t have to disclose<\/a> Any of the legal information required to show the number of abortions performed, how they used them, the gestational age of the unborn children who were dismembered and why the woman sought an abortion.<\/p>\n<p>A state commissioner is also available.<a href=\"https:\/\/www.revisor.mn.gov\/statutes\/cite\/145.4134#:~:text=145.4134%20COMMISSIONER&#039;S%20PUBLIC%20REPORT.&#038;text=The%20commissioner%20shall%20ensure%20that,or%20having%20had%20an%20abortion.\" target=\"_blank\" rel=\"noreferrer noopener\"> released by the PROA <\/a>from publishing a public report with the state\u2019s abortion data including how many out-of-state abortions were granted each year. <\/p>\n<h2>Repeals felony charges for sale of abortion pill and other abortion-inducing devices<\/h2>\n<p>The PROA seeks the repeal of criminal charges against anyone who is convicted. <a href=\"https:\/\/www.revisor.mn.gov\/statutes\/cite\/617.20\" target=\"_blank\" rel=\"noreferrer noopener\">manufactures, sells<\/a>You can also call it: <a href=\"https:\/\/www.revisor.mn.gov\/statutes\/cite\/617.201\" target=\"_blank\" rel=\"noreferrer noopener\">advertises<\/a> Drugs and devices that incite abortion. <\/p>\n<h2>The Unregulated Disposal Of Baby Bodies<\/h2>\n<p>The PROA would be cancelled <a href=\"https:\/\/www.revisor.mn.gov\/statutes\/cite\/145.1621\" target=\"_blank\" rel=\"noreferrer noopener\">a statute<\/a> This requires that the remains of an abortion or miscarried child in a medical facility be handled properly and carefully and then disposed of within the state. This means that hospitals and abortion centers would no longer have to cremate or bury infants according to the commissioner of public health.<\/p>\n<p>The bill also invalidates a section of the statute that was previously ordered \u201ccomplete laboratory tests necessary for the health of the woman or her future offspring or for purposes of a criminal investigation or determination of parentage prior to disposing of the remains.\u201d<\/p>\n<h2>Ends Informed Consent for Women<\/h2>\n<p>Minnesota <a href=\"https:\/\/www.revisor.mn.gov\/statutes\/cite\/145.4242\" target=\"_blank\" rel=\"noreferrer noopener\">statute 145.4242<\/a>Also known as the \u201cWoman\u2019s Right to Know Act,\u201d It is imperative that women are told what to do \u201cparticular medical risks associated with the particular abortion procedure,\u201d The gestational year of the baby and, in case of a late term abortion, whether painkillers are given to the unborn child during the procedure. \u201cwhat medical assistance benefits may be available for prenatal care, childbirth, and neonatal care.\u201d Also, women who are seeking an abortion must be supported \u201cprinted materials\u201d A website explaining the procedure \u201cservices available to assist through pregnancy, childbirth, and parenthood,\u201d \u201cfetal development,\u201d And \u201cfetal responsiveness to adverse stimuli.\u201d<\/p>\n<p>Before the PROA, this information had to be relayed by the abortionist at least 24 hours before a woman\u2019s appointment. The PROA allows abortionists to not explain to women any risks associated with abortion. <\/p>\n<h2>Expands that can give abortions <\/h2>\n<p>According to <a href=\"https:\/\/www.revisor.mn.gov\/statutes\/cite\/145.412\" target=\"_blank\" rel=\"noreferrer noopener\">Minnesota statute 145.412<\/a>Only licensed doctors may perform abortions at designated facilities, such as hospitals or abortion facilities that follow rules set forth by the state commissioner for health. <\/p>\n<p>Violations of these regulations could have resulted in a felony before the PROA. These statutes will be violated if the new legislation is passed. This includes allowing unlicensed abortionists to perform the procedure. <a href=\"https:\/\/thefederalist.com\/2022\/07\/19\/10-ways-the-pro-abortion-left-proves-it-isnt-pro-choice-or-pro-women\/\" target=\"_blank\" rel=\"noreferrer noopener\">dangerous<\/a> And <a href=\"https:\/\/thefederalist.com\/2022\/10\/03\/abortion-is-not-safer-than-childbirth-heres-the-data-the-left-wants-to-hide\/\" target=\"_blank\" rel=\"noreferrer noopener\">fatal<\/a> Procedure will not be considered criminal.<\/p>\n<h2>Childbirth No Longer State Policy<\/h2>\n<p>Minnesota\u2019s<a href=\"https:\/\/www.revisor.mn.gov\/statutes\/cite\/256B.011\" target=\"_blank\" rel=\"noreferrer noopener\"> state policy<\/a> What is the difference between childbirth and abortion? \u201cis to be given preference, encouragement and support by law and by state action, it being in the best interests of the well-being and common good of Minnesota citizens.\u201d <\/p>\n<p>Passage of the PROA will change the state\u2019s policy from pro-life to pro-abortion. <\/p>\n<hr class=\"wp-block-separator\" \/>\n<p>\n Jordan Boyd, a staff writer at The Federalist, is also the co-producer and host of The Federalist Radio Hour.
