(Scott Heins\/Getty Images)<\/figure>\n<p>According to OIG, 2022 saw one sexual misconduct complaint closed for every 666 CPS teachers.<\/p>\n<p>CPS also reported that 77 percent of its $1.49 Billion in pandemic relief funds was spent on increasing employee salaries.<\/p>\n<p>However, many of these cases haven\u2019t resulted in criminal charges, the report stated. The lack of criminal charges doesn\u2019t mean accused adults didn\u2019t commit <a href=\"https:\/\/www.theepochtimes.com\/t-sexual-abuse\">sexual abuse<\/a>The report stated that. It just means there wasn\u2019t enough evidence to get a conviction.<\/p>\n<p>\u201cBeyond the higher burden of proof in the criminal justice system, there are several reasons why conduct the SAU [Sexual Allegations Unit] determines to be a criminal violation does not result in criminal charges,\u201d According to the report.<\/p>\n<h2>Allegations of abuse<\/h2>\n<p>The Office of Inspector General reviewed thousands of calls and texts in one case. The investigation concluded that the victim was a teacher of special education. \u201cgroomed\u201d A 8th-grade student who eventually had sex.<\/p>\n<p>Initial, the student denied having been involved in sexual encounters with him. However, he eventually admitted to it. The teacher pleaded guilty in criminal sexual abuse.<\/p>\n<p>After turning 18, another student spoke out about his past abuse.<\/p>\n<p>The Inspector General\u2019s Office unearthed\u00a0details in another case but there was not enough evidence to get a criminal conviction.<\/p>\n<p>Multiple sexual assaults were committed by a teacher against a female student. She was also raped by him and threatened with murder when he found out about it.<\/p>\n<p>Another teacher dropped his sweatpants repeatedly in front of a girl, and pulled the pants up when other people passed. When the student told CPS staff, the school didn\u2019t take action.<\/p>\n<p>Then, a colleague blamed her \u201cfor wearing provocative clothing, implying that she brought the problem on herself,\u201d The report says so. The harassment was only reported to social media by the student who received assistance.<\/p>\n<p>The report states that another teacher groomed female students in his class from 2015 to 2020. According to the report, he made hundreds upon hundreds of phone calls, touched students and made sexual remarks.<\/p>\n<p>The list goes on.<\/p>\n<p>Many of the incidents the Inspector General\u2019s report covered involved inappropriate contact between teachers and students through phone use and social media.<\/p>\n<p>Social Media Victims Law Center, Watchdog Group <a href=\"https:\/\/socialmediavictims.org\">notes<\/a>\u00a0Social media makes it easier for sexual predators and other criminals to target children and teens.<\/p>\n<h2>\u2018We Take Seriously Our Responsibility\u2019<\/h2>\n<p>The OIG stated that incidents without sufficient evidence to support criminal prosecution can still lead to firing, removal of licenses, permanent employment consequences and reporting back to police.<\/p>\n<p>\u201cChicago Public Schools greatly values our partnership with the Office of the Inspector General (OIG) and we support the work to investigate all issues of misconduct among our 40,000 team members,\u201d said\u00a0Mary Fergus, the CPS executive director of media relations, in a written statement to the media.<\/p>\n<p>\u201cAs a district, we take seriously our responsibility to serve our families with integrity and to address individuals who breach CPS policies and the public\u2019s trust and hold them accountable.<\/p>\n<p>\u201cCPS will continue to ensure our district policies and procedures support the highest ethical standards to ensure our valued team members act in the best interest of our students.\u201d<\/p>\n<figure id=\"attachment_1970909\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2023\/01\/57138369.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"lazy size-full wp-image-1970909\" src=\"https:\/\/www.theepochtimes.com\/assets\/themes\/eet\/images\/white.png\" data-src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2023\/01\/57138369.jpg\" alt=\"Epoch Times Photo\" width=\"750\" height=\"501\" \/><figcaption class=\"wp-caption-text\"><noscript><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-1970909\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2023\/01\/57138369.jpg\" alt=\"Epoch Times Photo\" width=\"750\" height=\"501\" \/><\/noscript><\/figcaption><\/a> Chicago Public Schools had 322,000 students at the beginning of 2022. (Tim Boyle\/Getty Images)<\/figure>\n<p>David Smith, executive director at the Illinois Family Institute, says that the problem of sexual abuse in schools extends far beyond Chicago.<\/p>\n<p>\u201cWe have a sexualized culture, a \u2018pornified\u2019 culture,\u201d Smith said so to The Epoch Times. \u201cIt is seeping through every single crevice in our culture. And our children are at risk.\u201d<\/p>\n<p>Statistics show there\u2019s about one case of sexual abuse every week in Chicago public schools, Smith said.<\/p>\n<h2>Teaching Sexting<\/h2>\n<p>Smith stated that the widespread allegations of sexual abuse make it more difficult for Illinois lawmakers to push non-abstinence programs on children.<\/p>\n<p>He pointed out a 2018 Chicago Tribune article <a href=\"http:\/\/graphics.chicagotribune.com\/chicago-public-schools-sexual-abuse\/\">study<\/a>\u00a0Over a period of ten years, hundreds of cases were documented.<\/p>\n<p>The study said CPS\u2019s Law Department both investigated abuse allegations and drew on the investigative files to defend the alleged abuser from victim lawsuits.<\/p>\n<p>He pointed out that Illinois lawmakers are keen to offer teachers more chances to have sex conversations with their students, despite the serious sexual abuse problems.<\/p>\n<p>\u201cWhen our lawmakers in [the capital] Springfield push so-called comprehensive sex education, starting at kindergarten and through 12th grade, one has to sit back in the light of this [Chicago Tribune abuse] study and say, \u2018Are they grooming our children to be easier victims of sexual abuse? (Scott Olson\/Getty Images)<\/figure>\n<p>Sexting refers to sending someone sexually explicit photos or descriptions via the phone.<\/p>\n<p>\u201cWe don\u2019t need to be in our classrooms teaching in 6th grade about sexting. If they\u2019re naive and innocent, why don\u2019t we safeguard their purity, for goodness\u2019 sakes?\u201d Smith.<\/p>\n<p><a href=\"https:\/\/ilga.gov\/legislation\/publicacts\/fulltext.asp?Name=102-0522\">According<\/a> to Illinois law, the state\u2019s sex education programs must align with the National Sex Education Standards. These standards are published annually by The Future of Sex Education, a Unesco organization.<\/p>\n<p>The National Sex Education Standards <a href=\"http:\/\/www.advocatesforyouth.org\/wp-content\/uploads\/2020\/03\/NSES-2020-web.pdf\">ask<\/a> Children as young as kindergarten age can participate in this program. \u201cdefine consent\u201d Recognize sexually abusive behavior.<\/p>\n<h2>Conforming to Standards<\/h2>\n<p>Children in grades 3rd through 5th should be able to explain. \u201cromantic sexual feelings, masturbation, mood swings, [and] timing of pubertal onset,\u201d The National Sex Education standards state.<\/p>\n<p>These standards are required for Illinois&#8217; sex education programs.<\/p>\n<p>Children should also be taught the National Sex Education Standards. \u201cthe potential role of hormone blockers on young people who identify as transgender,\u201d You should be aware of sexually transmitted diseases.<\/p>\n<p>The following information should be familiar to 6th,7th, and 8th graders \u201cvaginal, oral, and anal sex\u201d They should also know the rules for contraception. They must also be aware \u201cfactors that are important in deciding whether and when to engage in sexual behaviors.\u201d<\/p>\n<p>The curriculum has been approved by LGBT groups like the Gay Lesbian Straight Education Network GLSEN, the Human Rights Campaign and Gender Spectrum. Widener University Center for Human Sexuality Studies also endorses it. Women of Color Sexual Health Network (WoCSHN) also endorses the curriculum.<\/p>\n<h2>\u2018What is Their Goal?\u2019<\/h2>\n<p>Smith\u2019s advice for parents: Keep children out of public school and educate them in faith to protect them from the culture.<\/p>\n<p>He said, &#8220;The goal of public schools seems like it is to be.&#8221; \u201cto replace God\u201d With government and to give government the responsibility of teaching children \u201cwhat is right and good and what is harmful.\u201d<\/p>\n<p>But families and children will have to confront America\u2019s culture of sexual dysfunction wherever they go, Smith added.<\/p>\n<p>\u201cIf you think this problem is isolated just to Chicago, you\u2019re naive,\u201d He said.<\/p>\n<p>\u201cThis is a systemic problem through all government schools. (Scott Olson\/Getty Images)<\/figure>\n<p>System to ensure extra pay is fair \u201cdoes not exist,\u201d The OIG stated.<\/p>\n<p>CPS has a history involving cheating to get extra pay, according to the OIG. Many employees used this method. \u201cbuddy punching\u201d One employee could clock in and out for another person under certain schemes.<\/p>\n<p>According to the report, a school where there were no internal cameras allowed a clerk $100,000 more pay.
