They will also need to prove that they meet at least two of the eight additional criteria. &#8220;Born in San Francisco between\u00a01940 and 1996 and\u00a0has proof of residency in San Francisco for\u00a0at least 13 years,&#8221;\u00a0and\/or, &#8220;Personally, or the direct descendant of someone, incarcerated by the failed War on Drugs.&#8221;<\/p>\n<p>The plan also calls on the city to supplement lower-income recipients\u2019 income to reflect the Area Median Income (AMI), about $97,000, annually for at least 250 years.\u00a0<\/p>\n<p>&#8220;Racial disparities across all metrics have led to a significant racial wealth gap in the City of San Francisco,&#8221; It argues. &#8220;By elevating income to match AMI, Black people can better afford housing and achieve a better quality of life.&#8221;<\/p>\n<div class=\"image-ct inline\">\n<div class=\"m\"><source media=\"(max-width: 767px)\" \/><source media=\"(min-width: 767px) and (max-width: 1023px)\" \/><source media=\"(min-width: 1024px) and (max-width: 1279px)\" \/><source media=\"(min-width: 1280px)\" \/><img decoding=\"async\" src=\"https:\/\/a57.foxnews.com\/static.foxnews.com\/foxnews.com\/content\/uploads\/2023\/01\/640\/320\/GettyImages-1245782730.jpg?ve=1&#038;tl=1\" alt=\"Pedestrians in San Francisco, California, US, on Wednesday, Dec. 21, 2022.\" \/><\/div>\n<div class=\"caption\">\n<p>\n Walking in San Francisco, California (USA) on Wednesday, December 21, 2022.<br \/>\n      <span class=\"copyright\">(Photographer &#8211; David Paul Morris\/Bloomberg via Getty Images<\/span><\/p>\n<\/div>\n<\/div>\n<p><a href=\"https:\/\/www.foxnews.com\/politics\/democrats-seek-reparations-national-apology-slavery-we-are-moving-closer\" target=\"_blank\" rel=\"noopener\"><strong>DEMOCRATS SEEK REPARATIONS, \u2018NATIONAL APOLOGY&#8217; FOR SLAVERY: \u2018WE ARE MOVING CLOSER\u2019<\/strong><\/a><\/p>\n<p>The plan also aims at establishing &#8220;a comprehensive\u00a0debt forgiveness program&#8221; that clears each eligible person\u2019s student and housing loans, credit card debt, etc.<\/p>\n<p>&#8220;Black households are more likely to hold costlier, riskier\u00a0debt, and are more likely to have outstanding student loan\u00a0debt,&#8221; This is the draft. &#8220;When this is combined with lower household incomes, it can create an inescapable cycle of debt.
