An agreement exists between the automaker and a Chinese company.<\/p>\n<p>\u201cWe felt that the right thing to do was to not recruit Ford as a front for China to America,\u201d Youngkin stated this to reporters after his State of the Commonwealth address on January 11. Later, Richard Cullen, the governor\u2019s chief legal counsel, told the Washington Post that the battery project involved \u201cnational security risk-type technology.\u201d<\/p>\n<p>His <a href=\"https:\/\/www.governor.virginia.gov\/newsroom\/news-releases\/2023\/january\/name-979187-en.html\">address<\/a> Youngkin stated to the General Assembly that the risk linked to the Chinese Communist Party was a concern at the start of a new legislative sessions. \u201ccommon sense,\u201d Calling the CCP \u201ca dictatorial political party that only has one goal: global dominance at the expense of the United States.\u201d<\/p>\n<p>He explained how to balance the risks of attracting businesses to Virginia with CCP-related national safety threats. \u201cI\u2019ve said before that I want \u2018Made in America\u2019 to mean \u2018Made in Virginia.\u2019 But let me be clear, \u2018Made in Virginia\u2019 cannot be a front for the Chinese Communist Party.\u201d<\/p>\n<p>Youngkin spoke out in support of a bill that would prohibit foreign entities linked to the CCP buying <a href=\"https:\/\/www.theepochtimes.com\/t-farmland\">farmland<\/a> Virginia \u201cVirginians\u2014not the CCP\u2014should own the rich and vibrant <a href=\"https:\/\/www.theepochtimes.com\/american-officials-sound-alarm-on-chinas-purchases-of-us-farmland_4928054.html\">agricultural lands<\/a> God has blessed us with,\u201d He concluded. \u201cThe stakes are too high, and the consequences are too great.\u201d<\/p>\n<p>Youngkin issued an Executive Order last month (<a href=\"https:\/\/www.governor.virginia.gov\/media\/governorvirginiagov\/governor-of-virginia\/pdf\/eo\/EO-24---Banning-the-Use-of-Certain-Applications-and-Websites-on-State-Government-Technology.pdf\">pdf<\/a>) to ban TikTok and WeChat apps on Virginia state-owned devices.<\/p>\n<p>The <a href=\"https:\/\/dailycaller.com\/2022\/12\/20\/exclusive-gov-youngkin-pulls-virginia-location-consideration-chinese-deal-ford\/\">Daily Caller<\/a> It was first reported that Youngkin, who directed the Virginia Economic Development Partnership in December to remove Virginia as a location consideration for Ford&#8217;s battery plants and not submit an incentive package, had been appointed.<\/p>\n<p>The agreement between Ford and China\u2019s Contemporary Amperex Technology Co. Ltd. (CATL) to supply batteries to Ford\u2019s electric vehicles would qualify CATL to receive lucrative production tax benefits under the new Inflation Reduction Act (IRA), according to a <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-12-15\/ford-china-s-catl-mull-workaround-for-a-battery-plant-in-michigan-or-virginia?sref=YqYS2qcg#xj4y7vzkg\">Bloomberg report<\/a>. According to the report, Ford would own 100 percent of the plant while CATL would own the technology and operation of the facility.<\/p>\n<p>CATL is the world\u2019s biggest maker of batteries for electric vehicles, providing batteries for automakers such as General Motors (GM), Ford, and Tesla. The <a href=\"https:\/\/www.nytimes.com\/2021\/12\/22\/business\/china-catl-electric-car-batteries.html?_ga=2.186562209.943050716.1673711924-1403899483.1673711924\">New York Times<\/a> Reports in 2021 indicate that Beijing provided CATL with substantial support in the form of subsidies and soft regulation treatment such as changes in safety testing requirements.<\/p>\n<p>The Times quoted Michael Dunne (an ex-GM executive in Asia), as saying: \u201cCATL definitely seems like it\u2019s the concept and creation of a master plan.\u201d The newspaper also reported that President Biden\u2019s son Hunter Biden was once on the board of CATL.<\/p>\n<p>A Ford spokesperson explained to Virginia Mercury, regarding the CATL deal, that the plan was for the battery plant to be operational in 2026 and the Virginia Mercury would then take over. \u201ctalks with CATL continue.\u201d A VEDP spokesperson said the organization wouldn\u2019t comment on \u201cunannounced projects.\u201d<\/p>\n<div class=\"author_wrapper\">\n<div class=\"one_author_block round\">\n<div class=\"top_row\">\n\t\t\t\t\t<a href=\"https:\/\/www.theepochtimes.com\/author-terri-wu\"><img decoding=\"async\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/10\/WEB_TerriWu.jpg\" alt=\"Terri Wu\"   style=\"display:none\"><\/a>\n\t\t\t\t\t<\/div>\n<p>Terri Wu, a Washington-based freelance reporter covering China-related news for The Epoch Times is Terri Wu.
