It also allows the\u00a0Department of Homeland Security (DHS) to make exceptions on a case-by-case basis, including for\u00a0humanitarian reasons.<\/p>\n<p>DHS stated that the program would allow immigrants to claim certain benefits when it announced the new program. \u201cvulnerability criteria\u201d On the CBP One App. These criteria are not exhaustive.<\/p>\n<p>After accepting appointments, the Epoch Times used CBP One to find out the criteria. It found that the criteria included being either under 21 years old or 70 years old.<\/p>\n<p>You must also have a \u201cphysical or mental illness,\u201d Being disabled, being pregnant, \u201cno access to safe housing or shelter in Mexico,\u201d And having been \u201cthreatened or harmed while in Mexico.\u201d<\/p>\n<p>If an immigrant\u2014or a person with whom they\u2019re traveling\u2014meets one or more of the criteria, they could be allowed into the United States as an exception to Title 42.<\/p>\n<p>One or more of the following criteria must be met \u201cmay make you eligible for an exception\u201d DHS has provided the app.<\/p>\n<figure id=\"attachment_4983870\" class=\"wp-caption alignnone\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2023\/01\/13\/Screenshot_20230113-125457.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"lazy wp-image-4983870 size-post-thumbnail\" src=\"https:\/\/www.theepochtimes.com\/assets\/themes\/eet\/images\/white.png\" data-src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2023\/01\/Screenshot_20230113-125457-700x420-1.jpg\" alt=\"Epoch Times Photo\" width=\"640\" height=\"384\"   style=\"display:none\"><figcaption class=\"wp-caption-text\"><noscript><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-4983870 size-post-thumbnail\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2023\/01\/Screenshot_20230113-125457-700x420-1.jpg\" alt=\"Epoch Times Photo\" width=\"640\" height=\"384\" \/><\/noscript><\/figcaption><\/a> (CBP One screenshot via Epoch Times<\/figure>\n<p><a href=\"https:\/\/dailycaller.com\/2023\/01\/12\/southern-border-joe-biden-mexico\/\">The Daily Caller<\/a> The criteria details were first reported.<\/p>\n<p>Rodney Scott, an ex-head of the U.S. Border Patrol, stated to the outlet that these exceptions are \u201cone more step by the Biden administration to undermine our existing immigration laws and open our borders.\u201d<\/p>\n<p>Scott said that while DHS recommends that migrants meet the criteria to enter Mexico, it is impossible for them to prove they are in danger or have not been provided with safe housing.<\/p>\n<p>DHS has not responded to a request for comment.<\/p>\n<p>According to the agency, an appointment was required. \u201cis not a guarantee of exception.\u201d An officer from Customs and Border Protection will determine if the immigrant meets these criteria. CBP has not returned an inquiry.<\/p>\n<p>The U.S. Centers for Disease Control and Prevention exempted a number of groups from Title 42, including unaccompanied kids and youth who illegally enter the United States. Title 42 was first issued in 2020 by the center director, who later made exceptions.<\/p>\n<p>Noncitizens, regardless of nationality or origin, can access the CBP One app as long they are within Mexico at the time they apply. Appointments are possible as early as Jan. 18.<\/p>\n<p>\u201cThe CBP One app is an innovative solution we are using to facilitate the safe and orderly arrival of noncitizens who believe they meet certain vulnerability criteria and are requesting a humanitarian exception to the CDC\u2019s Title 42 Order,\u201d Alejandro Mayorkas (Homeland Security Secretary), was previously stated.<\/p>\n<p>The administration&#8217;s main feature is the extension of a parole program that was initially limited to Venezuelan nationals to citizens of Cuba, Nicaragua and Haiti. Two-year legal status can be granted to immigrants who are able to find sponsors in the United States and have passed a background check. According to the White House up to 30,000 of these immigrants will be processed each month.<\/p>\n<h2>Operation already in progress<\/h2>\n<p>Mexico has had the CBP One system in place since 1994. <a href=\"https:\/\/www.theepochtimes.com\/us-handing-out-very-boutique-status-to-thousands-of-migrants-while-still-in-mexico_4879581.html\">It&#8217;s been several months.<\/a>\u00a0with shelters there helping to select\u00a0migrants for the program and help them obtain the requisite paperwork\u2014often assisted by teams of U.S. legal students, psychologists, activists, and the U.N. International Organization for Migration.<\/p>\n<p>Todd Bensman is a senior national security fellow at the Center for Immigration Studies. <a href=\"https:\/\/cis.org\/Bensman\/Legalizing-Border-Crossing-All-Next-Stage-Bidens-Migration-Crisis\">reported<\/a> Three Mexican immigration shelters were responsible for guiding migrants through the ports of entry to the United States.<\/p>\n<p>Bensman called the it \u201ca highly unconventional idea far outside mainstream border management.\u201d<\/p>\n<p>Migrants are sent to California by the migrant shelter system of Mexicali in Mexico. The current shelter system can hold 3,000 migrants, but it is often full. Therefore, the city is expanding to triple its capacity.<\/p>\n<p>CBP One currently operates in San Diego and Calexico (California), Nogales (Arizona), and El Paso Eagle Pass and Laredo, Hidalgo and Brownsville (Texas).<\/p>\n<p>\u201cOnce the Title 42 order eventually lifts, individuals will be able to use the CBP One application for scheduling an appointment to present themselves for inspection and to initiate a protection claim instead of coming directly to a port of entry to wait.
