of taxpayer-provided food is thrown in the trash each day at a huge Manhattan hotel. <a href=\"https:\/\/nypost.com\/2022\/10\/12\/luxury-row-nyc-hotel-to-house-hundreds-of-migrant-families\/\">Housing migrants <\/a>\u2014 because they\u2019d rather secretly cook their own meals on dangerous hot plates, a whistleblowing worker has revealed.<\/p>\n<p>The disturbing photos of garbage bags filled with bagels and sandwiches at the four-star Row NYC hotel near Times Square show that there is no way to dispose of them. <a href=\"https:\/\/nypost.com\/2022\/08\/22\/nyc-could-spend-300m-annually-to-house-migrants-in-hotels-analysis\/\">A daily rate of $500 per room is charged by the city.<\/a>Felipe Rodriguez, a hotel employee, told The Post.<\/p>\n<p>\u201cIt\u2019s a crime to be throwing out so much food,\u201d He stated.<\/p>\n<p>Rodriguez stated that another image shows a hotel room filled with empty beer cans, bottles, and other debris from a November World Cup viewing party.<\/p>\n<p>That gathering \u2014 in a room whose occupant \u201cgave the key to a cousin\u201d While she \u201cwas in The Bronx, hanging out\u201d \u2014 erupted into a fight over the match that left one man with a \u201cbig knot on his head,\u201d Rodriguez said.<\/p>\n<p>Rodriguez also said that he shot a clip of two female migrants engaging each other in a fight for their hair outside the hotel. <a href=\"https:\/\/nypost.com\/2023\/01\/01\/new-years-eve-revelers-ring-in-2023-at-times-square\/\">New Year\u2019s Eve festivities<\/a> Last week.<\/p>\n<p>A cellphone recording of 23 seconds shows men holding what appears to be beer cans and trying to separate women who fell off the sidewalk onto the street.<\/p>\n<div class=\"wp-block-columns\">\n<div class=\"wp-block-column\">\n<figure working in Times Square on New Year\u2019s Eve confirmed the  chaos at the hotel, saying the lobby was littered with broken bottles and some revelers were dancing while others were sprawled out on the furniture and the floor.<\/p>\n<p>\u201cIt was a total s\u2013t show,\u201d They said so.<\/p>\n<p>City Hall refuses to disclose the rent for the Row and any other properties. <a href=\"https:\/\/nypost.com\/2023\/01\/06\/nyc-emergency-shelters-for-migrants-have-no-rooms\/\">Migrants are housed in hotels<\/a><\/p>\n<p>But Rodriguez said he\u2019s \u201cheard from management it\u2019s between $400 and $500 a night, per room, depending on how big the room is.\u201d<\/p>\n<p>Rodriguez, 57, said he began working at the 1,300-room hotel in 2017 and was shocked by what\u2019s happened since Mayor Eric Adams\u2019 administration began using it as a \u201cHumanitarian Response and Relief Center.\u201d<\/p>\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2023\/01\/migrants-row-hotel-020.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"999\" height=\"1024\" Clark<\/span><\/figcaption><\/figure>\n<p>\u201cWhat changed in October was dramatic,\u201d He stated. \u201cThere are some nice migrants in that hotel looking for that American dream, that second chance to make it in society. But there are a lot of migrants there that are causing chaos. We have a lot of fights, a lot of drugs, a lot of sexual harassment abuse.\u201d<\/p>\n<p>According to an NYPD source, cops responded to several domestic incidents at the hotel.<\/p>\n<p>Rodriguez claimed that NYPD officers had been initially stationed at the lobby but were eventually replaced by National Guard soldiers.<\/p>\n<p>Rodriguez said that Rodriguez had also mentioned that there was a list in the hotel. \u201cof people that are supposed to be quarantined \u2014 for COVID, chickenpox, whatever it is.\u201d<\/p>\n<p>\u201cNobody supervises those people,\u201d He stated. \u201cOnce they get bored, they flee. However, they were overwhelmed by the influx and decided to abandon that goal. Adams declared a State of Emergency in October.<\/p>\n<p>Rodriguez \u2014 who was <a href=\"https:\/\/nypost.com\/2019\/12\/30\/brooklyn-man-cleared-after-27-years-behind-bars-for-wrongful-murder-conviction\/\">wrongfully Convicted in 1987 fatal stabbing<\/a> in Queens and released from prison in January 2017 \u2014 said that at least 40 percent of the food supplied to migrants at the Row gets thrown out.<\/p>\n<p>Rodriguez also estimated how much was wasted \u201calmost a ton\u201d One day.<\/p>\n<p>\u201cHow do I know that? Because the sanitation guys go floor-by-floor every day picking up the trash,\u201d He stated. \u201cBefore, it used to be something like six, seven bags in the back landing of each floor. I weighed one of the bags full of sandwiches one time and it weighed 60 pounds.\u201d<\/p>\n<p>Rodriguez added: \u201cThere have been times when we couldn\u2019t take all of the garbage out because the bins were full, and I\u2019m talking about 25-30 bins of garbage.\u201d<\/p>\n<p>\u201cMy problem is, why are we throwing away so much food? Someone from the city should have said, \u2018Let\u2019s order less food so we throw less food out.\u2019 But nobody cares,\u201d He stated.<\/p>\n<p>At the same time, Rodriguez said, he\u2019s confiscated hot plates, pressure cookers and other forbidden kitchen items from hotel residents at least eight times.<\/p>\n<p>\u201cI felt horrible. They want a hot meal. They don\u2019t want sandwiches. They want a cooked meal like in their own country. And that\u2019s a serious issue,\u201d He stated.<\/p>\n<p>Sandwiches and bagels are not the only food offered to migrants. They also get fruit, peanuts and chips as well as prepared meals. \u201cyou heat in a microwave,\u201d Rodriguez said.<\/p>\n<p>\u201cThey don\u2019t like the menu. They just don\u2019t. They want rice and beans, plantains, tostones,\u201d He stated.<\/p>\n<p>Rodriguez recalls an incident from last month. \u201cI knocked on the door on the 18th floor to deliver a duvet and I saw smoke and could hear a fire alarm going off.\u201d<\/p>\n<p>\u201cI put in my key and pushed open the door, and a whole bunch of smoke came out,\u201d He stated. \u201cA lady was there and I said, \u2018What are you doing?\u2019 She said, \u2018Nothing.\u2019 I said, \u2018What do you mean nothing? Where\u2019s all this smoke coming from?\u2019 She said, \u2018I don\u2019t know.\u2019\u201d<\/p>\n<p>Rodriguez claimed that he searched the room for burned rice and found it in the bathroom vanity. This is electrical. If these wires spark and something goes wrong, this whole building will be on fire.\u2019\u201d<\/p>\n<p>Rodriguez \u2014 who kept working at the hotel even after scoring a $5 million settlement from the state in April \u2014 said he felt so bad that he gave the family $300 the next day and told them to go to a restaurant.<\/p>\n<p>Rodriguez stated that he understood the reasons for the hotel&#8217;s closure. \u201ccan\u2019t allow\u201d Migrants are allowed to cook in their homes.<\/p>\n<p>\u201cThey usually put the hot plate on the rug so that nobody can see it and it stays away from the fire alarm,\u201d He laughed. \u201cIf those polyester curtains by the windows touch that red coil, it\u2019s over. It\u2019s a possibility that scares the s\u2013t out of everybody in the Row.<\/p>\n<p>\u201cIf you are on the 27th floor, the 28th floor, and a fire breaks out, the elevators are gone. That means you have to use the stairs,\u201d He stated. \u201cMy biggest concern is the children. We have too many children in that hotel. We have pregnant women in the hotel\u2026The tragedy would be devastating.\u201d<\/p>\n<p>Rodriguez added that the Row \u201cforgot about the standards we had when we had regular guests.\u201d<\/p>\n<p>\u201cIf they got caught smoking in the hotel it was a $500 charge. You could smoke outside, but you couldn\u2019t stand in front so that people wouldn\u2019t get secondhand smoke,\u201d He said \u201cThe protocols went down the toilet because migrants can smoke weed, they can smoke cigarettes. How do you get money to buy scooters? These are brand new scooters?&#8217;\u201d He said he remembered, and that he didn&#8217;t get a straight response.<\/p>\n<p>Rodriguez first spoke about what he\u2019s seen and documented at the Row in an interview with ABC7 New York\u2019s \u201cEyewitness News.\u201d<\/p>\n<p>Rodriguez, who maintained his innocence in Maureen McNeill Fernandez&#8217;s murder, was convicted of the crime in 1990 largely due to testimony from a police informant, who later admitted that Rodriguez was part of the frame.<\/p>\n<p>Then-Gov. Andrew Cuomo commuted Rodriguez\u2019s sentence in December 2016 and he was cleared in 2019 by a judge who called the case a \u201cmiscarriage of justice.\u201d<\/p>\n<p>Rodriguez said he kept his hotel job \u2014 which nets him $800 a week after taxes \u2014 following his wrongful-conviction settlement because \u201cI get something out of going to work, doing something that\u2019s which advertised itself as the \u201cLullabuy of Broadway\u201d in memorable 1980s TV commercials \u2014 rented out four floors to the city to house homeless people.<\/p>\n<p>\u201cThe rest of the floors were for airline employees, tourists from Europe. During the United Nations General Assembly, we had Secret Service and FBI staying with us. It was a fantastic hotel,\u201d He stated.<\/p>\n<p>In October, Rodriguez said, \u201cWe were told the hotel was going to have migrants, but it was only going to be five floors, and that was it.<\/p>\n<p>\u201cWhen the hotel says that migrants were going to be a good business, they canceled the airlines\u2019 contracts and they decided they weren\u2019t going to rent to regular guests anymore. And they went and gave the city the entire hotel,\u201d He stated.<\/p>\n<p>The hotel\u2019s website now has a large notice on its homepage that says: \u201cROW NYC HOTEL IS CLOSED UNTIL FURTHER NOTICE. PLEASE CHECK BACK FOR ANNOUNCEMENTS AND UPDATES.\u201d<\/p>\n<p>The Row didn\u2019t return requests for comment and NYC Health + Hospitals, which oversees the hotel and the other HERRCs, referred questions to City Hall,  which issued a prepared statement that said, \u201cAll clients are offered a food selection that reflects the diets of residents and is prepared same-day to ensure freshness.\u201d<\/p>\n<p>\u201cLast month, residents were even asked to participate in guest surveys to help us refine and expand menu options.
