Mike DeWine signed legislation on Friday that aims to enhance the integrity of state elections by strengthening existing voter ID requirements.<\/p>\n<p><a href=\"https:\/\/www.legislature.ohio.gov\/legislation\/134\/hb458\" target=\"_blank\" rel=\"noreferrer noopener\">Passed<\/a> by the Republican-controlled House and Senate last month, the bill (<a href=\"https:\/\/search-prod.lis.state.oh.us\/solarapi\/v1\/general_assembly_134\/bills\/hb458\/EN\/06\/hb458_06_EN?format=pdf\" target=\"_blank\" rel=\"noreferrer noopener\">HB 458<\/a>) provides specifications about what constitutes an acceptable form of identification voters must show when casting their ballot in person. Under the new law, Ohioans will be required to provide an unexpired \u201cOhio driver\u2019s license, state identification card, or interim identification form issued by the registrar of motor vehicles or a deputy registrar,\u201d a U.S. military ID card, or a U.S. passport or passport card, in order to vote.<\/p>\n<p>Previously, Ohio election law only required voters to show a U.S. government-issued ID that included the name, address, and photo of the individual casting his or her ballot.<\/p>\n<p>Other changes include mandates for county boards of elections to \u201cprepare an election administration plan,\u201d which is to be given to the secretary of state no later than 75 days before a presidential primary and 120 days prior to a general election \u201cheld in an even-numbered year.\u201d As noted in the bill, county boards are to incorporate information pertaining to \u201c[p]recinct election official recruitment, training, and accountability,\u201d \u201c[v]oter registration,\u201d and \u201c[a]bsent voting,\u201d among other factors related to election administration.<\/p>\n<p>Furthermore, county boards will also be required before elections to \u201c[c]onduct systematic logic and accuracy testing of every component of every voting machine, marking device, or piece of automatic tabulating equipment with every ballot style to be used.\u201d According to the measure, this is to ensure \u201cthe ballots are accurate and that the machines, devices, and equipment will accurately record, mark, or count the votes cast\u201d on Election Day.<\/p>\n<p>\u201cI have long believed that Ohio does a good job of administering elections, as we have provided ample opportunities to cast votes while avoiding the problems we have seen in recent federal elections in other states,\u201d DeWine said in a <a href=\"https:\/\/governor.ohio.gov\/media\/news-and-media\/Governor-DeWine-Signs-Bills-Into-Law\" target=\"_blank\" rel=\"noreferrer noopener\">statement<\/a>. \u201cI believe with the enactment of the new election integrity provisions in House Bill 458, this matter should be settled, and I do not expect to see any further statutory changes to Ohio voting procedures while I am Governor.\u201d<\/p>\n<p>Despite <a href=\"https:\/\/ohiodems.org\/mike-dewine-veto-this-bill\/\" target=\"_blank\" rel=\"noreferrer noopener\">claims<\/a> from Ohio Democrats that the legislation erects \u201cunnecessary barriers to voting,\u201d voter ID requirements are overwhelmingly popular among the American electorate. An\u00a0NPR\/PBS NewsHour\/Marist <a href=\"https:\/\/www.npr.org\/2021\/07\/02\/1012302107\/poll-more-americans-are-concerned-about-voting-access-than-fraud-prevention\" target=\"_blank\" rel=\"noreferrer noopener\">survey<\/a> published in July 2021, for instance, found that almost 8 in 10 Americans (79 percent) believe government-issued photo ID should be required in order to vote, including 57 percent of Democrats and 81 percent of nonwhite respondents. <\/p>\n<p><a href=\"https:\/\/electiontransparency.org\/2022\/12\/15\/ohio-victory-legislation-to-require-photo-id-strengthen-free-fair-elections-heads-to-governors-desk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Polls released<\/a> by Pew, the Honest Elections Project, Monmouth University, and others have shown similar findings.<\/p>\n<p>The passage of HB 458 comes on the heels of Ohioans\u2019 <a href=\"https:\/\/www.breitbart.com\/politics\/2022\/11\/08\/ohio-voters-approve-state-amendment-banning-illegal-aliens-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">approval<\/a> of a constitutional amendment during the 2022 midterms that specifically prohibits illegal immigrants from voting in local and state elections.<\/p>\n<p> Shawn Fleetwood is a Staff Writer for The Federalist and a graduate of the University of Mary Washington.
