Scientists <a href=\"https:\/\/www.npr.org\/sections\/goatsandsoda\/2022\/12\/15\/1143002538\/china-appears-to-be-facing-what-could-be-the-world-s-largest-coronavirus-outbrea\">predict<\/a> This winter, 800 million Chinese will contract the disease. It is estimated that 1.1 billion people will become infected. According to Charles Burton, a Macdonald-Laurier Institute representative in Ottawa, who told 1945 that 1.1 billion people were at risk, \u201cthere is a massive wave of disease and miserable death spreading all over China.\u201d\n<\/p>\n<p>Gao says that Xi Jinping may have made a policy mistake.\n<\/p>\n<p>More likely, Xi did not \u201cdecide\u201d anything. He may have simply succumbed to the disease.<\/p>\n<p>How can this be?\n<\/p>\n<p>As an initial matter, Xi\u2019s policy had failed to contain the disease. The World Health Organization <a href=\"https:\/\/www.cbsnews.com\/news\/china-covid-cases-explosion-not-due-to-zero-covid-lifting-who-deaths-reported\/\">believes the current \u201cexplosion\u201d<\/a> of cases in China is not the result of the abandonment of zero-Covid, and leaked Chinese case figures tend to support the international body\u2019s assertion.<\/p>\n<p>The Communist Party and the Chinese central government could no longer administer their disease-control program. First, the Chinese people, through extraordinary protests beginning at the end of October, made it clear that after three years, they would no longer accept Xi\u2019s harsh measures. \u00a0\n<\/p>\n<p>Second, it was the municipalities that incurred most of these zero-Covid lockdowns costs. <a href=\"https:\/\/www.19fortyfive.com\/2022\/09\/chinas-economy-is-headed-for-one-of-the-largest-meltdowns-ever\/\">could no longer afford them<\/a>. Even Beijing, the capital, was running out cash for this purpose.\n<\/p>\n<p>Third, Xi\u2019s policy was fast driving the Chinese economy deep\u2014or deeper\u2014into <a href=\"https:\/\/www.19fortyfive.com\/2022\/07\/chinas-economy-is-now-in-free-fall\/\">contraction<\/a>. Zero-Covid, often implemented by extreme tactics, was also driving factories out of China because it had disrupted\u2014in some cases, severely\u2014both production and transportation.<\/p>\n<p>Although it had been clear for a long time that Xi\u2019s approach was disastrous, China\u2019s willful leader stuck to it. He doubled down on the policy in his Work Report, a nearly two-hour speech that opened the Communist Party\u2019s 20th National Congress on October 16.\n<\/p>\n<p>The following surrender to the disease has been <a href=\"https:\/\/www.19fortyfive.com\/2022\/05\/the-chinese-economy-is-in-a-death-spiral\/\">eroded Xi\u2019s support<\/a> In senior Party circles. \u201cHis opponents have inflicted humiliation upon him,\u201d Roger Garside, ex-diplomat and author from the United Kingdom. <em><a href=\"https:\/\/www.amazon.com\/China-Coup-Great-Leap-Freedom\/dp\/0520380975\">China Coup: The Great Leap to Freedom<\/a><\/em>,\u201d told <em>19FortyFive<\/em>.\n<\/p>\n<p>Other signs suggest that Xi might not be as powerful now as he was a few short weeks ago. This month&#8217;s Central Economic Work Conference <a href=\"https:\/\/www.eiu.com\/n\/three-takeaways-from-china-policy-setting-conference\/\">apparently junked<\/a> His signature \u201cCommon Prosperity\u201d program.\n<\/p>\n<p>While Xi is losing his control over the Communist Party&#8217;s leaders, the Communist Party has been losing their grip on its own. Case in point: On the 23rd of this month, American and British media outlets reported in detail on secret deliberations of China\u2019s National Health Commission.\n<\/p>\n<p>These shocking revelations came from the minutes of the commission <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-12-23\/china-estimates-covid-surge-is-infecting-37-million-people-a-day\">show<\/a> Nearly 37 million people got the disease on December 20, 2001. About 248 million people contracted Covid within the first 20-days of December. Bloomberg News reported the outbreak. \u201cby far the world\u2019s largest.\u201d The documents were published online after they were leaked. These shocking revelations indicate that officials were so upset by their party state they decided to destroy it.\n<\/p>\n<p>The Communist Party appears to be in panic mode. The relentless propaganda is trying to accomplish the impossible: portraying the abandonment of the policy, as well the zero-Covid policies, as wise. \u201cFor three years, China has waged a savage propaganda campaign to convince the world that its draconian \u2018zero-Covid\u2019 was the most effective way to combat the virus,\u201d Kerry Gershaneck, the author of the new <em><a href=\"https:\/\/www.usmcu.edu\/Portals\/218\/Political%20Warfare_web.pdf\">Political Warfare: Strategies for Combating China\u2019s Plan to \u2018Win Without Fighting<\/a><\/em>,\u2019 told 1945. \u201cThe narrative on zero-Covid has now shifted.\u201d<\/p>\n<p>How does the Party avoid being affected by what other people can see?\n<\/p>\n<p>The regime\u2019s strategy, Gershaneck points out, is to blame others for the disaster: \u201clower-level officials, vaccine makers, and \u2018foreign forces.\u2019 \u201d In December, he observed, \u201cChina\u2019s Foreign Ministry went into Wolf Warrior mode once again to attack \u2018Western\u2019 news media for \u2018hype and distortion\u2019 regarding the Party\u2019s chaotic handling of the end of its zero-Covid policy.\u201d\n<\/p>\n<p>The Party believes it is the representative of historical events and cannot be blamed. It informs the Chinese people it is infallible and has always been. \u201cgreat, glorious, and correct.\u201d This viewpoint has lead to absurd and obviously false propaganda narratives. \u201cextreme dissembling\u201d Burton makes these points. \u201cThe propaganda machinery is working overtime,\u201d He said it to me.\n<\/p>\n<p>\u201cIn any political system, whether democratic or autocratic, when a signature policy of the top leader is abandoned, it is crucial that the leader strive to maintain his or her authority by presenting the change as having been decided by him or her,\u201d Garside observes. \u201cXi Jinping has failed to do this.\u201d\n<\/p>\n<p>So Xi made no mistakes. He simply failed. It is now apparent that there is intense infighting at headquarters of the Communist Party.\n<\/p>\n<p>China&#8217;s situation is therefore unstable.\n<\/p>\n<p><em>Gordon G.
