Version: 4.0.47--><p>Twenty-three U.S. states are on the verge of implementing a $15 an hour <a href=\"https:\/\/www.theepochtimes.com\/t-minimum-wage\">minimum wage<\/a>.<\/p>\n<p>Historically high <a href=\"https:\/\/www.theepochtimes.com\/t-inflation\">inflation<\/a> growth has been surpassing wage gains over the past year, leaving millions of American workers struggling to pay their bills.<\/p>\n<p>The price of goods is now at a 40-year historical high, while mortgage rates are twice what they were in 2021, as the Federal Reserve increases the borrowing rate to control rising prices.<\/p>\n<p>The Consumer Price Index\u00a0(CPI) hit a historic\u00a0high of 9.1 percent in June before slowing to 7.1 percent in November.<\/p>\n<p class=\"gnt_ar_b_p\">Until last spring, annual inflation growth rose at an average of 1 to 2 percent for the most part since 2010, when it started to rise dramatically after the country gradually reopened, as the lockdowns were eased.<\/p>\n<p>Annual private sector wages increased by 5.2 percent in the third quarter, well below the inflation rate, according to the Labor Department\u2019s Employment Cost Index.<\/p>\n<h2>States, Localities to Raise Minimum Wage<\/h2>\n<p>At least 21 states and 41 cities and counties are set to\u00a0raise their minimum wages around New Years Day, 2023, according to a Dec. 21 exclusive\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/www.nelp.org\/publication\/raises-from-coast-to-coast-in-2023\/\" target=\"_blank\" rel=\"noopener\">report in USA TODAY,<\/a>\u00a0provided by the National Employment Law Project\u00a0(NELP), a worker advocacy group.<\/p>\n<p class=\"gnt_ar_b_p\">Massachusetts and Washington will raise their minimum wage to $15 an hour at the beginning of January, joining states like California and most of New York.<\/p>\n<p class=\"gnt_ar_b_p\">Sometime later this year, additional local and state governments will increase their minimum wage, for a total 27 states and 59 cities and counties, according to NELP.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cThe movement to raise wages continues to gain momentum,\u201d said Yannet Lathrop, NELP\u2019s senior researcher and policy analyst in the \u201cRaises From Coast To Coast In 2023\u201d report.<\/p>\n<p>\u201cAt least 54 cities, counties, and states will have\u00a0surpassed\u00a0a $15 minimum wage for some or all employees by the end of 2023,\u201d said Lathop.<\/p>\n<p>Other states will be slowly raising their minimum over the next six years so that by\u00a02028, a total of 14 states with about 41 percent of the workforce will be at, or will be on the way towards, $15 an hour, said NELP.<\/p>\n<p class=\"gnt_ar_b_p\">The minimum wage hikes on New Year\u2019s Day will affect 3.4 million workers currently earning base pay, while another 5.4 million will make somewhat more but will benefit from trickle-down effects from within a business, according to data from\u00a0the Economic Policy Institute, published by\u00a0USA TODAY.<\/p>\n<p class=\"gnt_ar_b_p\">However, the institute\u2019s figures fail to take into account municipal and county minimum wage increases.<\/p>\n<figure id=\"attachment_4944690\" class=\"wp-caption alignnone\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2022\/12\/25\/GettyImages-1322728740-1200x807.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"lazy size-medium wp-image-4944690\" src=\"https:\/\/www.theepochtimes.com\/assets\/themes\/eet\/images\/white.png\" data-src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/12\/GettyImages-1322728740-600x404-1.jpg\" alt=\"Epoch Times Photo\" width=\"600\" height=\"404\"   style=\"display:none\"><figcaption class=\"wp-caption-text\"><noscript><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-4944690\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/12\/GettyImages-1322728740-600x404-1.jpg\" alt=\"Epoch Times Photo\" width=\"600\" height=\"404\" \/><\/noscript><\/figcaption><\/a> Staff working at a Chipotle Mexican Grill in Houston, Texas, on June 9, 2021. (Brandon Bell\/Getty Images)<\/figure>\n<p class=\"gnt_ar_b_p\">A campaign for an increase in the minimum wage has been growing for years since the federal minimum wage was raised to $7.25 an hour in 2009.<\/p>\n<p class=\"gnt_ar_b_p\">Congressional Republicans have blocked attempts to raise it after small business owners protested that a wage hike would hurt their long-term survival.<\/p>\n<p class=\"gnt_ar_b_p\">About 30 states, which comprise 60 percent of the American workforce, have higher minimum pay than the federal government\u2019s wage floor.<\/p>\n<p>Washington, D.C. maintains the highest minimum wage in the United States, at $16.10 an hour, <a href=\"https:\/\/www.dol.gov\/agencies\/whd\/minimum-wage\/state#as\">according to the Department of Labor.\u00a0<\/a><\/p>\n<p>Wyoming and Georgia both have the lowest wages in the country, at a basic minimum hourly rate of $5.15, as those workers fall exempt under the <a href=\"https:\/\/www.minimum-wage.org\/articles\/fair-labor-standards-act\">Federal Fair Labor Standards Act (<\/a><a class=\"gnt_ar_b_a\" href=\"https:\/\/www.minimum-wage.org\/articles\/fair-labor-standards-act\" target=\"_blank\" rel=\"noopener\">FLSA<\/a>) category.<\/p>\n<p>In both states, those who fall under exceptions to FLSA may be\u00a0<a class=\"gnt_ar_b_a\" href=\"https:\/\/www.minimum-wage.org\/articles\/minimum-wage-exemptions\" target=\"_blank\" rel=\"noopener\">paid less than the federal minimum wage<\/a>.<\/p>\n<p class=\"gnt_ar_b_p\">Meanwhile, many companies, since the pandemic, have raised their entry-level wages\u00a0to $15, such as Target, Best Buy, Amazon, and Costco.<\/p>\n<p class=\"gnt_ar_b_p\">Most states and localities normally hike their minimum annual wage through a planned series of large incremental increases over a consecutive number of years, while others gradually raise their wages by linking the increases to annual inflation rates.<\/p>\n<h2>\u2018Bare Minimum Baseline\u2019<\/h2>\n<p>Due to skyrocketing prices, many of the 11 states and 31 cities and counties enacting inflation-triggered minimum wage hikes on Jan. 1 will start offering significant pay increases.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cIt will help workers at least maintain a minimum living standard,\u201d said Lathrop, who noted that the increases would simply allow employees to keep up with rising prices rather than any financial gains.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cIt will prevent people from having to make tough decisions,\u201d such as whether to prioritize certain basic necessities, she said.<\/p>\n<p>Still, \u201c$15 is still a very important target rate,\u201d said Lathrop, who called it \u201ca bare minimum baseline.\u201d<\/p>\n<p>Meanwhile, many businesses like restaurants, which employ low-wage workers, are dismayed by the minimum wage hikes, arguing that raising them would only worsen inflation as employers elevate prices to offset higher labor costs.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cAn extreme wage mandate makes bad economic sense in any environment. Right now, it\u2019s insane to move ahead with it.
