That would mean diplomatic discussions are off the cards, but also undermining claims from the Russian president about the sovereignty of the Ukrainian government on territories not annexed by <a href=\"https:\/\/www.19fortyfive.com\/2022\/12\/putins-crisis-russia-is-losing-an-insane-500-troops-a-day-in-ukraine\/\">Russia<\/a>.\n<\/p>\n<p><a href=\"https:\/\/understandingwar.org\/backgrounder\/russian-offensive-campaign-assessment-december-22\">The ISW report<\/a> notes how the Russian president did not react to remarks made by Zelenskyy to the United States Congress on Thursday, and instead focused on a press conference held on the same day on the support given to Ukraine by the United States and the West.\n<\/p>\n<p>\u201cPutin reiterated his boilerplate and false claims that the US and Western countries have intervened in Ukraine since the Soviet Union, driving a wedge in the supposed Russian-Ukrainian historic and cultural unity,\u201d the report reads, adding that statements like these are \u201cmeant to suggest that Ukraine\u2019s 1991 emergence as a sovereign state was a sham.\u201d\n<\/p>\n<p>If Putin doesn\u2019t believe that Ukraine is a legitimate and sovereign country outside of Crimea and the four territories annexed by Russia in September, it suggests that the Kremlin is not being honest when it claims to be open to negotiations with Ukraine.<\/p>\n<p>It may also suggest that <a href=\"https:\/\/www.19fortyfive.com\/2022\/12\/putins-threat-russia-will-knock-down-the-patriot-system-in-ukraine\/\">Putin<\/a> was being insincere when he claimed this week that the war in Ukraine would likely end, as with many other conflicts, in some kind of diplomatic <a href=\"https:\/\/www.19fortyfive.com\/2022\/12\/two-words-that-could-end-the-war-in-ukraine\/\">negotiation.<\/a>\n<\/p>\n<h2><strong>Putin Absolving Himself Of Responsibility?<\/strong><\/h2>\n<p>In the same report, the ISW suggested that Putin is \u201cdoubling down\u201d on an effort to <a href=\"https:\/\/twitter.com\/KyivIndependent\/status\/1606135314170396675\">absolve himself<\/a> of responsibility for \u201cconducting a protracted war in Ukraine.\u201d<\/p>\n<p>By issuing several statements suggesting that Russia intends to end the war as soon as possible, while at the same time promising not to increase the pace of the war to avoid \u201c<a href=\"https:\/\/www.19fortyfive.com\/2022\/12\/bad-news-the-war-in-ukraine-isnt-ending-anytime-soon\/\">unjustified losses<\/a>,\u201d the ISW suggests that Putin is trying to justify the war effort and the damage it has caused to the national economy and the quality of life of Russian citizens.\n<\/p>\n<p>Those efforts, however, suggest that Putin is very aware that the war is not going as planned.
