Jeffrey Peppers, <a href=\"http:\/\/www.legislature.mi.gov\/documents\/2021-2022\/billintroduced\/House\/pdf\/2022-HIB-6544.pdf\">passes.<\/a><\/p>\n<p>The bill, which was\u00a0<a href=\"https:\/\/housedems.com\/pepper-introduces-legislation-against-gun-violence\/\">introduced<\/a> on Dec. 1,\u00a0 would effectively ban semiautomatic rifles and identify them as so-called \u201c<a href=\"https:\/\/www.theepochtimes.com\/t-assault-weapons\">assault weapons<\/a> \u201d a day after the anniversary of last year\u2019s Oxford High School shooting.<\/p>\n<div id=\"paywall\" class=\"content-wrapper\">\n<p>The <a href=\"http:\/\/www.legislature.mi.gov\/documents\/2021-2022\/billintroduced\/House\/pdf\/2022-HIB-6544.pdf\">proposed bill<\/a>\u00a0defines an \u201cassault weapon\u201d as a semiautomatic rifle with the ability to accept a detachable magazine and has one or more of the following characteristics\u2014a pistol grip or thumbhole stock, any feature capable of functioning as a protruding grip that can be held by the non-trigger hand, a folding or telescoping stock, has a shroud that is attached to, or partially or completely encircles the barrel and that permits the shooter to hold the firearm with the non-trigger hand without being burned, but excluding a slide that encloses the barrel.<\/p>\n<p>The Democrats took the majority in both the Michigan state House of Representatives and the Senate in November for the first time in four decades and control the governor\u2019s mansion as well.<\/p>\n<\/div>\n<p>Gov. Gretchen Whitmer is expected to sign any bill restricting civilian <a href=\"https:\/\/www.theepochtimes.com\/t-gun-rights\">gun rights<\/a>.<\/p>\n<h2>\u2018Frequent Gun-Ban Tactic\u2019<\/h2>\n<p>If the <a href=\"https:\/\/www.theepochtimes.com\/t-gun-ban\">gun ban<\/a> is passed as currently written, it would prohibit the possession, manufacturing, purchasing, or selling of firearms that fit the definition beginning Jan. 1, 2024, with a few exceptions.<\/p>\n<p>A \u201cgrandfather clause\u201d included in the legislation does allow those who currently own such firearms to keep them before the effective date of the act.<\/p>\n<p>However, owners must register them with the state government and re-register them every five years for an unspecified fee.<\/p>\n<p>\u201cOf course, such a clause is only included to pacify gun owners and then could be removed in subsequent legislation\u2014a frequent gun-ban tactic,\u201d wrote\u00a0Mark Chesnut at Firearms News.<\/p>\n<figure id=\"attachment_3854476\" class=\"wp-caption alignnone\"><a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2021\/06\/11\/guns-calif.-1200x800.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"lazy size-medium wp-image-3854476\" src=\"https:\/\/www.theepochtimes.com\/assets\/themes\/eet\/images\/white.png\" data-src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/12\/guns-calif.-600x400-1.jpg\" alt=\"guns-calif.\" width=\"600\" height=\"400\"   style=\"display:none\"><figcaption class=\"wp-caption-text\"><noscript><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-3854476\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/12\/guns-calif.-600x400-1.jpg\" alt=\"guns-calif.\" width=\"600\" height=\"400\" \/><\/noscript><\/figcaption><\/a> AR-15 style rifles are displayed for sale at a U.S. gun store. (Bing Guan\/Reuters)<\/figure>\n<p>The bill\u2019s broadly vague definition of an \u201cassault weapon\u201d would include the popular AR-15 rifle, the most popular rifle in the United States, which is owned and used by hundreds of thousands of Michigan residents, said Chestnut.<\/p>\n<p>He added that the lack of caliber stipulations in the bill\u2019s language would also ban many other popular and best-selling rifles, like the Ruger 10\/2, which is mainly used for hunting and target shooting.<\/p>\n<p>If the law is passed, it would be up to law enforcement and the courts to enforce and see if certain rifles are defined as falling under the new measure.<\/p>\n<p>House Bill 6544 gives the Michigan State Police full power to fill in all of the many blanks in the legislation.<\/p>\n<p>\u201cThe department of state police shall promulgate rules pursuant to the administrative procedures act of 1969, 1969 PA 306, MCL 24.201 to 24.328, to implement this act,\u201d\u00a0states Section 3 of the act.<\/p>\n<div class=\"content-wrapper\">\n<p>If the proposed law is violated, a gun owner could be found guilty of a felony, punishable by up to five years in prison.<\/p>\n<p>\u201cMichigan has had 24 mass shootings this year, and Michiganders are rightly ANGRY. (Eric Seals\/USA TODAY NETWORK via Reuters)<\/figure>\n<h2>Two Other Anti-Gun Bills<\/h2>\n<p>Pepper also introduced House Bills 6545 and 6546, which would create a ban on open carry of long firearms in public spaces.<\/p>\n<p>\u201cHB 6545 which bans open carry of rifles and shotguns in Michigan, makes it a 5 year felony to open carry a long gun in Michigan. That\u2019s more jail time than assaulting a police officer,\u201d <a href=\"https:\/\/greatlakesgunrights.org\/press-releases\/assault-weapons-ban-introduced-during-lame-duck-session\/\">said Brenden Boudreau, Executive Director of Great Lakes Gun Rights.<\/a><\/p>\n<p>After the bills were introduced and read, they were\u00a0<a href=\"http:\/\/house.michigan.gov\/Committee\/MILI\">referred<\/a> to the bipartisan Committee on Military, Veterans, and Homeland Security, which is chaired by Rep. Beau LaFave, a Republican.<\/p>\n<p>It is unknown what the committee will suggest, and it is unlikely that any of the bills will pass this year since it is late in the legislative session.<\/p>\n<p>\u201cThe so-called \u2018assault weapons ban\u2019 legislation will do nothing to reduce crime,\u201d\u00a0said Firearms News Field Editor James Tarr, who believes that the legislation will only affect lawful residents of the state.<\/p>\n<p>\u201cNo gun control has reduced crime anywhere.
