David Schweikert (R-Ariz.) told Bloomberg that he opposed the decision on earmarks because he remembered \u201cthe bad old days\u201d when it was abused by members for personal gain, and he believed that his peers were swayed by an argument that Congress members need to take back control of spending decisions.<\/p>\n<p>\u201cThere\u2019s an argument saying, look we do have certain things that have federal nexus, how do you do that open and transparent?\u201d Schweikert said.<\/p>\n<p>\u201cBut it can\u2019t be buying a museum for someone to curry favor in the district.\u201d<\/p>\n<p class=\"\">Certain retiring senators\u00a0would be among the \u201cbiggest winners\u201d if a deal on the\u00a0omnibus was agreed upon, such as Senate Appropriations Chairman Patrick Leahy (D-Vt.), who got $213 million in earmarks; Vice Chairman Richard Shelby (R-Ala.), with $656 million in earmarks; and\u00a0Senate Armed Services ranking member Jim Inhofe (R-Okla.), with\u00a0$511 million in earmarks, Bloomberg Government reported.<\/p>\n<h3>Earmark Appropriations Surge for Fiscal Year 2023<\/h3>\n<p>As noted, the general omnibus framework agreement includes over\u00a07,500 earmarks totaling $16 billion in\u00a02023 appropriations bills that could make it into the overall annual spending package,\u00a0<a class=\"x5l\" href=\"https:\/\/about.bgov.com\/news\/what-to-know-in-washington-senates-earmarked-billions-at-stake\/?utm_medium=bgov&#038;utm_source=twitter&#038;utm_campaign=B307A6D6-7AEF-11ED-93F3-CFE44F017A06\" target=\"_blank\" rel=\"noopener external\">reported<\/a>\u00a0Bloomberg\u00a0Government.<\/p>\n<p>The omnibus spending package comprises 12 separate appropriations bills, which span more than 2,500 pages of text, <a href=\"https:\/\/www.cato.org\/blog\/keep-earmarks-out-december-omnibus\">according to the Cato Institute,<\/a> a libertarian think tank.<\/p>\n<p>Bloomberg Government reported\u00a0a total of 3,123 earmarks from the Senate, which will cost taxpayers $7,780,973,000, and\u00a04,386 earmarks totaling $8,231,999,565 from the House, in next year\u2019s\u00a0appropriations bills.<\/p>\n<p>Both chambers have proposed a combined 7,509 earmarks totaling $16,012,972,565.<\/p>\n<p>However, the total of earmarks are slightly less than 1 percent of the roughly $1.7 trillion government spending bill that lawmakers expect to pass before the end of the year, Bloomberg reported.<\/p>\n<p>Lawmakers in both parties reached a compromise in 2022, by agreeing to apply a 1 percent cap on new earmarking after it was revived for the fiscal package that year.<\/p>\n<p>The\u00a0Congressional Research Service\u00a0<a class=\"x5l\" href=\"https:\/\/crsreports.congress.gov\/product\/pdf\/R\/R45429\/2\" target=\"_blank\" rel=\"noopener external\">defines<\/a>\u00a0earmarks as a benefit to\u00a0\u201ca specific entity or state, locality, or congressional district other than through a statutory or administrative formula or competitive award process.\u201d<\/p>\n<p>They consist of spending provisions or \u201cpork\u201d that members of the House and Senate attach to bills that are likely to pass and signed into law.<\/p>\n<p>Many lawmakers enjoy adding earmarks into bills for projects in their\u00a0districts, but they also have the reputation of being abused as a reward for members\u2019 key donors and\u00a0special interests.<\/p>\n<p>Congressional leaders also like the use of earmarks to convince members of their caucus to vote with the party line by providing favors for their districts or states back home.<\/p>\n<p>\u201cIf Congress extended all spending in the current Continuing Resolution for the remainder of FY2023, the U.S. would spend\u00a0$1.707 trillion\u00a0in discretionary spending,\u201d wrote Romina Boccia of the Cato Institute in October.<\/p>\n<p>\u201cAdd to that the $4.2 trillion (without subtracting off\u2010\u200bsetting receipts) in mandatory spending the Congressional Budget Office projects for FY2023, and the federal government is projected to spend nearly $6 trillion this year.\u201d<\/p>\n<p>\u201cAnd even these staggering figures likely understate next year\u2019s federal spending footprint since they do not account for spending by the CHIPS Act, the Inflation Reduction Act, nor the most recent student loan forgiveness by executive order.\u201d<\/p>\n<h3>House Passes Short-Term Funding Measure to Avoid Last-Minute Shutdown<\/h3>\n<p>The House approved a stop-gap spending measure on the evening of Dec. 14 to extend funding for federal agencies through Dec. 23 and avoid a partial government shutdown.<\/p>\n<p>The final vote was 224\u2013201, with nine House Republicans joining Democrats, giving Congress further time to craft a larger annual spending package.<\/p>\n<p>Republican leaders in the House opposed the stop-gap legislation, calling it an \u201cattempt to buy additional time for a massive lame-duck spending bill in which House Republicans have had no seat at the negotiating table,\u201d <a href=\"https:\/\/www.cbsnews.com\/news\/house-approves-short-term-government-funding-bill-heads-to-senate\/\">reported CBS News.<\/a><\/p>\n<p>\u201cThis Continuing Resolution is a simple date change that keeps the government up and running as we negotiate the details of final 2023 spending bills,\u201d <a href=\"https:\/\/appropriations.house.gov\/news\/press-releases\/house-passes-bill-to-extend-government-funding-through-december-23\">announced<\/a>\u00a0the Chairwoman of the House Appropriations Committee, Rep. Rosa DeLauro of Connecticut, a Democrat.<\/p>\n<p>\u201cI am encouraged by the agreement we have reached on a framework that provides a path forward to enact an omnibus next week. The House and Senate Appropriations Committees are working around the clock to negotiate the details of spending bills that will be supported by the House and Senate.\u201d<\/p>\n<p>Senate Majority Leader Chuck Schumer (D-N.Y.) called for the Senate to \u201cact quickly\u201d after the temporary measure passed in the still Democrat-controlled House.<\/p>\n<p>\u201cCongress now has a roadmap for funding the government before the conclusion of the 117th Congress, something the large majority of us want to see,\u201d said Schumer.\u00a0\u201cWe still have a long way to go, but a framework is a big step in the right direction.\u201d<\/p>\n<p><a href=\"https:\/\/www.breitbart.com\/politics\/2022\/12\/13\/report-7500-earmarks-totaling-16-billion-negotiated-spending-bill\/\">Breitbart noted<\/a> that there is a chance that if lawmakers fail to strike a deal on an\u00a0omnibus package and decide to push the compromise into next year when the retiring lawmakers exit Congress, many pork barrel spending provisions could be removed after the new Congress comes into session.<\/p>\n<p>However, several Republican senators have accused own their leadership of caving to Democrats to avoid a government shutdown before the holidays without reviewing the annual spending bill.<\/p>\n<p>\u201cI don\u2019t see any reason why Republicans should jump to [Democrats\u2019] aid,\u201d Sen. Mike Lee (R-Utah) told The Washington Times. \u201cThey can\u2019t do this without at least 10 Republicans in the Senate.
