This is a value that many Oregonians share.\u201d<\/p>\n<p>The death penalty remains legal in Oregon. However, the state passed <a href=\"https:\/\/olis.oregonlegislature.gov\/liz\/2019R1\/Downloads\/MeasureDocument\/SB1013\/Enrolled\" target=\"_blank\" rel=\"noopener\">a bill<\/a> in 2019 that nearly ends the practice.<\/p>\n<p>Former Democratic Gov. John Kitzhaber previously announced a death penalty moratorium in 2011 to stop the execution of Gary Haugen that year.<\/p>\n<p>In her 2016 campaign, Brown <a href=\"https:\/\/www.koin.com\/news\/gov-brown-to-keep-death-penalty-moratorium-if-elected\/\" target=\"_blank\" rel=\"noopener\">said<\/a> she planned to continue the moratorium, saying \u201cserious concerns remain about the constitutionality and workability of the law.\u201d<\/p>\n<p>Oregon has not executed a prisoner since 1997.<\/p>\n<p>The death penalty has been the focus of much debate in the state, with voters opposing it on two occasions and the Oregon Supreme Court <a href=\"https:\/\/www.oregon.gov\/doc\/about\/Pages\/oregon-death-penalty.aspx#:~:text=In%201981%2C%20the%20Oregon%20Supreme,16%20of%20the%20Oregon%20Constitution.\" target=\"_blank\" rel=\"noopener\">striking it down<\/a>\u00a0in the past.<\/p>\n<p>Brown\u2019s action is one of her final moves ahead of her exit in 2023. Democratic Governor-elect Tina Kotek will be sworn in next month and has previously stated that she would continue Oregon\u2019s death penalty moratorium.<\/p>\n<p>\u201cOregon has not followed through on the death penalty in over 25 years, and as Governor, I would continue the current moratorium. I am personally opposed to the death penalty because of my religious beliefs,\u201d Kotek <a href=\"https:\/\/cfmadvocates.com\/gubernatorial-candidates-differ-on-death-penalty\/\" target=\"_blank\" rel=\"noopener\">said<\/a> during her campaign.<\/p>\n<p>Oregon Senate Republican Leader Tim Knopp released a statement on Tuesday blasting Gov. Brown\u2019s decision.<\/p>\n<p>\u201cThis is another example of the Governor and the Democrats not abiding by the wishes of Oregonians,\u201d he <a href=\"https:\/\/www.oregonlive.com\/politics\/2022\/12\/gov-kate-brown-commutes-sentences-of-all-17-people-on-oregons-death-row.html\" target=\"_blank\" rel=\"noopener\">said<\/a>. \u201cEven in the final days of her term, Brown continues to disrespect victims of the most violent crimes.\u201d<\/p>\n<p>House Republican Leader Vikki Breese-Iverson also criticized Brown, saying she should have solicited input from other lawmakers and community members.<\/p>\n<p>\u201cGovernor Brown has once again taken executive action with zero input from Oregonians and the legislature,\u201d Breese-Iverson said in a\u00a0<a href=\"https:\/\/centraloregondaily.com\/oregon-death-row-kate-brown-commutes-sentences\/#:~:text=%E2%80%9CDid%20the%20people%20of%20Oregon,of%20the%20most%20violent%20crimes.%E2%80%9D\">statement<\/a>. \u201cOregon has not executed an individual since 1997 and has only executed two criminals since voters adopted the death penalty in 1984. Her decisions do not consider the impact the victims and families will suffer in the months and years to come. Democrats have consistently chosen criminals over victims.\u201d<\/p>\n<p>A total of 27 states have laws that include the death penalty,\u00a0<a href=\"https:\/\/deathpenaltyinfo.org\/state-and-federal-info\/state-by-state\">according to<\/a> the Death Penalty Information Center.
