Gallagher and Democratic Representative Raja Krishnamoorthi of Illinois <a href=\"https:\/\/gallagher.house.gov\/media\/press-releases\/gallagher-rubio-introduce-bipartisan-legislation-ban-tiktok\" target=\"_blank\" rel=\"noopener\">introduced<\/a> paired legislation in the House as well.<\/p>\n<p class=\"p1\">\u201cThe bipartisan\u00a0ANTI-SOCIAL CCP Act\u00a0is a strong step in protecting our nation from the nefarious digital surveillance and influence operations of totalitarian regimes,\u201d Krishnamoorthi <a href=\"https:\/\/www.rubio.senate.gov\/public\/index.cfm?p=Press-Releases&#038;id=D1C2E147-3A23-4F49-AC27-268572AABDCD\" target=\"_blank\" rel=\"noopener\">said<\/a> in a statement.<\/p>\n<p class=\"p3\">The Senate <a href=\"https:\/\/www.rubio.senate.gov\/public\/_cache\/files\/1ebac814-157e-4e26-81b9-d9aa3fd96ae3\/5861AFCCFDC5254BAFEE5BB2BDA54B32.hey22c36.pdf\" target=\"_blank\" rel=\"noopener\">bill<\/a> is called the\u00a0Averting the National Threat of Internet Surveillance, Oppressive Censorship and Influence, and Algorithmic Learning by the Chinese Communist Party Act\u00a0(ANTI-SOCIAL CCP Act)\u00a0and would \u201cblock and prohibit all transactions in all property and interests in property of\u201d a social media company that is based in or \u201corganized under the laws of a country of concern.\u201d<\/p>\n<p class=\"p3\">A company would also be eligible for blocking if it is owned or controlled by a \u201ccountry of concern,\u201d among other criteria.<\/p>\n<p class=\"p3\">The bill specifically calls out companies TikTok, and its parent <a href=\"https:\/\/www.nextgov.com\/cxo-briefing\/2022\/12\/lawmakers-intro-bill-ban-tiktok-us\/380817\/\" target=\"_blank\" rel=\"noopener\">company<\/a> Bytedance, Ltd., a Chinese company.<\/p>\n<p class=\"p3\">The legislation also points out that a \u201ccountry of concern\u201d means \u201cforeign adversary\u201d as defined in the Secure and Trusted Communications Networks Act of 2019. Countries included under its definition are China, which includes \u201cthe Special Administrative Regions of China, including Hong Kong and Macau,\u201d as well as Russia, Iran, Cuba, Venezuela, and North Korea.<\/p>\n<p class=\"p1\">\u201cThe federal government has yet to take a single meaningful action to protect American users from the threat of TikTok. This isn\u2019t about creative videos \u2014 this is about an app that is collecting data on tens of millions of American children and adults every day,\u201d Rubio <a href=\"https:\/\/www.rubio.senate.gov\/public\/index.cfm?p=Press-Releases&#038;id=D1C2E147-3A23-4F49-AC27-268572AABDCD\" target=\"_blank\" rel=\"noopener\">said<\/a> in a statement. \u201cWe know it\u2019s used to manipulate feeds and influence elections. We know it answers to the People\u2019s Republic of China. There is no more time to waste on meaningless negotiations with a CCP-puppet company. It is time to ban Beijing-controlled TikTok for good.\u201d<\/p>\n<p class=\"p1\">Representative Gallagher said in a statement that TikTok is \u201cdigital fentanyl that\u2019s addicting Americans, collecting troves of their data, and censoring their news.\u201d<\/p>\n<p class=\"p1\">\u201cAllowing the app to continue to operate in the U.S. would be like allowing the U.S.S.R. to buy up the New York Times, Washington Post, and major broadcast networks during the Cold War.
