Feng predicts 60% of the population will be infected in the first wave.<\/span>\n<\/p>\n[embedded content]\n<\/p>\n<p><span>China did not have to wait long. There is now a fast-moving wave ripping through Beijing.<\/span>\n<\/p>\n<p><span>The capital city was not prepared. \u201cWe have a child with a high fever but all the pharmacies are out of ibuprofen,\u201d<\/span><a href=\"https:\/\/www.ft.com\/content\/b44b2a11-9a8e-4676-9fce-ed2d33dc502a\"><span> said<\/span><\/a><span> a Beijing resident surnamed Lin to the Financial Times. \u201cIt came too fast, we didn\u2019t have time to prepare.\u201d Shortages are widespread. \u201cBeijing is running out of medical supplies,\u201d the London paper notes.<\/span>\n<\/p>\n<p><span>The situation is so bad, Peking University\u2019s Michael Pettis<\/span><a href=\"https:\/\/twitter.com\/michaelxpettis\/status\/1601465039919403009?s=61&#038;t=oLLXwIKwp_ftco6QFoXo_A\"><span> reports on Twitter<\/span><\/a><span>, that Beijingers are thinking of deliberately exposing themselves to the disease, so they won\u2019t get it later when the public health care system has completely broken down.<\/span>\n<\/p>\n<p><span>There are also outbreaks across the country, including in Guangzhou, the capital of southern Guangdong province, the country\u2019s factory floor. Some are calling the nationwide situation China\u2019s<\/span><a href=\"https:\/\/www.cnn.com\/2022\/12\/08\/china\/china-zero-covid-relaxation-reaction-intl-hnk\/index.html\"><span> \u201cnuclear winter.\u201d<\/span><\/a><span> During the winter, the forecast is one million Covid deaths. Some estimate the<\/span><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-12-08\/end-of-covid-zero-threatens-to-overwhelm-china-with-infe\"><span> toll could reach 2.1 million<\/span><\/a><span>.<\/span><\/p>\n<p><span>The Communist Party, as a result, faces one of its most severe tests ever.<\/span>\n<\/p>\n<p><span>The CCP, as the ruling organization is known, has no one to blame for its regime-threatening predicament. From the beginning of the pandemic, it made its control of disease a test of its legitimacy, boasting that its ability to deal with the coronavirus was proof of the superiority of Chinese communism over democracy in general and American democracy in particular.<\/span><\/p>\n<p><span>Chinese ruler <a href=\"https:\/\/www.19fortyfive.com\/2022\/12\/does-chinas-xi-jinping-suffer-from-ptsd\/\">Xi Jinping<\/a>, to prove his case, adopted a \u201cdynamic zero-Covid\u201d policy, perhaps the most draconian set of disease control-measures in the world. <\/span>\n<\/p>\n<p><span>For instance, whole city districts were locked down over the presence of a single infection. People were tested multiple times a day.<\/span>\n<\/p>\n<p><span>The emphasis on isolation deprived the Chinese central government of the resources to build, among other things, ICUs and general hospital beds. The government did build\u2014and appears to be still building\u2014<\/span><a href=\"https:\/\/abcnews.go.com\/Health\/wireStory\/chinese-leaders-face-anger-2nd-childs-quarantine-death-93457337\"><span>massive quarantine facilities<\/span><\/a><span>, like a 250,000-bed location in Guangzhou.<\/span><\/p>\n<p><span>Chinese health authorities vaccinated large portions of the population, but only with China-developed jabs. The Chinese products, produced mostly by Sinopharm and Sinovac, were not especially effective.<\/span>\n<\/p>\n<p><span>Beijing decided not to import better mRNA vaccines from Pfizer and Moderna. It appears the regime did not want to admit that foreign technology was more advanced than China\u2019s.<\/span>\n<\/p>\n<p><span>The Communist Party, therefore, had no Plan B should its isolation defense fail. Its approach, however, was obviously unsustainable.<\/span>\n<\/p>\n<p><span>For one thing, the Chinese people eventually rebelled in a series of extraordinary protests starting in <a href=\"https:\/\/www.19fortyfive.com\/2022\/11\/why-workers-are-fleeing-chinas-iphone-city\/\">Foxconn\u2019s Zhengzhou facility<\/a> at the end of October and continuing into nationwide demonstrations after a fatal fire in Urumqi on November 24.<\/span>\n<\/p>\n<p><span>Moreover, municipalities, which bore most of the cost of the zero-Covid measures, could no longer afford them. And lockdowns drove the Chinese economy deep into contraction, something evident from even official numbers like the November trade and producer price reports. Disruptions to manufacturing have resulted in companies moving production from <a href=\"https:\/\/www.19fortyfive.com\/2022\/12\/china-is-mad-canada-will-send-warships-through-the-taiwan-strait\/\">China<\/a>, including <a href=\"https:\/\/www.19fortyfive.com\/2022\/11\/apple-and-google-could-destroy-musks-twitter-app-neutrality-is-the-answer\/\">Apple<\/a>.<\/span>\n<\/p>\n<p><span>In response to pressures, the Communist Party tried to relax disease-control measures in stages, starting with \u201coptimization\u201d measures announced November 11. In China\u2019s \u201cnew phase,\u201d officials eased rules, but they did not move fast enough. Finally, on Wednesday the National Health Commission<\/span><a href=\"https:\/\/www.cnn.com\/2022\/12\/08\/china\/china-zero-covid-relaxation-reaction-intl-hnk\/index.html\"><span> capitulated by issuing a 10-point plan<\/span><\/a><span>, scrapping most health code tracking, scaling back testing, permitting home quarantine, and limiting lockdowns. The plan was essentially the end of Xi Jinping\u2019s zero-Covid.<\/span><\/p>\n<p><span>As central government officials removed isolation measures, the wall of disease hit an essentially defenseless Chinese population. At the moment, people are, without government prodding, isolating themselves. Beijing pavements, as CNN\u2019s Selina Wang<\/span><a href=\"https:\/\/twitter.com\/selinawangtv\/status\/1601546771288948736?s=61&#038;t=oLLXwIKwp_ftco6QFoXo_A\"><span> reported on Twitter<\/span><\/a><span> Saturday, are deserted except for those near pharmacies. There are also reports that Beijing hospitals are now packed with desperate residents.<\/span>\n<\/p>\n<p><span>There is one obvious solution to China\u2019s scarcity of resources. The thoughtful Chad Bown of the Peterson Institute for International Economics<\/span><a href=\"https:\/\/twitter.com\/chadbown\/status\/1600823790287867904?s=61&#038;t=oLLXwIKwp_ftco6QFoXo_A\"><span> argues<\/span><\/a><span> the international community should \u201cproactively step forward and offer whatever medical supplies and other forms of assistance the Chinese government would be willing to accept.\u201d<\/span>\n<\/p>\n<p><span>The issue, Bown suggests, is whether Xi will accept humanitarian aid. It\u2019s unlikely the arrogant Chinese leader will. After all, he <a href=\"https:\/\/www.19fortyfive.com\/2022\/05\/china-must-pay-a-price-for-covid-19\/\">weaponized the pandemic<\/a> against democracy and cannot admit, even obliquely, the superiority of democratic governance.<\/span>\n<\/p>\n<p><span>This reluctance means China will, for months, remain crippled, as disease runs through the population. And as China remains closed and the economy continues to erode, the regime will run out of once-considerable resources.<\/span>\n<\/p>\n<p><span>Xi, in short, has no viable options because the coronavirus is devastating China as the country is beset by simultaneous crises: accelerating debt defaults, collapsing property prices, a contracting economy, worsening food shortages, and a deteriorating environment.<\/span>\n<\/p>\n<p><span>The most dangerous crisis, however, is that of confidence. At the moment, the Chinese people are suffering \u201cwhiplash\u201d as the regime for two years exaggerated the potency of the disease and now is trying to convince them it is mild. \u201cHow can it change so fast?\u201d asked Echo Ding, a Beijing resident, to CNN, referring to the regime\u2019s change of propaganda line. \u201cIt gives me the feeling that we are like fools.\u201d<\/span>\n<\/p>\n<p><span>The Communist Party has lost trust and support. It can still coerce, intimidate, and imprison, but it will nonetheless be hard-pressed to maintain rule in a critical period.<\/span>\n<\/p>\n<p><em><span>Gordon G.
