Glenn Youngkin (R) issued an executive order on Tuesday directing his state\u2019s agencies to report fines and suspensions related to COVID-19.<\/p>\n<p>Youngkin announced he will end all future fines related to coronavirus restrictions in his budget plan later this month which will include a reimbursement process for those who paid \u201cunjust\u201d fees.<\/p>\n<p>\u201cI am today requiring a statewide review of COVID-19 related penalties imposed by the Northam administration. The fact that businesses are still dealing with COVID-19 related penalties and fines is infuriating. Livelihoods are on the line,\u201d Youngkin said in a <a href=\"https:\/\/www.governor.virginia.gov\/newsroom\/news-releases\/2022\/december\/name-944785-en.html\" target=\"_blank\" rel=\"noopener\">press release<\/a>. \u201cIn the previous administration, we saw our government shut down businesses, close our schools, and separate us from each other. While we can\u2019t undo the damage done during the Northam administration, we are taking action going forward to end COVID-era draconian overreach.\u201d<\/p>\n<p>The order will include some exceptions to the proposed reimbursement effort. Incidents related to hospitals, nursing homes, certified nursing facilities, hospices, or assisted living facilities are excluded from Youngkin\u2019s announcement.<\/p>\n<p>The governor\u2019s announcement comes just days after a Fredericksburg-area restaurant called <a href=\"http:\/\/gourmeltz.com\/\" target=\"_blank\" rel=\"noopener\">Gourmeltz<\/a> was raided by authorities over pandemic violations. Owner Matt Strickland, a military veteran now running for the Virginia Senate, spoke out in a Facebook video regarding the raid.<\/p>\n<p>In a call with The Daily Wire, Strickland noted that the governor likely felt pressured to respond after the pushback following the video of agents at his business.<\/p>\n<p>\u201cIt won\u2019t do anything to help now,\u201d Strickland said. \u201cThe executive order only says they\u2019re compiling a list of businesses. There is no guarantee reimbursements will be made.\u201d<\/p>\n<p>Strickland\u2019s frustration resonated with many across the state \u2014 and nationwide \u2014 who are wondering why state businesses are being investigated over COVID restrictions when Virginia is led by a conservative governor, lieutenant governor, and attorney general.<\/p>\n<p>State Sen. In January, he was one of 27 state attorneys general to <a href=\"https:\/\/thenationaldesk.com\/news\/americas-news-now\/27-state-attorneys-general-call-for-osha-to-withdraw-its-covid-19-vaccine-mandate-jason-miyares-supreme-court-biden-administration\" target=\"_blank\" rel=\"noopener\">call<\/a> on the Occupational Safety and Health Administration to withdraw its COVID-19 vaccine mandate for large employers.<\/p>\n<p>Miyares also issued a legal opinion in January that public universities cannot mandate COVID-19 vaccines for students. \u201c\u2018[T]here is no question that the General Assembly could enact a statute requiring the COVID-19 vaccine for in-person school attendance,\u201d he <a href=\"https:\/\/www.oag.state.va.us\/media-center\/news-releases\/2295-january-28-2022-attorney-general-miyares-issues-legal-opinion-that-public-universities-cannot-mandate-covid-19-vaccine-for-students\" target=\"_blank\" rel=\"noopener\">wrote<\/a>.<\/p>\n<p>Despite the freedom-focused rulings, however, businesses in the state that violated COVID-19 restrictions have not yet adequately been assisted.<\/p>\n<p>During 2020, Virginia businesses in violation of COVID-19 policies could face a <a href=\"https:\/\/www.vml.org\/wp-content\/uploads\/pdf\/Briefing-Package-on-Face-Coverings-Emergency-Regulation-002.pdf\" target=\"_blank\" rel=\"noopener\">penalty<\/a> of up to $13,000 per violation and accrue fines of up to $130,000. Many businesses were forced to close or limit operations during the pandemic, while an unknown number of workers chose to lose their jobs rather than comply with COVID-19 vaccine mandates.<\/p>\n<p>Youngkin has largely blamed the state\u2019s previous Gov. Northam (D) for coronavirus concerns. In a statement to the Washington Post, Northam\u2019s former spokeswoman, Alena Yarmosky argued against the governor\u2019s criticisms.<\/p>\n<p>\u201cGovernor Northam made Virginia one of the safest states in the nation during the height of COVID-19,\u201d Yarmosky <a href=\"https:\/\/www.washingtonpost.com\/dc-md-va\/2022\/12\/07\/youngkin-covid-violators-fines-restaurant\/\" target=\"_blank\" rel=\"noopener\">wrote<\/a>. \u201cI understand Governor Youngkin is just tuning back into Virginia, but he\u2019s been in office an entire year.
