Just part of the \u201chousing discrimination\u201d reparations are estimated to cost around $569 billion, <a href=\"https:\/\/www.nytimes.com\/2022\/12\/01\/business\/economy\/california-black-reparations.html\" target=\"_blank\" rel=\"noreferrer noopener\">according<\/a> to The New York Times on Thursday \u2014 and that\u2019s only one of five areas \u201cidentified\u201d by the task force for consideration. By comparison, California\u2019s 2022-2023 state budget was <a href=\"https:\/\/www.ebudget.ca.gov\/budget\/2022-23EN\/#\/Home\" target=\"_blank\" rel=\"noreferrer noopener\">$307.9 billion<\/a> \u2014 just more than half of that figure. It\u2019s unclear how the state, which already faces multibillion-dollar <a href=\"https:\/\/www.politico.com\/news\/2022\/11\/16\/california-25b-deficit-00068081\" target=\"_blank\" rel=\"noreferrer noopener\">deficits<\/a>, plans to drain the money from already heavily-burdened taxpayers.<\/p>\n<p>\u201cWe are looking at reparations on a scale that is the largest since Reconstruction,\u201d Jovan Scott Lewis, a professor at the University of California, Berkeley, told the paper. <\/p>\n<p>Eligibility for the payments will extend to descendants of African Americans who were enslaved or to any \u201cfree black person living in the United States prior to the end of the 19th century.\u201d<\/p>\n<p>\u201cNearly 6.5 percent of California residents, roughly 2.5 million, identify as black or African American,\u201d the Times reported. \u201cThe panel is now considering how reparations should be distributed \u2014 some favor tuition and housing grants while others want direct cash payments.\u201d<\/p>\n<p>The nine-member task force was created by legislation signed by Democrat Gov. Gavin Newsom after George Floyd\u2019s murder in 2020. The panel is expected to release its final report to state lawmakers in Sacramento by the end of next year.<\/p>\n<p>In March last year, Evanston, Illinois <a href=\"https:\/\/thefederalist.com\/2021\/03\/23\/evanston-illinois-becomes-first-us-city-to-pay-reparations-to-black-residents\/\" target=\"_blank\" rel=\"noreferrer noopener\">joined<\/a> <a href=\"https:\/\/www.usatoday.com\/story\/news\/nation\/2020\/07\/15\/asheville-passes-reparations-black-residents-historic\/5441792002\/\" target=\"_blank\" rel=\"noreferrer noopener\">Asheville, North Carolina<\/a> to pass reparations for black residents over slavery, an institution the U.S. eradicated more than 150 years ago.<\/p>\n<p>While the details of Asheville\u2019s reparations program are <a href=\"https:\/\/www.ashevillenc.gov\/department\/city-clerk\/boards-and-commissions\/reparations-commission\/\" target=\"_blank\" rel=\"noreferrer noopener\">pending<\/a> a report from a city commission, leaders in Evanston voted to distribute $400,000 among eligible black residents who can prove discrimination and local ancestry between the years of 1919 and 1969.<\/p>\n<p>Reparations for slavery became a mainstream issue in the Democrat Party during the 2020 presidential primaries. Last year, legislation to establish a congressional commission to study reparations for descendants of enslaved African Americans <a href=\"https:\/\/www.politico.com\/news\/2021\/04\/15\/reparations-bill-committee-historic-vote-481811\" target=\"_blank\" rel=\"noreferrer noopener\">passed<\/a> the House Judiciary Committee for the first time. The bill was proposed by Texas Democrat Sheila Jackson Lee after being introduced for decades by Michigan Rep. John Conyers, Jr., who retired in 2017 and <a href=\"https:\/\/www.npr.org\/2019\/10\/27\/773919009\/john-conyers-jr-who-represented-michigan-for-5-decades-dies-at-90\" target=\"_blank\" rel=\"noreferrer noopener\">died<\/a> in 2019.<\/p>\n<p> Tristan Justice is the western correspondent for The Federalist.
