The <a href=\"https:\/\/fairelectionsoakland.org\/yes-on-w\" target=\"_blank\" rel=\"noopener\">initiative<\/a> asked voters whether to provide all eligible Oakland residents, including non-citizens with green cards, with four $25 Democracy Dollars vouchers every two years to donate to qualifying local candidates of their choice. It was approved with <a href=\"https:\/\/www.kqed.org\/elections\/results\/alameda\" target=\"_blank\" rel=\"noopener\">almost 74%<\/a> support.<\/p>\n<p>Proponents argue that the program empowers lower-income residents to become more involved with local government. Fair Elections Oakland <a href=\"https:\/\/fairelectionsoakland.org\/yes-on-w\" target=\"_blank\" rel=\"noopener\">claims<\/a>\u00a0it \u201creduces candidates\u2019 reliance on wealthy special interests and donors.\u201d<\/p>\n<p>\u201cWith campaigns funded by everyday Oaklanders, our local leaders will be more likely to listen to our concerns and prioritize our values,\u201d the ACLU-funded committee <a href=\"https:\/\/fairelectionsoakland.org\/yes-on-w\" target=\"_blank\" rel=\"noopener\">claims<\/a>.<\/p>\n<p>Opponents <a href=\"https:\/\/www.californiachoices.org\/alameda-measure-w-2022\" target=\"_blank\" rel=\"noopener\">argue<\/a> that the plan is biased toward incumbents, lacks fraud controls, and fails to address political action committee spending. The state clearinghouse group estimated that the city \u201cwould incur approximately $700,000 in one-time start-up costs, approximately $1,600,000 in annual operating costs, and $3,845,000 in additional budget appropriation every two years.\u201d<\/p>\n<p>The program makes Oakland the second American city to provide such vouchers. In 2017, Seattle launched a similar program two years after voters approved a ballot measure.<\/p>\n<p>A 2022 University of Washington <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0047272722000780?via%3Dihub\" target=\"_blank\" rel=\"noopener\">study<\/a> of the Seattle program found \u201ca 53% increase in total contributions and a 350% increase in number of unique donors.\u201d Most of the increases came from contributions of less than $200.<\/p>\n<p>Providing financial support to non-citizen voters participating in local elections is an issue being discussed in the nation\u2019s capital. Sen. Ted Cruz (R-TX) introduced a bill last month to stop the Washington, D.C., city government from using federal funds to support non-citizen voting in local elections.<\/p>\n<p>The D.C.
