Steele\u2019s main dossier source, <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/who-is-igor-danchenko-steele-dossier-source-john-durham\" target=\"_blank\" rel=\"noopener\">Russian analyst Igor Danchenko<\/a>, was also <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/durham-jury-new-details-fbi-botched-counterintel-investigation-danchenko\">revealed to have been on the FBI\u2019s payroll from 2017 to 2020<\/a>. <\/p>\n<p>Now, <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/jim-jordan\">Rep. Jim Jordan<\/a> (R-OH) is demanding information and documents from the bureau in connection to its informant program, claiming it has \u201csystemic deficiencies,\u201d <u><a class=\"Link\" href=\"https:\/\/www.scribd.com\/document\/611370592\/JORDAN-LETTER-TO-WRAY-11-30?secret_password=BoVta5kfb406j0UkoE7v\">according to a Wednesday letter<\/a><\/u> sent to <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/tag\/christopher-wray\">FBI Director Christopher Wray<\/a> that was obtained by the <i>Washington Examiner<\/i>. <\/p>\n<p><b><u><a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/fbi-agent-suspected-steele-dossier-source-russian-intelligence\">FBI AGENT SUSPECTED STEELE DOSSIER SOURCE WAS RUSSIAN INTELLIGENCE<\/a><\/u><\/b> <\/p>\n<div class=\"Enhancement\">\n<div class=\"Enhancement-item\">\n<figure class=\"Figure mb-1 mb-sm-3 mb-md-1 article-lead-photo data_invisible\" data-align=\"center\" data-image-size=\"fixed\" itemscope itemtype=\"http:\/\/schema.org\/ImageObject\">\n<div class=\"Figure-container\"><source media=\"(max-width: 768px)\" type=\"image\/webp\" data-image-size=\"1060x600_md\" \/><source media=\"(max-width: 768px)\" data-image-size=\"1060x600_md\" \/><source media=\"(max-width: 1440px)\" type=\"image\/webp\" data-image-size=\"1060x600_xl\" \/><source media=\"(max-width: 1440px)\" data-image-size=\"1060x600_xl\" \/><source type=\"image\/webp\" data-image-size=\"1060x600\" \/><source data-image-size=\"1060x600\" \/><img loading=\"lazy\" decoding=\"async\" class=\"image\" data-image-size=\"1060x600\" alt=\"Christopher Wray\" srcset=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/12\/90 1x, https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/12\/90-1 2x\" width=\"1060\" height=\"600\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/12\/90\" \/><figcaption class=\"Figure-caption\" itemprop=\"caption\">\n                FBI Director Christopher Wray speaks during a news conference on the inspector general&#8217;s report at FBI headquarters on Thursday, June 14, 2018, in Washington.<br \/>\n               <\/figcaption><div class=\"Figure-credit\" itemprop=\"author\">\n                (AP Photo\/Jose Luis Magana)\n               <\/div>\n<\/p><\/div>\n<\/figure><\/div>\n<\/p><\/div>\n<p>\u201cThe FBI\u2019s processes and procedures have proven to be partisan-driven and untrustworthy in recent years,\u201d Jordan, who is expected to lead the House Judiciary Committee in 2023, told the <i>Washington Examiner. <\/i>\u201cThis is the latest example of systematic corruption happening at the highest levels of the FBI, and the American people deserve full transparency.\u201d <\/p>\n<p>The DOJ\u2019s inspector general published a 2019 <u><a class=\"Link\" href=\"https:\/\/oig.justice.gov\/reports\/2019\/a20009.pdf\">report<\/a><\/u> that revealed \u201cnumerous issues\u201d with the CHS program\u2019s informant vetting process \u2014 including the fact that it ran <u><a class=\"Link\" href=\"https:\/\/oig.justice.gov\/news\/doj-oig-releases-report-fbis-management-its-confidential-human-source-validation-processes\">afoul<\/a><\/u> of 2006 attorney general guidelines by not properly managing its long-term informants. The report made 16 recommendations to the Justice Department and the FBI so they could improve the CHS program, which it noted must correct itself to ensure \u201cintegrity and reliability.\u201d <\/p>\n<p>Between fiscal 2012 and fiscal 2018, sources received $42 million total on average each year from the FBI, according to the 2019 report. Federal informants have even been authorized by the FBI to commit crimes on the dime of taxpayers, and public records dated between 2011 and 2014 show authorization for more than 22,800 incidents, according to Freedom of Information Act records <a class=\"Link\" href=\"https:\/\/www.usatoday.com\/story\/news\/nation\/2013\/08\/04\/fbi-informant-crimes-report\/2613305\/\">obtained by<\/a> <a class=\"Link\" href=\"https:\/\/www.huffpost.com\/entry\/fbi-otherwise-illegal-activity-report_n_4506385\">multiple<\/a> <a class=\"Link\" href=\"https:\/\/www.dailydot.com\/irl\/fbi-informants-otherwise-criminal-activity-report-foia\/\">outlets.<\/a> <\/p>\n<p>\u201cThe FBI has had a poor track record in recent years of relying on CHS&#8217;s in high-profile, sensitive investigative matters whose information later proves to be misleading, made-up, or otherwise unreliable,\u201d Jordan told Wray in the letter. <\/p>\n<p>It is unclear exactly how many informants are in the CHS program. But questions about the character of those in that program have continued to be raised by Republicans following the revelation that both Steele and Danchenko were paid through the CHS program. <\/p>\n<p>Special counsel John Durham\u2019s <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/john-durham-verdict-steele-dossier-igor-danchenko\">two unsuccessful<\/a> <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/sussmann-found-not-guilty-in-blow-to-john-durhams-investigation\">criminal trials this year<\/a>, one against Danchenko and the other aimed at former Hillary Clinton campaign lawyer Michael Sussmann, revealed new details about the FBI\u2019s flawed use of paid informants. <\/p>\n<p>Danchenko was on the FBI\u2019s payroll from March 2017 to October 2020 before he was charged in November 2021 with <u><a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/steeles-main-dossier-source-arrested-in-durham-investigation-report\">five counts of making false statements<\/a><\/u> to the bureau about his sourcing for the dossier, though he was found <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/john-durham-verdict-steele-dossier-igor-danchenko\">not guilty<\/a> in October. <\/p>\n<p>FBI supervisory intelligence analyst Brian Auten told the court that neither Steele nor Danchenko ever provided evidence corroborating the key claims of the anti-Trump dossier, yet Danchenko was nevertheless <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/fbi-immunity-agreement-steele-igor-danchenko-durham-trial\">granted an immunity deal<\/a> and then became a <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/fbi-steele-dossier-source-paid-informant-years-after-he-lied\">paid FBI informant for years.<\/a> A member of the FBI\u2019s Human Intelligence Validation Unit suspected Danchenko <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/fbi-agent-suspected-steele-dossier-source-russian-intelligence\">may have been linked to Russian intelligence<\/a> and had urged Helson to take a series of steps to look into possible problems with Danchenko, but the FBI agent took little action to do so. <\/p>\n<p>New details about Steele were also revealed during the Durham trial, including Auten\u2019s testimony that Steele was offered up to $1 million in October 2016 if he could back up his dossier\u2019s claims, <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/john-durham-witness-fbi-offer-proof-christopher-steele-dossier\">which the FBI analyst said he could not.<\/a> Steele had also been a longtime FBI informant, though the FBI dumped him as a confidential source in November 2016 after he admitted he was a source for an October 2016 Trump-Russia article. <\/p>\n<p>Jordan is asking the FBI for information on its \u201cpolicies and procedures\u201d in connection to sensitive investigative matters involving public officials, candidates, and news outlets. He is also asking the bureau for a \u201cdetailed accounting\u201d of the $42 million that was paid to participants in the CHS program, as well as asking for information on how many informants have been active for over five, 10, and 15 years. <\/p>\n<p>The Ohio Republican also asked the FBI to explain how it opens and closes its confidential human sources and told Wray to explain how the bureau uses paid informants in FISA warrants. <\/p>\n<p>In addition, the congressman is seeking documents and communications in connection to \u201cthe FBI\u2019s counterintelligence investigation\u201d of Danchenko and an update on how it has changed course to implement the 16 recommendations made by the inspector general in 2019. <\/p>\n<p><b><a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/\">CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/a><\/b> <\/p>\n<p>Notably, Danchenko\u2019s acquittal last month came after Democratic cybersecurity lawyer Michael Sussmann was also found not guilty in May. The Clinton-allied attorney had been charged after reportedly concealing his two clients, Neustar chief technology officer Rodney Joffe and Clinton&#8217;s 2016 campaign, from FBI General Counsel James Baker when he pushed <u><a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/sussmann-told-cia-similar-client-lie-in-2017-durham-says\">debunked allegations of a secret line of communication<\/a><\/u> between the Trump Organization and Russia\u2019s Alfa-Bank during a September 2016 meeting. <\/p>\n<p>The judge in the Sussmann trial limited some of the evidence that Durham was able to present, including the fact that <a class=\"Link\" href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/judge-says-durham-cant-mention-joffe-being-cut-off-as-fbi-source\">Joffe had been \u201cterminated as a source for cause\u201d<\/a> in 2021 amid the special counsel investigation.
