Cambridge is unique among Massachusetts cities in that it is the first to\u00a0<\/span><a href=\"https:\/\/www.thecrimson.com\/article\/2022\/10\/25\/cambridge-parking\/\"><span>fully eliminate parking minimums citywide<\/span><\/a><span>. But it is not unique among U.S. cities more generally, and comes as a\u00a0wave of other locations, including San Francisco, California; Lexington, Kentucky; and\u00a0<\/span><a href=\"https:\/\/www.twincities.com\/2021\/08\/18\/st-paul-eliminates-parking-minimums\/\"><span>St. Paul, Minnesota<\/span><\/a><span>; have made sweeping parking reforms.<\/span><\/p>\n<p><span>Parking minimums are a\u00a0type of urban <a href=\"https:\/\/fee.org\/articles\/value-creation-vs-regulation\/\">regulation<\/a> that require developers to provide a\u00a0predetermined number of parking spaces for a\u00a0certain number of residential units or a\u00a0given developed square footage. These mandates centralize decision making and impose uniformity, rather than leaving parking decisions to developers or property owners who are likely to understand the needs of residents and appreciate how these needs vary across geography and over time.<\/span><\/p>\n<p><span>As such, parking mandates are a\u00a0great example of an urban regulation that reduces efficiency and unnecessarily increases costs. Parking mandates also compel vehicle\u2010\u200bcentric transit in what is<\/span>\u2014<span>or would otherwise be<\/span>\u2014<span>urban areas. Because land is expensive, especially in urban and development constrained areas, the costs of parking mandates can be substantial.<\/span><\/p>\n<p><span>For instance,\u00a0<\/span><a href=\"https:\/\/www.emerald.com\/insight\/content\/doi\/10.1108\/S2044-994120140000005011\/full\/html\"><span>one paper<\/span><\/a><span>\u00a0found that the construction cost of a\u00a0parking space ranged from $17,000 (aboveground, in Phoenix) to $48,000 (underground, in Honolulu). But even these estimates underestimate the true cost of a\u00a0parking space by ignoring the cost of land for above ground parking as well as the opportunity cost related to foregone, higher utility development, both above and below ground: in places where parking is required, office, retail, or residential space could be developed instead. For example, in suburban Seattle, parking minimums were estimated to reduce the number of residences in buildings by 13 percent.<\/span><\/p>\n<p><span>Parking minimums meaningfully affect the cost of office and retail space. For example, providing parking in an aboveground structure is estimated to raise the construction cost of office space by an average of 30 percent, while providing parking underground increased the construction cost of office space an average of 47 percent.<\/span><span>\u00a0For shopping centers, parking minimums are estimated to increase the cost of construction even further, by 37 percent (aboveground) and 55 percent (underground).<\/span><\/p>\n<p><strong><span>Figure 1. Recent research finds that the cost of garage parking is approximately $1,700 per year or an additional<\/span><span>\u00a0<\/span><a href=\"https:\/\/www.tandfonline.com\/doi\/abs\/10.1080\/10511482.2016.1205647\"><span>17% of rent<\/span><\/a><span>\u00a0<\/span><span>for renters. Unfortunately, these costs, like zoning regulations more generally, fall hardest on low\u2010\u200bincome renters that are unable to readily absorb the costs of increased rents and that often have no need for parking spaces in the first place.<\/span><\/p>\n<p><span>This is beginning to change with current reforms. A\u00a0Parking Reform Network\u00a0<\/span><a href=\"https:\/\/parkingreform.org\/resources\/mandates-map\/\"><span>map<\/span><\/a><span>\u00a0indicates that parking reform is occurring across the United States (Figure 2). Better yet, the effects of those reforms are beginning to materialize.<\/span><\/p>\n<p><strong><span>Figure 2. As a\u00a0result of the reduction in<\/span><span>\u00a0parking requirements, researchers\u00a0<\/span><a href=\"https:\/\/www.sciencedirect.com\/science\/article\/abs\/pii\/S0264837718312870\"><span>found<\/span><\/a><span>\u00a0that $537 million in construction costs were saved over a\u00a0five\u2010\u200byear period. Without Seattle\u2019s reform, the authors predict that developers would have been required to construct an additional 18,000 parking stalls, at an approximate cost of $30,000 per space. That would surely result in higher costs for Seattle buyers and renters.<\/span><\/p>\n<p><strong><span>Figure 3. As a\u00a0result, new studio apartments were reportedly offered\u00a0<\/span><a href=\"https:\/\/www.planning.org\/planning\/2018\/oct\/peopleoverparking\/\"><span>17 percent<\/span><\/a><span>\u00a0<\/span>below typical market price.<\/p>\n<p><span>As parking reform continues, examples of cost reductions and improved affordability will inevitably continue to surface. The market is both responsive and\u00a0<\/span><a href=\"https:\/\/www.cato.org\/blog\/many-regulatory-barriers-private-sector-housing-innovation\"><span>innovative<\/span><\/a><span>\u00a0when it is allowed to operate in a\u00a0context of regulatory freedom, and it can respond to the varied demands and preferences surrounding parking much more precisely than any city planner could hope to.
