The allusion to the deadliest conflict in human history underscores the gravity of China\u2019s contemporary threat to not just the United States, but to the allies and partners who live in Beijing\u2019s shadow. Many of these nations have historically trusted the United States with their security and for good reason. Washington, after all, was instrumental in toppling Imperial Japan during WWII and helping to rebuild economies thereafter. Today, however, the People\u2019s Republic of China is waging a diplomatic and economic offensive to undermine these alliances \u2013 and Beijing has been alarmingly successful in doing so.<\/span>\n<\/p>\n<p><span>Take the Pacific Island nations, for example. This past April, the <a href=\"https:\/\/www.19fortyfive.com\/2022\/10\/will-interdependence-with-china-withstand-the-pressure-to-decouple\/\">PRC<\/a> scored a strategic coup when it <\/span><a href=\"https:\/\/time.com\/6168173\/solomon-islands-china-security-pact\/\"><span>signed<\/span><\/a><span> a security agreement with the Solomon Islands that dramatically expanded its standing and military access there. That, however, was just the beginning. Subsequently, in October, reports emerged that the country\u2019s police officers were even receiving <\/span><a href=\"https:\/\/www.theguardian.com\/world\/2022\/oct\/12\/first-solomon-islands-police-head-to-china-for-training-amid-deepening-security-ties\"><span>training and instruction<\/span><\/a><span> in China. Additionally, Beijing has expanded its influence in the Pacific Island states through initiatives such as a <\/span><a href=\"https:\/\/muse.jhu.edu\/article\/796244\/pdf\"><span>multi-billion dollar<\/span><\/a><span> resort development program in the Marianas and <\/span><a href=\"https:\/\/apnews.com\/article\/china-new-zealand-environment-pacific-ocean-marshall-islands-ec40aeea0cd5da4a17d6f3012e5874ff\"><span>environmental<\/span><\/a><span> diplomacy toward the Marshall Islands. Through these steps, and others, the PRC has steadily chipped away at the durability of America\u2019s longstanding regional partnerships.<\/span>\n<\/p>\n<p><span>That the U.S. was unprepared or unable to prevent these inroads is concerning enough. But Washington\u2019s reaction to Beijing\u2019s advances is even more troubling. When the Solomon Islands and the PRC announced <\/span><a href=\"https:\/\/www.washingtonpost.com\/world\/2022\/08\/11\/solomon-islands-china-australia-pacific\/\"><span>a joint port access agreement<\/span><\/a><span> in August, America and Australia panicked. Senior Biden administration officials rushed to Honiara to <\/span><a href=\"https:\/\/apnews.com\/article\/china-asia-new-zealand-east-solomon-islands-1690c75750dfb6b1a7a071fbaa14adf4\"><span>undo the damage<\/span><\/a><span>, while leaders in Canberra issued thinly veiled threats. These steps, however, only made matters worse, and President Mannasen Sogavare responded by <\/span><a href=\"https:\/\/www.theguardian.com\/world\/2022\/aug\/26\/us-ship-unable-to-get-solomon-islands-permission-to-dock-says-washington\"><span>denying<\/span><\/a><span> U.S. naval vessels docking rights.<\/span><\/p>\n<p><span>Similar rifts are emerging in America\u2019s partnership with the Marshall Islands, for which the United States has long served as the chief financial benefactor. Decades of Cold War nuclear bomb testing have <\/span><a href=\"https:\/\/www.latimes.com\/projects\/marshall-islands-nuclear-testing-sea-level-rise\/\"><span>terraformed<\/span><\/a><span> the archipelago. The U.S. has <\/span><a href=\"https:\/\/www.latimes.com\/environment\/story\/2021-10-22\/marshall-islands-nuclear-waste-congressional-hearing-compact\"><span>lagged<\/span><\/a><span> in addressing the environmental and health crises currently gripping the islands \u2013 openings that Beijing is deftly exploiting.<\/span>\n<\/p>\n<p><span>What accounts for America\u2019s slow and unserious response? Washington\u2019s longtime dominance in the Pacific Island region undoubtedly plays a part. Simply put, given the historic position occupied by the United States \u2013 which <\/span><a href=\"https:\/\/www.amazon.co.uk\/Guadalcanal-Richard-B-Frank\/dp\/0394588754\/ref=sr_1_1?crid=2HD0W6S3ITBSG&#038;keywords=guadalcanal+by+richard+b+frank&#038;qid=1667586391&#038;s=books&#038;sprefix=richard+b+f%2Cstripbooks%2C224&#038;sr=1-1\"><span>protected<\/span><\/a><span> the supply and communication links between U.S. and Australia, destroyed Tokyo\u2019s war-making industrial capabilities, and liberated the Philippines more than half a century ago \u2013 policymakers in Washington have tended to take the Pacific Island states for granted.<\/span><\/p>\n<p><span>That\u2019s a mistake because those partnerships remain crucial to America\u2019s regional priorities today. For instance, <\/span><a href=\"https:\/\/www.voanews.com\/a\/why-are-solomon-islands-the-newest-battleground-in-us-china-geopolitics-\/6535863.html\"><span>access<\/span><\/a><span> to the South Pacific on the part of Australia, a key regional ally, will have to be protected with the Solomons\u2019 help. Air bases in the Philippines have the range to strike targets in the Taiwan Strait and are consequently crucial to any potential scenario involving a Chinese invasion of the island. The <\/span><a href=\"https:\/\/ndupress.ndu.edu\/Portals\/68\/Documents\/jfq\/jfq-95\/jfq-95_46-53_Rhodes.pdf\"><span>Marshalls and Marianas<\/span><\/a><span>, meanwhile, secure lines of supply and communication from Hawaii and the West Coast. Simply put, the U.S. cannot credibly project power into the Pacific without the partnership of these small island nations.<\/span>\n<\/p>\n<p><span>It\u2019s a reality that U.S. officials don\u2019t seem to understand. During her recent visit to the Solomons, Deputy Secretary of State Wendy Sherman <\/span><a href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/solomons-leader-did-not-attend-us-war-memorial-service-snub-media-report-2022-08-08\/\"><span>lamented<\/span><\/a><span> the absence of Prime Minister Sogavare from the main ceremonies \u2013 without recognizing that it was in fact America which, through its lack of dynamic engagement, had missed an opportunity to head off the CCP\u2019s encroachment. But the United States now confronts a stark reality: when it comes to its regional position, heritage and hegemony are waning assets. And both are being progressively eroded by China\u2019s inroads.<\/span><\/p>\n<p><span>Not all is lost, however. Rejuvenating the alliances that ensured victory in World War II \u2013 and may ensure victory in the new <a href=\"https:\/\/www.19fortyfive.com\/2022\/05\/how-the-u-s-can-navigate-cold-war-2-0\/\">Cold War<\/a> with <a href=\"https:\/\/www.19fortyfive.com\/2022\/11\/how-china-spies\/\">China<\/a> \u2013 is still possible. But in order to do so, America can no longer afford to take these archipelagos for granted.
