(Elizabeth Frantz\/Reuters)<\/figure>\n<h2>Global Transition<\/h2>\n<p>The Memorandum of Understanding on Zero-Emission Medium and Heavy-Duty Vehicles, or Global MOU for short, is a non-legally binding agreement first introduced at COP26. It\u2019s also considered a significant component of meeting net-zero carbon emissions by 2050.<\/p>\n<p>According to the <a href=\"https:\/\/globaldrivetozero.org\/site\/wp-content\/uploads\/2021\/12\/Global-MOU-ZE-MHDVs-signed-20-Dec-21.pdf\">Global MOU<\/a>, signatories of the agreement recognize by their signing that MHDVs are a significant source of greenhouse gas (GHG) emissions, contributing up to 73 percent of NOx emissions according to <a href=\"https:\/\/globaldrivetozero.org\/site\/wp-content\/uploads\/2022\/11\/Multi-country-action-plan-for-Global-MOU.pdf\">CALSTART<\/a>.<\/p>\n<p>They also agree that MHDVs make up only 4 percent of on-road vehicles but are responsible for 36 percent of the fuel consumed and produce air pollutants, nitrogen oxides, particulate matter, and toxic air.<\/p>\n<p>As such, the signatories agree to work with other countries in identifying a \u201cviable pathway\u201d towards 100 percent ZE-MHDVs.<\/p>\n<figure id=\"attachment_4060994\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/11\/GettyImages-1157442669-1200x800-1200x800-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"lazy wp-image-4060994 size-large\" src=\"https:\/\/www.theepochtimes.com\/assets\/themes\/eet\/images\/white.png\" data-src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/11\/GettyImages-1157442669-1200x800-1200x800-1.jpg\" alt=\"Epoch Times Photo\" width=\"640\" height=\"427\" \/><figcaption class=\"wp-caption-text\"><noscript><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-4060994 size-large\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/11\/GettyImages-1157442669-1200x800-1200x800-1.jpg\" alt=\"Epoch Times Photo\" width=\"640\" height=\"427\" \/><\/noscript><\/figcaption><\/a> Semi-trucks travel along I-94 near Lake Forest, Ill., on June 21, 2019. (Scott Olson\/Getty Images)<\/figure>\n<p>Additionally, signatories agree to collaborate on \u201crelated infrastructure,\u201d participate in the Global Commercial Vehicle Drive to Zero program, and campaign for the Clean Energy Ministerial Electric Vehicle Initiative.<\/p>\n<p>Further, to be eligible to sign on as a full partner, a country first must meet specific eligibility requirements.<\/p>\n<p>They include\u00a0<a href=\"https:\/\/globaldrivetozero.org\/progress-dashboard\/targets\/\">setting<\/a>\u00a0\u201cclear and well-defined targets\u201d in the transition to net-zero; increasing\u00a0<a href=\"https:\/\/globaldrivetozero.org\/progress-dashboard\/regulations\/\">regulations<\/a>\u00a0like purchase mandates, sales mandates, and vehicle emission standards to \u201csolidify the trajectory of the market\u201d; offering\u00a0<a href=\"https:\/\/globaldrivetozero.org\/progress-dashboard\/incentives\/\">incentive<\/a>\u00a0programs to reduce the upfront cost of the vehicle; and establishing a \u201cmulti-year investment program\u201d to build the necessary zero-emission vehicle\u00a0<a href=\"https:\/\/globaldrivetozero.org\/progress-dashboard\/infrastructure\/\">infrastructure<\/a>.<\/p>\n<p>With its Nov. 17 signing, the United States joined 25 other <a href=\"https:\/\/globaldrivetozero.org\/mou-nations\/\">countries<\/a> as Global MOU partners. Austria, Canada, Chile, Denmark, Finland, Luxembourg, Portugal, Netherlands, New Zealand, Norway, Scotland, Switzerland, Turkey, United Kingdom, Uruguay, and Wales signed in 2021.<\/p>\n<h2>Electric Vehicles and Emissions<\/h2>\n<p>Signing onto the Global MOU isn\u2019t the first step the U.S. government has undertaken to reduce emissions by transitioning from traditional fossil fuel-powered vehicles to electric ones.<\/p>\n<p>For example, on Aug. 25, the California Air Resources Board voted to completely ban the sale of new gas-powered cars in the state by 2035.<\/p>\n<p>Following California\u2019s law,\u00a0<a href=\"https:\/\/www.theepochtimes.com\/more-states-move-toward-banning-gas-powered-vehicles_4716879.html\">several<\/a>\u00a0other states, including Oregon, Washington, New York, and others, also moved to ban gas-powered vehicle sales.<\/p>\n<p>Additionally, in its April 2021 report, the Alliance for Automotive Innovation, a Washington-based trade association and lobby group representing domestic and international auto manufacturers,\u00a0<a href=\"https:\/\/www.autosinnovate.org\/about\/advocacy\/EV%20Advocacy%20Packet%20April%202021.pdf\">suggested<\/a>\u00a0\u201ca sustained, holistic approach with a broad range of legislative and regulatory policies rooted in economic, social, environmental, and cultural realities\u201d to increase electric car adoption.<\/p>\n<p>To that policy and regulatory end, on Aug. 10, the U.S. Environmental Protection Agency\u00a0<a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/FR-2021-08-10\/pdf\/2021-16582.pdf\">published<\/a>\u00a0its 2023 proposed revision to vehicle standards.<\/p>\n<p>Also in August, to reduce upfront <a href=\"https:\/\/www.theepochtimes.com\/t-electric-vehicle\">electric vehicle<\/a> (EV) costs, Democrats\u00a0<a href=\"https:\/\/www.theepochtimes.com\/democrats-obstruct-their-electric-vehicle-push-with-surprising-tax-credit-requirements_4692185.html\">expanded<\/a>\u00a0EV tax credits in the passage of the Inflation Reduction Act (IRA).<\/p>\n<p>Although, since the IRA\u2019s enaction, some\u00a0<a href=\"https:\/\/www.npr.org\/2022\/08\/19\/1118519199\/what-the-inflation-reduction-act-means-for-electric-car-buyers-and-auto-companie\">experts<\/a>\u00a0have pointed out that the new credits exclude lower-priced EVs and could phase out entirely in 2023.<\/p>\n<figure id=\"attachment_4872032\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/11\/Tesla-Model-X-1200x748-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"lazy wp-image-4872032 size-large\" src=\"https:\/\/www.theepochtimes.com\/assets\/themes\/eet\/images\/white.png\" data-src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/11\/Tesla-Model-X-1200x748-1.jpg\" alt=\"Tesla Model X\" width=\"640\" height=\"399\" \/><figcaption class=\"wp-caption-text\"><noscript><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-4872032 size-large\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/11\/Tesla-Model-X-1200x748-1.jpg\" alt=\"Tesla Model X\" width=\"640\" height=\"399\" \/><\/noscript><\/figcaption><\/a> A Tesla Model X electric vehicle in this picture illustration taken in Moscow on July 23, 2020. (Evgenia Novozhenina\/Reuters)<\/figure>\n<p>Still, concerning emissions, a report on IOP Science\u00a0<a href=\"https:\/\/iopscience.iop.org\/article\/10.1088\/1748-9326\/abe2d0\">titled<\/a>\u00a0\u201cEnvironmental and economic impact of electric vehicle adoption in the U.S.\u201d found that\u00a0\u201cAlthough BEV [Battery Electric Vehicle] adoption leads to decreases in tailpipe emissions, increased manufacturing activity as a result of productivity increases or subsidies can lead to growth in non-tailpipe emissions that cancels out some or all of the tailpipe emissions savings.\u201d<\/p>\n<p>And the IOP report isn\u2019t the only publication raising concerns about EV emissions.<\/p>\n<p>The U.N. Conference on Trade and Development (UNCTAD)\u00a0<a href=\"https:\/\/unctad.org\/system\/files\/official-document\/ditccom2019d5_en.pdf\">reports<\/a> that the uptick in EV adoption and increased demand for lithium batteries presents a significant <a href=\"https:\/\/www.theepochtimes.com\/states-to-ban-gas-powered-cars-despite-human-and-environmental-cost-of-electric-vehicles_4726635.html\">environmental challenge<\/a> in mining emissions and increased mineral demand.<\/p>\n<p>Plus, the\u00a0<a href=\"https:\/\/www.iea.org\/reports\/the-role-of-critical-minerals-in-clean-energy-transitions\/executive-summary\">International Energy Agency<\/a>\u00a0(IEA) reported energy systems powered by \u201cclean energy technologies\u201d typically require more minerals to build than their fossil fuel-based counterparts.<\/p>\n<p>\u201cA typical electric car requires six times the mineral inputs of a conventional car, and an onshore wind plant requires nine times more mineral resources than a gas-fired plant,\u201d the IEA reported.<\/p>\n<p>\u201cSince 2010, the average amount of minerals needed for a new unit of power generation capacity has increased by 50 percent as the share of renewables in new investment has risen.\u201d<\/p>\n<p>Even under \u201csustainable development scenarios,\u201d the IEA\u00a0<a href=\"https:\/\/www.iea.org\/reports\/the-role-of-critical-minerals-in-clean-energy-transitions\/executive-summary\">reported<\/a>, lithium demand will increase by 42 percent by 2040 compared to 2020 levels, graphite will increase by 25 percent, cobalt (21 percent), nickel (19 percent), manganese (8 percent), and rare earth elements (7 percent).\u201d<\/p>\n<div class=\"author_wrapper\">\n<div class=\"one_author_block round\">\n<div class=\"top_row\">\n\t\t\t\t\t<a href=\"https:\/\/www.theepochtimes.com\/author-katie-spence\"><img decoding=\"async\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/10\/WEB_KatieSpence-1.jpg\" alt=\"Katie Spence\" \/><\/a><\/p>\n<p>Follow<\/p>\n<\/div>\n<p>Katie covers energy and politics for The Epoch Times.
