The book, which is edited by John Maurer of the Naval War College and Erik Goldstein of Boston University, brings together historians and strategists who provide provocative insights into the origins, evolution, and outcome of World War II in Asia and the Pacific and aspects of that war that, in the editors\u2019 view, \u201cilluminate the dangers that currently confront American leaders.\u201d<\/p>\n<p><a href=\"https:\/\/www.amazon.com\/Road-Pearl-Harbor-Great-Pacific\/dp\/1682477703?crid=1RPW9KKD1E7OB&#038;keywords=the+Road+to+Pearl+Harbor+naval+institute&#038;qid=1668713762&#038;s=instant-video&#038;sprefix=the+road+to+pearl+harbor+naval+institute%2Cinstant-video%2C57&#038;sr=1-1&#038;linkCode=li3&#038;tag=amspectator-20&#038;linkId=adbdc6577b17a0f96212d6cd0f7d2a1d&#038;language=en_US&#038;ref_=as_li_ss_il\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"aligncenter\" src=\"https:\/\/ws-na.amazon-adsystem.com\/widgets\/q?_encoding=UTF8&#038;ASIN=1682477703&#038;Format=_SL250_&#038;ID=AsinImage&#038;MarketPlace=US&#038;ServiceVersion=20070822&#038;WS=1&#038;tag=amspectator-20&#038;language=en_US\" border=\"0\" alt=\"image\" \/><\/a><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/ir-na.amazon-adsystem.com\/e\/ir?t=amspectator-20&#038;language=en_US&#038;l=li3&#038;o=1&#038;a=1682477703\" alt=\"\" width=\"1\" height=\"1\" border=\"0\" \/><\/p>\n<p>History, of course, never exactly repeats itself, but it remains the greatest teacher of human behavior. Erik Goldstein and Peter Mauch write about the failed effort in the 1920s and early 1930s to construct a liberal international order centered on the League of Nations and multinational arms control agreements, especially the Washington Naval Conference and its treaties, that affected the balance of power in Asia between Britain, the United States, and Japan. John Maurer assesses Winston Churchill\u2019s reaction to the \u201cgathering storm\u201d in Asia in the 1930s, while Walter McDougall shows FDR\u2019s evolution from isolationist to semi-belligerent in the 1930s. Historian Richard Frank and China expert Grant Rhode highlight the importance to the eventual Allied victory of China\u2019s stubborn and bloody resistance to Japan\u2019s aggression in the 1930s and throughout the war. And they go a long way toward rehabilitating the reputation of China\u2019s wartime Nationalist leader Chiang Kai-shek, whose army crucially tied down many Japanese divisions as the Allies contracted Japan\u2019s imperial realm.<\/p>\n<p>But the jewel in this collection of fine essays is Toshi Yoshihara\u2019s examination of China\u2019s views of a future war in the western Pacific. Yoshihara, who taught strategy at the Naval War College and who currently works at the Center for Strategic and Budgetary Assessments, is perhaps the nation\u2019s foremost expert on the Chinese navy. He has mined open sources for the views of Chinese military strategists, including Chinese naval officers, and warns that the People\u2019s Liberation Army\u2019s (PLA) views on future warfare in the western Pacific are consistent with a Pearl Harbor\u2013like first-strike attack on U.S. naval ships and facilities in the region, especially our \u201clogistical infrastructure\u201d at the Yokosuka naval base in Japan, the home of the U.S. Seventh Fleet.<\/p>\n<p>The PLA, Yoshihara writes, \u201cis predisposed to delivering a decisive first blow against U.S. forward-deployed forces in the western Pacific, particularly those in Japan.\u201d Chinese doctrinal writings, he notes, emphasize surprise attacks and offensive campaigns at the outset of war. Chinese strategists call this part of a \u201ccounterintervention strategy\u201d designed to strike American targets that pose the greatest threat to China\u2019s important coastal hubs along the \u201cBeijing-Tianjin, Shanghai-Nanjing, and Guangzhou-Shenzhen corridors.\u201d And the PLA has steadily acquired the precision-strike arsenals (long-range ballistic missiles, cruise missiles), especially the DF-21C, a conventionally armed intermediate-range ballistic missile that, Yoshihara notes, is capable of hitting any target on the entire Japanese archipelago, and the DF-26 missile which can deliver both conventional and nuclear warheads up to 4000 kilometers.<\/p>\n<p>Yoshihara explains that attacks on U.S. naval forces based in Japan would only be \u201cone element of a larger campaign\u201d of strikes that would likely include our airbases at Iwakuni, Yokota, and Misawa in Japan, and Kadena on Okinawa, as well as cyber warfare attacks designed to interrupt our military communications. But like Japan\u2019s attack at Pearl Harbor, even a successful initial Chinese attack on U.S. forces and facilities \u201ccould very well prove strategically counterproductive, if not disastrous, for Beijing,\u201d Yoshihara suggests, by drawing in Japan, the world\u2019s third-largest economy with a powerful navy, on the side of the United States, thereby awakening two \u201csleeping giants\u201d that together could spell doom for the PLA and the communist regime.<\/p>\n<p>For more than a decade, America\u2019s political leaders have talked about a strategic \u201cpivot\u201d to Asia without providing the necessary forces in the region to match the rhetoric. Meanwhile, the current administration in Washington promotes \u201cengagement\u201d with China even as war clouds gather in the western Pacific.
