But the president\u2019s acting assistant secretary for the Office of Postsecondary Education, Michelle Asha Cooper, went much further, claiming that as part of such efforts to increase voter registration among their students, universities may use work-study funds \u2014 which are <a href=\"https:\/\/www2.ed.gov\/programs\/fws\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">used<\/a> to provide part-time campus jobs to help students with tuition costs \u2014 to pay students to \u201csupport voter registration activities.\u201d <\/p>\n<p>Having taxpayers fund get-out-the-vote activities that support Democrats in this way had previously not been allowed.<\/p>\n<p>\u201cIf a student is employed directly by a postsecondary institution, the institution may compensate a student for [Federal Work Study] employment involving voter registration activities that take place on or off-campus,\u201d Cooper\u2019s letter reads.<\/p>\n<p>Cooper directed colleges to expand their roles in the electoral process, such as by becoming voting sites and supplying locations for ballot drop boxes. She told colleges and universities to coordinate their activities with local election officials.<\/p>\n<p>Jones said such instructions were \u201cproblematic,\u201d adding that the use of work-study funds to facilitate college voter registration campaigns is clearly a way for the left to \u201charvest young liberal votes.\u201d<\/p>\n<p>The work-study scheme was just one of many ways the Biden administration had agencies get involved in voting activities that benefit the Democrat Party.<\/p>\n<p>In fact, in March 2021, President Joe Biden issued an <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/03\/07\/executive-order-on-promoting-access-to-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">executive order<\/a> requiring federal agencies to <a href=\"https:\/\/thefederalist.com\/2022\/06\/23\/yes-biden-is-hiding-his-plan-to-rig-the-2022-midterm-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">interfere in state election processes<\/a>. Despite <a href=\"https:\/\/thefederalist.com\/2022\/10\/21\/the-doj-is-hiding-information-about-bidens-attempts-to-interfere-in-u-s-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">legal efforts<\/a> by government watchdog groups to uncover how federal departments intended to implement the order in the lead-up to the 2022 elections, the Biden administration has continued to conceal nearly all related documents.<\/p>\n<h2>A Concerted Effort to Boost Democrat Turnout<\/h2>\n<p>The taxpayer-funded work-study scheme complemented the activities of an array of left-wing nonprofit groups to boost Democrat Party votes on college campuses.<\/p>\n<p>Among the most notable of these groups is an organization known as Civic Nation, a nonprofit headed by Valerie Jarrett, a former senior adviser to President Barack Obama. According to its website, Civic Nation\u2019s <a href=\"https:\/\/civicnation.org\/about\/\" target=\"_blank\" rel=\"noreferrer noopener\">stated mission<\/a> is to \u201cempower\u201d individuals and entities \u201cto create a more inclusive, equitable America\u201d through the use of multiple \u201cnational initiatives\u201d that seek to \u201cactivate and train people to organize within their communities.\u201d One of these active enterprises is an initiative known as the \u201cALL IN Campus Democracy Challenge,\u201d which was <a href=\"https:\/\/allinchallenge.org\/about\/our-history\/\" target=\"_blank\" rel=\"noreferrer noopener\">established in 2016<\/a> to encourage colleges to increase voter participation among students.<\/p>\n<p>With nearly <a href=\"https:\/\/allinchallenge.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">1,000 participating universities<\/a> across 50 states and the District of Columbia, ALL IN <a href=\"https:\/\/allinchallenge.org\/challenge\/commitments\/\" target=\"_blank\" rel=\"noreferrer noopener\">challenges<\/a> colleges to form campus-wide committees, which are <a href=\"https:\/\/allinchallenge.org\/challenge\/how-work\/\" target=\"_blank\" rel=\"noreferrer noopener\">comprised<\/a> of both students and administration members. Once established, the working group is tasked with developing an \u201caction plan\u201d that lays out how the college plans to raise \u201cstudent voting rates and help students form the habits of active and engaged citizenship.\u201d <\/p>\n<p><a href=\"https:\/\/allinchallenge.org\/challenge\/campus-awards\/\" target=\"_blank\" rel=\"noreferrer noopener\">Universities<\/a> and <a href=\"https:\/\/allinchallenge.org\/challenge\/individual-awards\/\" target=\"_blank\" rel=\"noreferrer noopener\">individuals<\/a> that demonstrate \u201cexemplary leadership\u201d in accomplishing such goals are rewarded for their efforts with a variety of seals and awards.<\/p>\n<h2>ALL IN is a Democrat Venture<\/h2>\n<p>While ALL IN <a href=\"https:\/\/allinchallenge.org\/about\/\" target=\"_blank\" rel=\"noreferrer noopener\">claims<\/a> to be a nonpartisan venture, a deeper dive into its messaging tells a different story. In a <a href=\"https:\/\/civicnation.org\/wp-content\/uploads\/2022\/11\/College-Student-Voting-Fact-Sheet-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">fact sheet<\/a> for students released ahead of the 2022 midterms, for instance, ALL IN parrots a variety of talking points regularly espoused by Democrat politicos. <\/p>\n<p>Included on a list of what it asserts are \u201cbarriers\u201d that make it more difficult for students to vote are concepts such as \u201cstrict voter ID requirements.\u201d Also enclosed within the list are baseless claims that \u201cyoung voters of color\u201d are \u201cat risk of not being able to solve issues with their ballot\u201d because they\u2019re \u201cmore likely to return their absentee ballots just a few days before or on Election Day.\u201d<\/p>\n<p>But it\u2019s not just ALL IN\u2019s rhetoric that exemplifies its left-wing partisanship. A quick glance at the backgrounds of some of the initiative\u2019s key players reveals that the campaign is stacked with Democrat ideologues. <\/p>\n<p>Take, for example, Alicia Kolar Prevost, who is one of ALL IN\u2019s <a href=\"https:\/\/allinchallenge.org\/about\/our-history\/\" target=\"_blank\" rel=\"noreferrer noopener\">founding advisory board members<\/a>. In addition to serving in the Clinton administration, Prevost <a href=\"https:\/\/www.american.edu\/profiles\/students\/aprevost.cfm\" target=\"_blank\" rel=\"noreferrer noopener\">previously worked<\/a> at the Democratic National Committee and the 2000 and 2004 Democratic National Conventions. <\/p>\n<p>Visitors to Prevost\u2019s <a href=\"https:\/\/twitter.com\/aliciaphd\" target=\"_blank\" rel=\"noreferrer noopener\">Twitter account<\/a> will also find several retweets of high-profile Democrats such as New York Rep. Alexandria Ocasio-Cortez and former Georgia gubernatorial candidate Stacey Abrams, as well as a <a href=\"https:\/\/twitter.com\/aliciaphd\/status\/817518900627832833?s=20&#038;t=krs_xu5CtQ2FzkfirmfOyg\" target=\"_blank\" rel=\"noreferrer noopener\">post<\/a> from 2017 in which Prevost \u2014 while quoting an article about Russian attempts to interfere in the 2016 election \u2014 asks whether former President Donald Trump should have an asterisk next to his presidency.<\/p>\n<p>Also listed as a founding ALL IN board member is Martha Kanter, who was the U.S. under secretary of education during the Obama administration from 2009-2013. Kanter is currently the executive director of the College Promise Campaign, a nonprofit <a href=\"https:\/\/www.collegepromise.org\/who-we-are\" target=\"_blank\" rel=\"noreferrer noopener\">aiming<\/a> to make college \u201cfree\u201d for postsecondary students. According to its website, the group <a href=\"https:\/\/www.collegepromise.org\/partners\" target=\"_blank\" rel=\"noreferrer noopener\">partners<\/a> with numerous left-wing organizations such as the Biden Foundation and the National Education Association.<\/p>\n<h2>Republicans Must Engage Young Voters<\/h2>\n<p>While states such as California are still tabulating votes over a week after Election Day, <a href=\"https:\/\/circle.tufts.edu\/latest-research\/millions-youth-cast-ballots-decide-key-2022-races\" target=\"_blank\" rel=\"noreferrer noopener\">early figures<\/a> seem to indicate that Biden and Democrats\u2019 organized strategy of courting Gen Z voters paid off. According to preliminary data from the Center for Information &#038; Research on Civic Learning and Engagement at Tufts University, 27 percent of young people (ages 18-29) turned out to vote in the 2022 elections, falling just shy of the record 31 percent seen in 2018. The department also estimates that these voters broke overwhelmingly for Democrat candidates (63 percent) over Republican ones (35 percent).<\/p>\n<p>As correctly <a href=\"https:\/\/thefederalist.com\/2022\/11\/16\/democrats-abused-gen-z-with-covid-insanity-for-years-and-gop-leaders-refused-to-campaign-on-it\/\" target=\"_blank\" rel=\"noreferrer noopener\">pointed out<\/a> by The Federalist\u2019s Evita Duffy, unlike Democrats, Republicans made no concentrated attempts to appeal to college voters heading into the 2022 midterms. Despite Democrats\u2019 support of unscientific and crushing Covid mandates that robbed low-risk, young voters of some of the best years of their lives, Republicans refused to take advantage of the issue and instead chose to dismiss Gen Z as a lost cause unworthy of wooing. <\/p>\n<p>Whether the GOP wants to admit it, appealing to younger generations will be necessary to win future elections. While bribing them with claims to \u201ccancel\u201d student loans certainly isn\u2019t the answer, crafting coherent and pragmatic messaging that appeals to younger generations must be a priority for Republican candidates and organizations going forward.
