The state currently <a href=\"https:\/\/www.kcra.com\/article\/california-faces-25-billion-budget-deficit-states-legislative-analyst-projects\/41982419\" target=\"_blank\" rel=\"noopener\">has<\/a> $37.2 billion of reserves.<\/p>\n<p class=\"p1\">The office noted that if the state\u2019s reserves aren\u2019t enough to solve the deficit, the legislature will need to cut spending, boost revenues, and possibly move costs around. They also did not say the state is in a recession, but noted the tough economic environment is harming revenues.\u00a0The office noted that their revenue estimates \u201crepresent the weakest performance the state has experienced since the Great Recession.\u201d<\/p>\n<p class=\"p1\">\u201cIt\u2019s not insignificant, but it\u2019s also manageable,\u201d Legislative Analyst Gabriel Petek <a href=\"https:\/\/apnews.com\/article\/inflation-business-california-gavin-newsom-government-and-politics-f2d77b7d33c82e1acfc3ee9c5274d871\" target=\"_blank\" rel=\"noopener\">said<\/a>. \u201cWe don\u2019t think of this as a budget crisis.\u201d<\/p>\n<p>Democratic Governor of California Gavin <a href=\"https:\/\/www.dailywire.com\/topic\/gavin-newsom\" target=\"_blank\" rel=\"noopener\">Newsom\u2019s<\/a> administration <a href=\"https:\/\/apnews.com\/article\/inflation-business-california-gavin-newsom-government-and-politics-f2d77b7d33c82e1acfc3ee9c5274d871\" target=\"_blank\" rel=\"noopener\">reportedly<\/a> said the deficit was \u201crealistic and reasonable.\u201d<\/p>\n<p class=\"p1\">According to the <a href=\"https:\/\/www.taxpolicycenter.org\/briefing-book\/what-are-sources-revenue-state-governments\" target=\"_blank\" rel=\"noopener\">Tax Policy Center<\/a>, states collect revenue from taxes, fees and charges, as well as transfers from the federal government.<\/p>\n<p class=\"p1\">California has seen a sharp drop-off in business growth in the state, as well as residents, in recent years.\u00a0People have been <a href=\"https:\/\/dailycaller.com\/2022\/11\/16\/california-massive-budget-shortfall\/\" target=\"_blank\" rel=\"noopener\">leaving<\/a> California and moving to places such as Virginia, Washington, Florida, and Texas. From April 2020 to January 2022, the state saw over 352,000 people leave, according to the California Department of Finance statistics, per the <a href=\"https:\/\/www.latimes.com\/california\/story\/2022-07-29\/california-exodus-continues-l-a-san-francisco-lead-the-way#:~:text=Citing%20changes%20in%20work-life,and%20January%202022,%20according%20to\" target=\"_blank\" rel=\"noopener\">Los Angeles Times<\/a>.<\/p>\n<p class=\"p1\">A September <a href=\"https:\/\/www.hoover.org\/sites\/default\/files\/research\/docs\/21117-Ohanian-Vranich-4_0.pdf\" target=\"_blank\" rel=\"noopener\">report<\/a> from the Hoover Institution <a href=\"https:\/\/www.wsj.com\/articles\/californias-corporate-exodus-business-flight-gavin-newsom-lee-ohanian-joseph-vranich-hoover-institution-11666789943?mod=flipboard\" target=\"_blank\" rel=\"noopener\">found<\/a> that 352 businesses transitioned their headquarters out of the Golden State between 2018 and 2021. The overall business climate has also declined in the state.<\/p>\n<p class=\"p1\">In 2022, just nine businesses with headquarters in California <a href=\"https:\/\/dailycaller.com\/2022\/10\/20\/californias-economy-could-be-heading-for-disaster-after-companies-fled-in-droves\/\" target=\"_blank\" rel=\"noopener\">took<\/a> their company public in the first three quarters. In the same time span in 2021, 81 launched IPOS, per an <a href=\"https:\/\/www.mercurynews.com\/2022\/10\/19\/california-faces-loss-of-ipo-crown-as-tech-startup-plans-stymied\/?utm_source=CalMatters+Newsletters&#038;utm_campaign=fd9e2f7f2a-WHATMATTERS&#038;utm_medium=email&#038;utm_term=0_faa7be558d-fd9e2f7f2a-151614201&#038;mc_cid=fd9e2f7f2a&#038;mc_eid=07ec8ce5b4\" target=\"_blank\" rel=\"noopener\">analysis<\/a> from Bloomberg News that included some limitations.<\/p>\n<p class=\"p1\">As businesses and residents depart the state, the ability to generate revenue from taxes decreases. Revenues have been <a href=\"https:\/\/www.kcra.com\/article\/california-faces-25-billion-budget-deficit-states-legislative-analyst-projects\/41982419\" target=\"_blank\" rel=\"noopener\">dropping<\/a> in California for months, with September being the fourth month in a row that revenues were less than anticipated.<\/p>\n<p class=\"p1\">The California Department of Finance\u00a0has pointed to multiple reasons for low revenue, according to KCRA. California\u2019s tax strategy depends on people who typically earn more than $500,000 per year, but those individuals have been hit hard by inflation. As the Associated Press <a href=\"https:\/\/apnews.com\/article\/inflation-business-california-gavin-newsom-government-and-politics-f2d77b7d33c82e1acfc3ee9c5274d871\" target=\"_blank\" rel=\"noopener\">noted<\/a>, when people spend less money, there is less need for goods and services, which prompts terminations, resulting in fewer taxes being paid to the government.<\/p>\n<p>Republican Assembly Leader James Gallagher said the Democratic leadership is at fault for the financial situation.
