Co-author Tova Wang was the former Director of Policy and Research at the Center for Secure and Modern Elections, which is a far-left election advocacy organization <a href=\"https:\/\/www.influencewatch.org\/non-profit\/center-for-secure-and-modern-elections\/\">tied<\/a> to George Soros and the Center for Tech and Civic Life (CTCL), which received hundreds of millions of dollars from Mark Zuckerberg to influence the results of the 2020 election in favor of Joe Biden.<\/p>\n<p>Both researchers are now affiliated with the Ash Center, which is putting its Chinese Communist Party-sourced funds to work to draft policy blueprints on how states accept and verify mail-in ballots.<\/p>\n<p>These briefs are often cited by left-wing <a href=\"https:\/\/publicintegrity.org\/politics\/elections\/who-counts\/thousands-of-votes-wont-count-this-year-over-minor-absentee-ballot-errors\/\">advocacy<\/a> groups, mainstream media <a href=\"https:\/\/www.npr.org\/2022\/09\/27\/1125179062\/voting-explainer-in-many-states-theres-a-process-to-fix-an-error-with-your-ballo\">outlets<\/a>, and even congressional committees to advance electoral policies favorable to Democrats such as universal mail-in voting and \u201cballot <a href=\"https:\/\/www.csg.org\/2022\/09\/20\/ballot-curing-101\/\">curing<\/a>.\u201d<\/p>\n<figure href=\"https:\/\/thenationalpulse.com\/politics\/harvard-chinese-funding\/\">funded<\/a> by several Chinese Communist Party-backed entities including the state-owned enterprise China Southern Power Grid Corp, whose management is <a href=\"https:\/\/webcache.googleusercontent.com\/search?q=cache:hTVlUNBmqn0J:https:\/\/www.fitchratings.com\/research\/corporate-finance\/china-southern-power-grid-co-ltd-20-01-2020+&#038;cd=1&#038;hl=en&#038;ct=clnk&#038;gl=us\">\u201cdirectly appointed by China\u2019s central government.\u201d<\/a><\/p>\n<p>Additional donations to the Ash Center come from the New World China Enterprises Project, whose board is <a href=\"https:\/\/www.nwd.com.hk\/corporate\/about-NWD\/leadership\/dr-cheng-kar-shun-henry-gbs\">composed<\/a> of virtually all Chinese Communist Party members.<\/p>\n<p>Chairman and Executive Director Cheng Kar-Shun is a former Standing Committee Member of the regime\u2019s Political Consultative Conference, the arm of the party-state that is responsible for conducting billion-dollar, military-backed <a href=\"https:\/\/www.google.com\/search?q=2018+united+front&#038;oq=2018+united+front&#038;aqs=chrome..69i57j0i512l6j69i60.5427j0j7&#038;sourceid=chrome&#038;ie=UTF-8\">overseas<\/a> influence operations in the U.S.<\/p>\n<p>Accordingly, the center has frequently published reports lauding the Chinese Communist Party and its alleged popularity, which are then\u00a0<span>amplified by Chinese state-run media outlets and regime officials.<\/span><\/p>\n<p>A July 2020 <a href=\"https:\/\/ash.harvard.edu\/files\/ash\/files\/final_policy_brief_7.6.2020.pdf\">report<\/a> from the Ash Center, for example, claims\u00a0that the Chinese Communist Party is \u201cas strong as ever\u201d and that \u201cChinese citizen satisfaction with government has increased virtually across the board.\u201d<\/p>\n<p>For two decades, the center has also <a href=\"https:\/\/ash.harvard.edu\/china-programs-executive-education\">hosted<\/a> the \u201cChina\u2019s Leaders in Development Program,\u201d which describes itself as \u201cwidely recognized by the Chinese government as one of the best overseas training programs for government officials.\u201d<\/p>\n<p>Amidst these considerable ties to the Chinese Communist Party, the Ash Center\u2019s latest <a href=\"https:\/\/ash.harvard.edu\/how-reduce-rejected-ballots\">report<\/a> curiously focuses on how states can <a href=\"https:\/\/ash.harvard.edu\/publications\/ensuring-all-all-votes-count-reducing-rejected-ballots?utm_campaign=Ash_Center_Announcement&#038;utm_medium=email&#038;utm_source=AshSalesforce\">reduce<\/a> the rate of mail-in ballot rejections during elections.<\/p>\n<p>\u201cThis brief studies trends in mail ballot rejection rates in 2020 compared to previous years and how different factors, including sets of policies and policy changes, the political environment, and voter outreach, may have contributed to these changes in an extraordinary election year,\u201d explains a summary.<\/p>\n<p>\u201cResearchers, advocates, and policymakers may find the following areas of study useful to further understand why certain ballots are rejected at given rates and how we can empower voters to cast their ballots and have them count.\u201d<\/p>\n<p>Among the areas the report advises looking into are \u201corganizing,\u201d \u201celection administration,\u201d \u201csignature-matching policies,\u201d and \u201ccure methods.\u201d<\/p>\n<p>The brief has already been <a href=\"https:\/\/www.influencewatch.org\/non-profit\/center-for-public-integrity\/\">cited<\/a> in a report from the left-wing Center For Public Integrity titled \u201cThousands of votes won\u2019t count this year over minor absentee ballot errors. NPR also <a href=\"https:\/\/www.npr.org\/2022\/09\/27\/1125179062\/voting-explainer-in-many-states-theres-a-process-to-fix-an-error-with-your-ballo\">hosted<\/a> author Altamirano for an interview to praise \u201cballot curing\u201d while dismissing Republican fears that the process engenders fraud:<\/p>\n<blockquote>\n<p>\u201cJose Altamirano, a policy graduate student at the Harvard Kennedy School, says states that do have a process, however, have significantly lower rates of rejected mail ballots.<\/p>\n<p>\u201cPretty consistently\u00a0<a href=\"https:\/\/ash.harvard.edu\/files\/ash\/files\/ensuring_all_all_votes_count.pdf?m=1660330598\">data shows<\/a>\u00a0that certain numbers of voters would not have their absentee or mail ballots counted if it weren\u2019t for ballot cure,\u201d he says.<\/p>\n<p>In general, Altamirano says, states with a cure process, ballot tracking and more accessible ballot drop-off policies tend to reject a lower percentage of ballots each election.
