Too often, weapons systems make headlines over cost breaches, schedule slips, or mismanagement. But the US Air Force\u2019s new bomber program is positive and encouraging, according to House Armed Services Committee Chairman Rep. Adam Smith (D-WA).\n<\/p>\n<p>Speaking\u00a0<a href=\"https:\/\/www.aei.org\/events\/a-conversation-with-house-armed-services-committee-chairman-adam-smith-priorities-for-the-fiscal-year-2022-defense-budget\/\" target=\"_blank\" rel=\"noreferrer noopener\">at AEI last year<\/a>, the chairman said the B-21 program had incorporated well the lessons from the purchase of the F-35 Joint Strike Fighter. The new bomber has defied the odds and stayed on time, on budget, and has been made to \u201cwork in a very intelligent way.\u201d\n<\/p>\n<p>There are many reasons for the program\u2019s success that date back several chiefs and congresses. Keeping cost estimates\u00a0<a href=\"https:\/\/www.aei.org\/articles\/the-b-21-bomber-program-doesnt-need-back-seat-drivers\/\" target=\"_blank\" rel=\"noreferrer noopener\">secret<\/a>\u00a0helped avoid giving China and Russia a head start in building cheap, fast counters to\u00a0US\u00a0technology. That\u2019s because weight and cost are\u00a0so closely correlated\u00a0with aircraft development, and they could have allowed adversaries to\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2016-04-19\/air-force-says-disclosing-bomber-s-secret-cost-would-aid-enemies\" target=\"_blank\" rel=\"noreferrer noopener\">piece together a useful sketch<\/a>\u00a0of the bomber\u2019s range, payload, and most importantly for stealthy aircraft, its size.\n<\/p>\n<p>Additionally, the bomber\u2019s secrecy and unwavering performance parameters helped it avoid the \u201crequirements creep\u201d and gold-plating that has brought many a Pentagon program down into a spiral of failure.<\/p>\n<p>A decade later, the Air Force\u2019s new bomber means America is the only country in the world that can hold targets at risk inside mainland China\u2014a capability essential to deterrence and avoiding conflict.\n<\/p>\n<p>This new capability is especially needed at a time when it is increasingly harder to outrun, avoid, or defeat missiles so a bomber\u2019s ability to carry more and larger missiles and sensors becomes\u00a0<a href=\"http:\/\/csbaonline.org\/publications\/2015\/04\/trends-in-air-to-air-combat-implications-for-future-air-superiority\/\" target=\"_blank\" rel=\"noreferrer noopener\">more attractive<\/a>.<\/p>\n<p>The proliferation of long-range precision-guided missiles and advanced air defense systems challenges the traditional American method of power projection predicated upon regionally based non-stealthy aircraft. Many traditional aircraft will be unable to contribute to a significant degree in the opening days of conflict in deadly airspace surrounding peer competitors.\n<\/p>\n<p>With its long range, large payload, and powerful sensor suite, the B-21 will prove essential to destroying\u00a0<a href=\"http:\/\/warontherocks.com\/2015\/02\/why-the-new-bomber-is-a-good-investment\/?singlepage=1\" target=\"_blank\" rel=\"noreferrer noopener\">an increasing number<\/a>\u00a0of mobile and hardened or deeply buried targets, alongside breakthroughs in hypersonic technologies.<\/p>\n<p>Further, Russian and Chinese advances in jamming and anti-satellite capabilities threaten to cut communications between human controllers back in the United States and robots in enemy airspace. The B-21, with its\u00a0<a href=\"https:\/\/media.wix.com\/ugd\/a2dd91_73273f11d24b4c9fa93477958b15d144.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">large electronics suite<\/a>\u00a0and two or more airmen, will command and control independent aircraft from the hostile frontlines or serve as a data relay back to human controllers elsewhere.\n<\/p>\n<p>The B-21 will also possess the range and payload to carry short-range drones into denied airspace, a necessary condition for employing these systems in realistic environments in the first place.
