Later, there was Zmiinyu Island, another goodwill gesture.\u201d\n<\/p>\n<p>Reznikov said that Russia plans to withdraw soldiers from the left bank of the Dnieper River in Kherson Oblast and parts of Kherson City.\n<\/p>\n<p>While Reznikov also expressed optimism about Ukraine\u2019s ability to recapture Kherson and all other occupied regions of Ukraine, Russia\u2019s withdrawal \u2013 which appears to have been planned for several weeks \u2013 could be <a href=\"https:\/\/www.19fortyfive.com\/2022\/09\/could-russias-sudden-ukraine-retreat-mean-a-tactical-nuclear-weapons-strike-is-coming\/\">a tactical move<\/a> ahead of a new Russian offensive.<\/p>\n<h2><strong>Kherson Move Weeks In the Making<\/strong><\/h2>\n<p>In late October, Kremlin-installed authorities in Kherson began encouraging Kherson residents to evacuate the area. In a series of messages sent to local residents, Russian authorities advised that a Ukrainian offensive was expected in the city of Kherson and that residents should leave. <a href=\"https:\/\/www.19fortyfive.com\/2022\/10\/is-russia-getting-ready-to-destroy-a-massive-dam-in-ukraine\/\">As many as 60,000 local people<\/a> were encouraged to go, and reports soon followed that Russia warned of an imminent Ukrainian attack on the nearby Kakhovka dam.\n<\/p>\n<p>By October 27, more than 70,000 residents had left the city, according to Kremlin-appointed Kherson Oblast governor Vladimir Saldo.<\/p>\n<p>Ukraine\u2019s Operational Command South claims that Russian authorities have resorted to <a href=\"https:\/\/www.yahoo.com\/news\/british-intel-sees-russian-intent-093600660.html\">forcefully evicting residents<\/a> from both Kherson city and Kherson Oblast, and that local people near the city were given two days to pack up their belongings and leave.\n<\/p>\n<h3><strong>What Is Russia Planning?<\/strong><\/h3>\n<p>Halyna Luhova, the head of the Kherson City Military Administration, claimed in late October that there appeared to be more Russian troops on the streets of Kherson.<\/p>\n<p>\u201cI had to admit some people have left the city since the Russians announced so-called \u201cevacuation\u201d from temporarily occupied Kherson city and the region. Under the guise of the evacuation, many Russian soldiers changed into civilian clothes and also fled Kherson,\u201d\u00a0<a href=\"https:\/\/english.nv.ua\/nation\/more-russian-troops-than-locals-on-kherson-s-streets-governor-says-50279995.html\">Luhova said.<\/a>\n<\/p>\n<p>This week, Kirill Stremousov, the Kremlin-backed deputy civilian administrator for Kherson Oblast, said that Russian troops were now attempting to <a href=\"https:\/\/www.19fortyfive.com\/2022\/11\/let-us-explain-ukraines-idea-of-victory-against-russia\/\">regroup<\/a> on the other side of the river after first withdrawing from the west bank of the Dnieper River.\n<\/p>\n<p>Speaking to Solovyov Live, <a href=\"https:\/\/www.nbcnews.com\/news\/world\/russia-ukraine-war-kherson-retreat-trap-dnieper-river-vladimir-putin-rcna55501\">Stremousov said<\/a> that soldiers will most likely \u201cleave for the left bank,\u201d referring to the east bank of the river. Temporarily bolstering forces in the region to allow for this withdrawal prompted U.S. Secretary of Defense Lloyd Austin to predict new Ukrainian advances in a press conference.\n<\/p>\n<p>\u201cOn the issue of whether or not the Ukrainians can take the remaining territory on the west side of the Dnieper river in Kherson, I certainly believe that they have the capability to do that,\u201d <a href=\"https:\/\/www.politico.eu\/article\/russia-vladimir-putin-plans-to-withdraw-from-kherson-ukraine-well-advanced-says-western-official\/\">Austin said<\/a>. \u201cMost importantly, the Ukrainians believe they have the capability to do that. We have seen them engage in a very methodical but effective effort to take back their sovereign territory.\u201d\n<\/p>\n<p>The withdrawal appears to have begun, too, with photographs <a href=\"https:\/\/twitter.com\/KyivPost\/status\/1588107352535883777?ref_src=twsrc%5Etfw\">shared on social media<\/a> showing Russian flags <a href=\"https:\/\/www.wbur.org\/hereandnow\/2022\/11\/03\/russian-flag-removed-from-kherson-ukraine\">removed from administrative buildings.<\/a> Ukrainian officials warned, however, that the unverified photographs could be part of a Russian disinformation campaign, leaving Ukrainian forces at risk of a surprise attack should they make advances into the previously occupied territory.\n<\/p>\n<p>But with 40,000 Russian troops still on the west bank of the <a href=\"https:\/\/www.19fortyfive.com\/2022\/10\/is-russia-getting-ready-to-destroy-a-massive-dam-in-ukraine\/\">Dnieper River<\/a>, and the best-trained troops still in position according to Ukrainian President Volodymyr Zelenskyy, Russia may be trying to trick Ukrainian forces into re-entering Kherson.
