href=\"https:\/\/thepostmillennial.com\/portland-workers-say-making-them-go-back-to-offices-is-racist-sexist-ableist-and-anti-climate\">Portland<\/a> charity group is facing federal charges in connection with alleged fraudulent applications for\u00a0COVID-19 relief funds.<br \/>\u00a0<br \/>According to court documents, Theodore Johnson of Beaverton, founder of the <a href=\"http:\/\/tenpennyfoundation.org\/\">Ten Penny International Housing Foundation<\/a>, who has also served as the organization\u2019s president, executive director, board chairman, and CEO,\u00a0was charged with bank fraud after receiving $273,165 in <a href=\"https:\/\/thepostmillennial.com\/newsoms-businesses-rake-in-3-million-in-covid-relief-funds-while-small-businesses-close\">Paycheck Protection Program<\/a> funds for the nonprofit that provides food, rental assistance, utility aid, and services to BIPOC families and small businesses.<\/p>\n<p>Federal prosecutors allege that Johnson submitted two fraudulent PPP loan applications to the Small Business Administration in which he inflated Tea Penny\u2019s number of employees and payroll expenses.<\/p>\n<p>Johnson applied for a PPP loan in the amount of $143,065 in March of 2021 and on the application, Johnson falsely claimed Ten Penny employed 16 workers and the company\u2019s average monthly payroll was roughly $57,000, according to federal prosecutors.<\/p>\n<p>Additionally, prosecutors allege Johnson submitted bogus 2019 tax forms including using a counterfeit IRS stamp indicating the document had been submitted to the IRS to help corroborate the fraudulent claims.<\/p>\n<p>According to <a href=\"http:\/\/www.kgw.com\/article\/news\/investigations\/founder-portland-nonprofit-accused-covid-relief-fraud\/283-2680d2d2-8b6d-4087-bc8e-f248224e2672\">KGW8<\/a>, the actual 2019 IRS 990-EZ form reported Ten Penny had only six employees.<\/p>\n<p>Johnson followed that up in May 2021 by applying for a second PPP loan for 130,100 and again Johnson again falsely claimed Ten Penny employed 16 workers, according to prosecutors.<\/p>\n<p>Ten Penny received a total of $273,165 in PPP funds, according to the outlet, however, it is unclear how the funds were used.<\/p>\n<p>State records indicate Johnson was removed as Ten Penny\u2019s CEO in August and replaced by Tami Williams.<\/p>\n<p>According to an inspector general report, as of August 2020, the SBA had identified more than 70,000 loans totaling over $4.6 billion in potentially <a href=\"https:\/\/thepostmillennial.com\/billionaire-celebrities-took-out-ppp-loans-set-aside-for-hard-hit-businesses-during-pandemic\">fraudulent PPP loans<\/a> from the nearly $800 billion in potentially forgivable PPP loans that the US government had issued in 2020 in response to businesses being imperiled by COVID-19 shutdowns.<br
