Part of the funds will be for covering heating costs and some will be for making home energy repairs to lower heating and cooling bills.<\/p>\n<p>Another $9 billion in new rebate program funding will come from the Inflation Reduction Act. The money will be used for upgrading homes to lower energy bills, including by installing half a million heat pumps and retrofitting homes with better insulation.<\/p>\n<p>The White House billed the initiative, which also includes $250 million to boost heat pump manufacturing in the United States, as a way to lower energy bills, reduce pollution, and \u201chelp tackle climate change.\u201d<\/p>\n<h2>\u2018Election Year Gimmick\u2019<\/h2>\n<p>Proponents of the new initiative said the measures would lower energy bills for American families, while opponents have criticized them as increasing government dependency and trying to buy votes ahead of the midterms.<\/p>\n<p>\u201cReduce energy supply to make people dependent on the government\u2014got it,\u201d Tom Borelli, former business executive and Newsmax contributor, said in a <a href=\"https:\/\/twitter.com\/tomborelli\/status\/1587752659746013184\">statement on social media<\/a>, commenting on reports about the Biden administration\u2019s newest spending plans.<\/p>\n<p>David Williams, president of the Taxpayers Protection Alliance (TPA), <a href=\"https:\/\/twitter.com\/Protectaxpayers\/status\/1587817473205739520?s=20&#038;t=j12PoZ5du0Hb7hkLY_GCGg\">told the Daily Mail<\/a>\u00a0that the Biden administration has gotten it \u201ccompletely wrong\u201d on how to go about lowering energy costs.<\/p>\n<p>\u201cInstead of spending taxpayer money to bring down energy costs, they should be encouraging more energy development, which costs taxpayers nothing and spurs more economic growth,\u201d he said.<\/p>\n<p>Williams called the move an \u201celection year gimmick that quite frankly didn\u2019t have to happen if the administration wasn\u2019t so hostile to American energy development.\u201d<\/p>\n<p>Echoing Williams\u2019s view that the measure is a ploy to win over voters ahead of the midterm election was Will Hild, executive director of Consumers\u2019 Research, who in remarks to the Daily Mail called it a \u201cshort-term gimmick\u201d meant to \u201cdistract from the myriad ways their policies are increasing costs for consumers from the gas pump to the grocery store and everywhere in between.\u201d<\/p>\n<p>The White House did not immediately respond to a request for comment.<\/p>\n<h2>\u2018Taking Action to Lower Energy Costs\u2019<\/h2>\n<p>Secretary of Energy Jennifer Granholm praised the new initiative <a href=\"https:\/\/twitter.com\/SecGranholm\/status\/1587782216414887941?s=20&#038;t=KTPfe5rGq_sdqeyG_1l-sw\">in a statement<\/a>, saying it\u2019s another way the Biden administration and the Department of Energy are \u201cworking together to cut costs for families and businesses.\u201d<\/p>\n<p>\u201cIt means states and tribes will have greater resources to meet people\u2019s needs and move us even faster down the path to a net-zero emissions economy,\u201d Granholm said.<\/p>\n<p>Abdullah Hasan, the White House assistant press secretary, wrote in a <a href=\"https:\/\/twitter.com\/AHasan46\/status\/1587733676003147777\">post on Twitter<\/a>\u00a0commenting on the new initiative that the Biden administration is \u201ctaking action to lower energy costs\u201d while alleging that congressional Republicans \u201cwant to increase them by repealing the Inflation Reduction Act.\u201d<\/p>\n<p>The White House <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2022\/10\/27\/congressional-republicans-five-part-plan-to-increase-inflation-and-costs-for-american-families\/\">has claimed<\/a> that congressional Republicans have a five-part \u201cmega, MAGA, trickle-down economic plan\u201d that would raise costs and make <a href=\"https:\/\/www.theepochtimes.com\/t-inflation\">inflation<\/a> worse by such measures as extending Trump-era tax cuts and repealing Biden\u2019s student debt relief handout.<\/p>\n<p>\u201cDemocrats are building a better America for everyone, with an economy that grows from the bottom up,\u201d President Joe Biden <a href=\"https:\/\/twitter.com\/thehill\/status\/1584919208130854912\">said at an event<\/a> on Oct. 25. \u201cRepublicans are doubling down on their mega, MAGA, trickle-down economics that benefits the very wealthy.\u201d<\/p>\n<p>Sen.
