Claudia Tenney (R-NY 22nd District) and Elise Stefanik (R-NY 21stDistrict). <\/p>\n<p>In a <a href=\"https:\/\/acrobat.adobe.com\/link\/track?uri=urn:aaid:scds:US:de08e19c-f994-38b7-aa56-9cdf9bbc16d7\" target=\"_blank\" rel=\"noreferrer noopener\">letter<\/a> sent to the New York Board of Elections Tuesday, Tenney, who is the chair of the House Election Integrity Caucus, and Stefanik, chair of the House Republican Conference, urged the board to come into compliance with the <a href=\"https:\/\/www.eac.gov\/sites\/default\/files\/eac_assets\/1\/6\/HAVA41.PDF\" target=\"_blank\" rel=\"noreferrer noopener\">Help America Vote Act of 2002 (HAVA)<\/a>, which prohibits states from accepting voter registrations without personally identifiable information. <\/p>\n<p>According to a <a href=\"https:\/\/publicinterestlegal.org\/wp-content\/uploads\/2022\/10\/NY-Sans-PII-1P-Report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a> by the Public Interest Legal Foundation (PILF), approximately 3.1 million New York voter registrations \u2014 23% of New York\u2019s voter roll \u2014 are missing any form of PII. Social Security and driver\u2019s license\/state ID numbers all constitute valid forms of PII.<\/p>\n<p>\u201cCollecting PII from registrants is a critical\u00a0practice\u00a0for voter roll maintenance and election integrity,\u201d the letter states. \u201cPII allows states\u00a0to\u00a0verify the identity of any given registrant. It also ensures\u00a0states can accurately maintain voter rolls when\u00a0individuals file duplicate registrations, move to different states, or pass away.\u201d<\/p>\n<p>According to PILF, the New York State Board of Elections seems to be an outlier for failing to record the PII of voter registrants, as \u201cnearly every other state disclosed extremely low missing PII totals.\u201d Are New Yorkers particularly shy about providing this information then, or are election officials just failing to accurately record such data? <\/p>\n<p>It looks like the latter is true. From January 2019 to December 2020, 22,546 registrants without PII were added to New York\u2019s voter rolls. And during this current cycle to date, 21,062 have been added.<\/p>\n<p>As a remedy, PILF suggests the Empire State pass legislation similar to that of Florida, which <a href=\"https:\/\/flgov.com\/2022\/04\/25\/governor-ron-desantis-signs-bill-to-strengthen-floridas-election-integrity\/\" target=\"_blank\" rel=\"noreferrer noopener\">established<\/a> a procedure for the Florida DMV to share PII with the Florida voter rolls so they could be updated with any missing information. Tenney and Stefanik also encourage the board to follow PILF\u2019s proposal.<\/p>\n<p>\u201cWith the 2022 midterm elections rapidly approaching,\u00a0we request a response no later than November 3, 2022, regarding your enforcement of HAVA \u00a7303(a) and how you will resolve New York\u2019s noncompliance,\u201d the Congresswomen finish.<\/p>\n<p>Such a letter comes as <a href=\"https:\/\/www.politico.com\/news\/2022\/10\/18\/poll-hochul-leads-zeldin-4-points-00062302\" target=\"_blank\" rel=\"noreferrer noopener\">polls<\/a> show the New York governor\u2019s race between Democratic incumbent Kathy Hochul and Republican challenger Lee Zelden is tightening to uncomfortably (for Democrats) low single digits, meaning accurately maintained voter rolls are key to ensuring the integrity and security of New York\u2019s elections \u2014 particularly for close contests like the governor\u2019s race. <\/p>\n<p>\u201cThe state should inform the public how it intends to correct nearly 3.1 million voter registrations that lack this personal information,\u201d Tenney told The Federalist. \u201cImproving voter roll maintenance is key to restoring faith in our elections.\u201d<\/p>\n<p> Victoria Marshall is a staff writer at The Federalist.
