American officials have also <a href=\"https:\/\/www.uscc.gov\/sites\/default\/files\/Research\/China%27s%20Overseas%20United%20Front%20Work%20-%20Background%20and%20Implications%20for%20US_final_0.pdf\">identified<\/a> the effort as working to \u201cco-opt and neutralize sources of potential opposition\u201d and \u201cinfluence foreign governments to take actions or adopt positions supportive of Beijing.\u201d<\/p>\n<div class=\"intro-text\">\n<p dir=\"ltr\">ELECTION WARFARE<\/p>\n<\/div>\n<p dir=\"ltr\">While maintaining these compromising <a href=\"https:\/\/foreignpolicy.com\/2017\/11\/28\/this-beijing-linked-billionaire-is-funding-policy-research-at-washingtons-most-influential-institutions-china-dc\/\">ties<\/a>, one of the primary operations of the Carter Center has been conducting \u201celection observation\u201d missions for over 100 <a href=\"https:\/\/www.cartercenter.org\/documents\/nondatabase\/electionpage.html\">elections<\/a> across 39 countries.<\/p>\n<p dir=\"ltr\">Since 2020, it has <a href=\"https:\/\/www.ajc.com\/news\/atlanta-news\/as-carter-center-turns-40-a-growing-focus-on-us-elections\/3IMG7FCMFFHFFA5X5OITRJGM6A\/\">pledged<\/a> to carry out similar operations in the U.S.<\/p>\n<p dir=\"ltr\">\u201cThe Carter Center has been working to support elections at home by providing objective information about the election process and advancing good practices in transparency,\u201d outlines the center before noting \u201cour efforts have expanded in 2022 and will continue to grow in the run-up to 2024.\u201d<\/p>\n<p dir=\"ltr\">Georgia, Arizona, Michigan, Florida, and North Carolina are the <a href=\"https:\/\/www.cartercenter.org\/peace\/democracy\/nonpartisan-election-observation-u.s.html\">primary<\/a> states of interest for the Carter Center.<\/p>\n<p dir=\"ltr\">For example, the Carter Center was recently <a href=\"https:\/\/thehill.com\/homenews\/campaign\/3689616-carter-center-accepts-invite-to-observe-midterm-elections-in-fulton-county-ga\/\">selected<\/a> by Georgia\u2019s <a href=\"https:\/\/www.cartercenter.org\/news\/pr\/2022\/fulton-county-election-observation.html\">Fulton<\/a> County Board of Elections and the Performance Review Board to send \u201cnonpartisan election observers\u201d to oversee the upcoming Nov. 8 midterms. Fulton County, which includes the city of Atlanta, was reportedly a hotbed of voter fraud during the 2020 election.<\/p>\n<p dir=\"ltr\">The Carter Center will be responsible for \u201cabsentee ballot issuance and processing; early voting and election day polling places; election day operations in the elections office; and post-election procedures\u201d in the <a href=\"https:\/\/thenationalpulse.com\/2021\/06\/17\/im-ready-to-fk-st-up-stunning-georgia-election-docs\/\">controversial<\/a> county, according to a press release.<\/p>\n<p dir=\"ltr\">The Carter Center\u2019s unearthed efforts to influence the upcoming midterm elections follow the group playing a leading role in monitoring the audit of Georgia\u2019s election results in 2020.<\/p>\n<p dir=\"ltr\">In 2020, the center worked on an election security task force for Georgia Secretary of State Brad Raffensperger\u2019s office as the sole \u201cnonpartisan\u201d observer for the audit.<\/p>\n<p dir=\"ltr\">The Carter Center is also conducting operations in <a href=\"https:\/\/www.azcentral.com\/story\/news\/politics\/elections\/2022\/08\/16\/new-group-aims-protect-elections-encourage-democratic-principles\/10331675002\/\">Arizona<\/a>, recently launching the Arizona Democracy Resilience <a href=\"https:\/\/www.azcentral.com\/story\/news\/politics\/elections\/2022\/10\/23\/learn-maricopa-county-elections-follow-ballot-event\/10560143002\/\">Network<\/a> to suppress discussion of voter fraud among candidates and combat election \u201cmisinformation.\u201d Among the group\u2019s demands are that candidates \u201ccooperate with elections officials\u201d and \u201cavoid spreading falsehoods.\u201d<\/p>\n<p dir=\"ltr\">\u201cWhen you have candidates talking about fraud when there\u2019s really been no evidence of fraud and fraud before an election is even held, it presents the kind of atmosphere out there that can lead to things down the road that you just don\u2019t want to see happen,\u201d explained Arizona Democracy Resilience Network co-director Don Henninger.<\/p>\n<p dir=\"ltr\">The Arizona Democracy Resilience Network has identified Maricopa and Pima counties as its primary targets, both of which were believed to have been plagued with extensive voter fraud during the 2020 election.<\/p>\n<p dir=\"ltr\">In an effort to boost confidence in the security of Arizona\u2019s elections, which will be administered by Democratic gubernatorial candidate Katie Hobbs, the Carter Center\u2019s group is sponsoring statewide events such as \u201cFollow the Ballot: Be Confident Your Vote Is Counted\u201d to undercut claims of voter fraud.<\/p>\n<p dir=\"ltr\">In addition to its Arizona and Georgia operations, the Carter Center is also behind the <a href=\"https:\/\/www.wcnc.com\/article\/news\/politics\/elections\/new-bipartisan-effort-build-trust-strengthen-democracy\/275-434c5db7-290c-4404-9a4c-6889fd7fa4fe\">North<\/a><a href=\"https:\/\/www.wcnc.com\/article\/news\/politics\/elections\/new-bipartisan-effort-build-trust-strengthen-democracy\/275-434c5db7-290c-4404-9a4c-6889fd7fa4fe\"> Carolina Network<\/a> for Fair, Safe, and Secure Elections, which is sponsoring a state-wide \u201cTrusted Elections\u201d tour.<\/p>\n<p dir=\"ltr\">The group is also set to launch a similar campaign in Florida and has pledged to deploy \u201cnon-partisan election observers\u201d in Michigan.<\/p>\n<div class=\"intro-text\">\n<p dir=\"ltr\">CCP SELLOUTS<\/p>\n<\/div>\n<p dir=\"ltr\">The Carter Center\u2019s newfound interest in influencing American elections, however, follows decades of collaboration with the CCP and its foreign influence operations conducted through \u201cUnited Front\u201d groups.<\/p>\n<p dir=\"ltr\">Since 2012, the Carter Center has <a href=\"https:\/\/www.cusef.org.hk\/en\/what-we-do\/high-level-dialogues\/china-us-relations-forum-held-in-suzhou\">worked<\/a> alongside the China United States Exchange <a href=\"https:\/\/www.cusef.org.hk\/resources\/publications\/cusef-hk-forum-report-2022-en.pdf\">Foundation<\/a> (CUSEF), which was founded by the Vice-Chairman of the United Front\u2019s oversight department. CUSEF has previously sponsored trips to China for American journalists and <a href=\"https:\/\/thenationalpulse.com\/exclusive\/former-reps-sponsored-trips-to-china\/\">former<\/a> congressmen in exchange for \u201cfavorable coverage,\u201d as revealed by Foreign Agent Registration Act (FARA) filings.<\/p>\n<p dir=\"ltr\">The Carter Center, which has accepted <a href=\"https:\/\/www.afpc.org\/publications\/articles\/u.s-institutions-must-get-smarter-about-chinese-communist-party-money\">funds<\/a> from CUSEF, has sponsored a host of dialogues and events with the controversial group, providing a platform to argue fo increasing ties between America and the CCP.<\/p>\n<p dir=\"ltr\">The center also retains links to the <a href=\"https:\/\/cpaffc.org.cn\/history\/index\/detail\/id\/241.html\">Chinese<\/a> People\u2019s Association for Friendship with Foreign Countries, which has been dubbed the \u201c<a href=\"https:\/\/www.hoover.org\/sites\/default\/files\/research\/docs\/00_diamond-schell-chinas-influence-and-american-interests.pdf\">public face<\/a>\u201d of the United Front and flagged by the U.S. State Department for its campaigns to <a href=\"https:\/\/www.reuters.com\/article\/us-usa-china-pompeo\/u-s-designates-chinese-body-a-foreign-mission-quits-local-cooperation-agreement-idUSKBN27D305\">\u201cdirectly and malignly influence\u201d<\/a> American officials.<\/p>\n<p dir=\"ltr\">Other United Front groups that the Carter Center has collaborated with include the Chinese People\u2019s Association for Peace and Disarmament, the Center for China and Globalization, and the U.S.-China Heartland Association, which explicitly targets American farmers and farmland.<\/p>\n<p dir=\"ltr\">The Carter Center has also hosted events alongside the China Research Center (CRC), which is financially supported by Confucius Institutes. Confucius Institutes have been described by Chinese <a href=\"https:\/\/www.motherjones.com\/politics\/2019\/03\/confucius-institutes-china-spent-the-last-decade-bankrolling-hundreds-of-college-programs-now-congress-has-had-enough\/\">government<\/a> officials as \u201can important part of China\u2019s overseas propaganda set-up\u201d and are notoriously rife with intellectual property theft and espionage.<\/p>\n<div class=\"intro-text\">\n<p dir=\"ltr\">FOREIGN ELECTION INTERFERENCE?<\/p>\n<\/div>\n<p dir=\"ltr\">The Carter Center\u2019s ties to the CCP run deeper, as it signed a memorandum of understanding with the regime\u2019s Ministry of Civil Affairs in 1998 to collaborate on various election matters in China at the village and township level.<\/p>\n<p dir=\"ltr\">The Carter Center, which was the first <a href=\"https:\/\/www.cartercenter.org\/news\/features\/p\/china\/brookings-scholar-studies-china-elections.html\">foreign<\/a> organization allowed to observe elections above the village level in China, has published extensive reports on the CCP\u2019s elections, routinely failing to offer any harsh criticism of the regime\u2019s electoral manipulation and intimidation.<\/p>\n<p dir=\"ltr\">\u201cIn those villages which we saw and heard about, the basic norms of a democratic election have been conveyed and are being implemented,\u201d <a href=\"https:\/\/www.cartercenter.org\/documents\/531.html\">explained<\/a> one report.<\/p>\n<p dir=\"ltr\">Under the memorandum, the Carter Center <a href=\"https:\/\/www.cartercenter.org\/documents\/538.html\">worked<\/a> with the CCP\u2019s Ministry of Civil Affairs \u201cto set up a computer network system for election data gathering; to standardize electoral procedures; to design and organize training sessions of election officials; and to promote exchanges between China and the United States on election observations and researches on election-related topics,\u201d according to a synopsis of the agreement.<\/p>\n<p dir=\"ltr\">\u201cAll Carter Center programming is done in consultation with Chinese government agencies and designed to deepen reform measures on the government agenda,\u201d it <a href=\"https:\/\/www.cartercenter.org\/news\/features\/p\/china\/brookings-scholar-studies-china-elections.html\">adds<\/a>.<\/p>\n<p dir=\"ltr\">The memorandum also led to the Carter Center hosting delegations of CCP officials visiting the U.S. to observe elections in 1998, 2000, 2002, and 2006.<\/p>\n<div class=\"intro-text\">\n<p dir=\"ltr\">D\u00e9j\u00e0 Vu Blue?<\/p>\n<\/div>\n<p dir=\"ltr\">Beyond its Chinese Communist Party ties, the group\u2019s expansion into American elections has been met with considerable pushback due to its apparent left-wing political bias.
