Surovikin stated that the Ukrainian forces might use \u201cbanned weapons\u201d in their attack against <a href=\"https:\/\/www.pbs.org\/newshour\/world\/ukraine-retakes-more-territory-in-southern-kherson-region\">Kherson City<\/a> and that the <a href=\"https:\/\/mwi.usma.edu\/the-kherson-ruse-ukraine-and-the-art-of-military-deception\/\">Russian military<\/a> \u201ccan\u2019t afford to expose the population to that [danger].\u201d The top Russian officer in Ukraine added that Moscow must make some \u201c<a href=\"https:\/\/www.19fortyfive.com\/2022\/10\/how-world-war-iii-starts-would-putin-use-tactical-nuclear-weapons\/\">hard decisions<\/a>\u201d soon.<\/p>\n<p>On Tuesday night, Kirill Stremousov, a pro-Russian official in proxy Kherson government, send a dire message on the Telegram app warning the people in and around <a href=\"https:\/\/www.reuters.com\/world\/europe\/russia-consolidating-new-front-line-khersons-mylove-village-uk-says-2022-10-13\/\">Kherson<\/a> of the imminent danger of a Ukrainian attack. <\/p>\n<p>\u201cDear residents of <a href=\"https:\/\/www.usnews.com\/news\/world\/articles\/2022-10-18\/russian-occupied-kherson-region-says-some-civilians-to-be-evacuated\">Kherson<\/a> and Kherson region, according to our information, the Ukro-Nazis encouraged by the West will begin their offensive on the city of Kherson very soon. Shelling of Kherson cannot be ruled out. Shelling of the right bank [the western part] of Kherson region cannot be ruled out,\u201d the pro-Russian official\u00a0<a href=\"https:\/\/twitter.com\/francis_scarr\/status\/1582472381519781888\">stated<\/a>.<\/p>\n<p>Kherson is the largest Ukrainian urban center captured by the Russian military during the <a href=\"https:\/\/www.19fortyfive.com\/2022\/10\/desperate-putin-russia-is-upgrading-ancient-t-62-tanks-for-ukraine-war\/\">conflict<\/a>. <\/p>\n<p>\u201cFor two weeks, we have been insistently recommending that people leave the right bank of Kherson region. We remind you that housing, which you may lose as a consequence of missile strikes and bombing by the Nazis, will be compensated by <a href=\"https:\/\/www.nytimes.com\/2022\/09\/23\/us\/politics\/putin-ukraine.html\">Russia<\/a> in other Russian regions. I request that you take my words seriously and as a call for evacuation as quickly as possible. We don\u2019t intend to surrender the city. We will stand firm until the end. We won\u2019t let the Nazis into the city,\u201d Stremousov added. <\/p>\n<p>The Russian officials have started evacuating, in some cases forcibly, <a href=\"https:\/\/www.cnn.com\/2022\/10\/19\/europe\/ukraine-russia-kherson-intl\/index.html\">civilians out of Kherson<\/a>. <\/p>\n<p><strong>A Slow Death: The Ukrainian Strategy <\/strong> <\/p>\n<p>For the better part of three months, the <a href=\"https:\/\/abcnews.go.com\/International\/wireStory\/russia-evacuate-kherson-residents-ukraine-advances-91494163\">Ukrainian military<\/a> has been pursuing a long-range interdiction campaign in the south. Combing targeting intelligence shared by the West with the mobile M142 High Mobility Artillery Rocket System (<a href=\"https:\/\/www.19fortyfive.com\/2022\/10\/putin-is-angry-ukraine-getting-more-himars-weapons-to-fight-russia\/\">HIMARS<\/a>) and the heavier M270 Multiple Launch Rocket System (MLRS), the Ukrainian forces have been targeting and taking out anything of military value within range. <\/p>\n<p>Ammunition dumps, fuel depots, air defense, command and control posts, electronic warfare hubs, troop concentrations, transportation infrastructure, and other targets have been on the target deck of the Ukrainian long-range fires. The result after three months of precision fire is that the Russian military\u2019s lines of supply and communication in and around <a href=\"https:\/\/www.theguardian.com\/world\/2022\/oct\/19\/russia-planning-evacuate-up-to-60000-people-kherson-ukraine\">Kherson<\/a> have been severely degraded. <\/p>\n<p>The Antonovsky Bridge that connects the two banks of the Dnipro River has been severely damaged, making vehicle movement hard, if not impossible.
