Jerry Brown (D) that it be built, and the investments of both the Obama and Biden administration in its supposed construction.<\/p>\n<p class=\"a8d-pre\">The <em>Times<\/em> <a href=\"https:\/\/www.nytimes.com\/2022\/10\/09\/us\/california-high-speed-rail-politics.html\">noted<\/a>:<\/p>\n<figure id=\"D-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B1\" class=\"a8d\"><\/figure>\n<figure id=\"gmxrevmore\" class=\"H\"><\/figure>\n<div class=\"css-53u6y8\">\n<blockquote>\n<p class=\"css-at9mc1 evys1bk0\">Now, as the nation embarks on a historic, <a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.nytimes.com\/2021\/11\/15\/us\/politics\/biden-signs-infrastructure-bill.html\">$1 trillion infrastructure building spree<\/a>, the tortured effort to build the country\u2019s first high-speed rail system is a case study in how ambitious public works projects can become perilously encumbered by political compromise, unrealistic cost estimates, flawed engineering and a determination to persist on projects that have become, like the crippled financial institutions of 2008, too big to fail.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u2026<\/p>\n<\/blockquote>\n<div class=\"css-53u6y8\">\n<blockquote>\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">The state was warned repeatedly that its plans were too complex. SNCF, the French national railroad, was among bullet train operators from Europe and Japan that came to California in the early 2000s with hopes of getting a contract to help develop the system.<\/p>\n<\/div>\n<p class=\"css-at9mc1 evys1bk0\">\u2026<\/p>\n<p class=\"css-at9mc1 evys1bk0\">\u201cThere were so many things that went wrong,\u201d Mr. McNamara said. \u201cSNCF was very angry. They told the state they were leaving for North Africa, which was less politically dysfunctional. They went to Morocco and helped them build a rail system.\u201d<\/p>\n<\/blockquote>\n<p class=\"css-at9mc1 evys1bk0\">Upon taking office in 2019, Gov. Gavin Newsom (D) <a href=\"https:\/\/www.breitbart.com\/politics\/2019\/02\/12\/california-governor-gavin-newsom-cancels-high-speed-rail-would-cost-too-much-and-take-too-long\/\">canceled<\/a> the high-speed rail project because he said it would \u201ccost too much\u201d and \u201ctake too long.\u201d President Donald Trump (R) then tried to have $1 billion that federal taxpayers had already paid into the project returned to the national government. But President Biden and Secretary of Transportation Pete Buttigieg restored the funding, hoping to build a high-speed rail link between sparsely-populated rural cities in the Central Valley that are most often traversed by car.<\/p>\n<figure id=\"D-ROS-B2\" class=\"a8d\"><\/figure>\n<figure id=\"M-ROS-B2\" class=\"a8d\"><\/figure>\n<p><em>Joel B.
