(Photo by Floriana Garo)<\/figcaption><\/figure>\n<\/p><\/div>\n<p>TIRANA, Albania \u2014 On June 2, 1994, while on assignment in the Balkans, I managed to snare a one-hour interview with Sali Berisha, the first democratically elected leader in Albania\u2019s history.<\/p>\n<p>Back then, the future looked bright for this former cardiologist, who two years earlier had taken over the presidency of his isolated, impoverished Maryland-sized nation from communist hardliner Ramiz Alia, by then under house arrest.<\/p>\n<p>Under Berisha\u2019s leadership, Albania had slashed its runaway inflation rate from triple to single digits, achieved a 1992 economic growth rate of 9% and significantly reduced public debt. During his first three years in office (initially as president and later on as prime minister, a newly created position), Berisha saw 75% of Albania\u2019s GDP generated from the private sector.<\/p>\n<p>Internationally, Berisha enjoyed close personal friendships with President George H.W. Bush and Secretary of State James A. Baker III\u2014as evidenced <a href=\"https:\/\/www.youtube.com\/watch?v=1M11iRWQGiY\">during a June 1992 meeting<\/a> in the Oval Office\u2014and was widely respected for his success in turning around the fortunes of what had long been the poorest country in Europe.<\/p>\n<p>How times have changed.<\/p>\n<p>Last month, Dr. Berisha and I met again, this time at his office in the Tirana headquarters of the conservative Partia Demokratike e Shqip\u00ebris\u00eb (Democratic Party of Albania, or PD). (Photo by Larry Luxner)<\/figcaption><\/figure>\n<p><strong>Berisha denies allegations, blames Soros for spreading lies<\/strong><\/p>\n<p>As prime minister of Albania from 2005 to 2013, Blinken said in <a href=\"https:\/\/www.state.gov\/public-designation-of-albanian-sali-berisha-due-to-involvement-in-significant-corruption\/\">an official statement<\/a>, \u201cBerisha was involved in corrupt acts \u202fsuch as misappropriation of public funds and interfering with public processes, including using his power for his own benefit and to enrich his political allies and his family members at the expense of the Albanian public\u2019s confidence in their government institutions and public officials.<\/p>\n<p>\u201cFurthermore, his own rhetoric demonstrates he is willing to protect himself, his family members, and his political allies at the expense of independent investigations, anti-corruption efforts and accountability measures,\u201d the secretary of state added.<\/p>\n<p>As if that\u2019s not enough, the US travel ban also includes the veteran politician\u2019s wife, Liri Berisha; his son, Shkelzen Berisha, and his daughter, Argita Berisha Malltezi.<\/p>\n<p>\u201cAs you probably have heard, I am blacklisted by Anthony Blinken,\u201d Berisha said with a smile, welcoming me to take a seat. He then proceeded to vigorously deny all the accusations against him and blamed left-leaning global financier George Soros for his current problems.<\/p>\n<p>\u201cThis happened eight years after I no longer had any political leadership role, nor any kind of executive power. I was just a member of parliament,\u201d he said. \u201cAnd during my time in power, I had very good relations with the United States. I never spared efforts to take decisions with the interests of the US in mind.\u201d<\/p>\n<p>He added: \u201cFor the last 16 years, my wife works as a volunteer for autistic children at a center that was set up with very strong support from Autism Speaks. She\u2019s been sanctioned\u2014and my children also\u2014because of me. (Photo courtesy of PD)<\/figcaption><\/figure>\n<p><strong>UK blacklists Berisha as GOP lawmaker defends him<\/strong><\/p>\n<p>Nearby church bells rang loudly during our Sept. 12 meeting, which by coincidence took place on the 24th anniversary of the <a href=\"https:\/\/euronews.al\/en\/albania\/2021\/09\/12\/dp-paid-homage-for-23rd-anniversary-of-azem-hajdaris-assassination\/\">assassination of Azem Hajdari<\/a>, an early student leader who helped overthrow Albania\u2019s communist regime. Hajdari was shot to death only a few steps from the entrance to party headquarters where our meeting was taking place.<\/p>\n<p>Berisha, now the country\u2019s main opposition leader, is the political nemesis of current Prime Minister Edi Rama, who\u2019s been in office since 2013 and has chaired Albania\u2019s Socialist Party since 2005.<\/p>\n<p>Despite his problems, Berisha has powerful friends on Capitol Hill.<\/p>\n<p>Late last year, Rep. In July, Berisha confirmed through a post on his Facebook page that he had been denied entry to the UK as well.<\/p>\n<p>\u201cThis week, we took disruptive action against several Albanian individuals with well-publicized and documented ties to criminality and corruption,\u201d Stuart Peach, Britain\u2019s special envoy to the Western Balkans, said in a <a href=\"https:\/\/www.gov.uk\/government\/speeches\/breaking-the-links-between-politics-business-and-illicit-activity-in-the-western-balkans\">statement<\/a>.\u00a0\u201cThis is the first wave of a set of actions intended to encourage accountability and end impunity.\u201d<\/p>\n<p>That led Yuri Kim, US envoy to Albania, to post this comment to Twitter on July 21: \u201cWe welcome this important action. Those who have abused the public\u2019s trust to enrich themselves and pervert the rule of law\u2014in other words, those who have engaged in significant corruption and undermined democracy\u2014must face justice. (Photo by Larry Luxner)<\/figcaption><\/figure>\n<p><strong>Shifting loyalties in the post-communist era<\/strong><\/p>\n<p>Berisha\u2019s office is decorated with mementos of his time in power, including a bronze medallion bearing the likeness of Ibrahim Rugova given to him by the Democratic League of Kosovo.<\/p>\n<p>On a nearby conference table sits a wood-carved emblem of NATO\u2014commemorating Albania\u2019s 2009 accession to the alliance\u2014that\u2019s engraved with the autographs of every NATO member head of state including Britain\u2019s Tony Blair, France\u2019s Jacques Chirac, Czech President Vaclav Havel, Germany\u2019s Gerhard Schr\u00f6der and US President Bill Clinton.<\/p>\n<p>Hundreds of books also line the shelves of Berisha\u2019s office. These range from <em>L\u2019Italia Che Ho in Mente<\/em> by Silvio Berlusconi and<em> The Deep State of Europe<\/em> by Basil A. Coronakus to annual reports by Amnesty International and Freedom House. At the time of our interview, Berisha\u2014an avid historian\u2014was reading <em>Losing the Long Game: The False Promise of Regime Change in the Middle East<\/em> by US career diplomat Philip H. Gordon.<\/p>\n<p>Berisha\u2019s admiration for the United States is not unusual for this still relatively isolated Balkan country of 2.9 million.<\/p>\n<p>In 1946, following Italian and then Nazi German occupation during World War II, Albanian dictator Enver Hoxha broke relations with Washington. George Soros provided financial support and I was very grateful for it,\u201d he said of the Hungarian-born Jewish Holocaust survivor. \u201cBut years later, I saw that his model was a monistic one.\u201d<\/p>\n<p>This is why Berisha opposed efforts by the financier\u2019s <a href=\"https:\/\/www.opensocietyfoundations.org\/\">Open Society Foundations<\/a>\u2014an NGO calling itself \u201cthe world\u2019s largest private funder of independent groups working for justice, democratic governance and human rights\u201d\u2014to reform Albania\u2019s troubled judicial system.<\/p>\n<p>\u201cThey hired a group of experts, almost all of them members of OSF and all leftists, including Luan Omari, the drafter of the worst constitution the world has ever seen, which in 1974 proclaimed Albania an atheistic state,\u201d he said. \u201cIt also declared Albania a proletarian dictatorship and said that was the purest form of democracy. I was there.\u201d<\/p>\n<p><strong>Former leader dreams of returning to power<\/strong><\/p>\n<p>In the meantime, according to Berisha, Soros and his OSF started getting heavily involved in the conflict between Serbia and Kosovo, a predominantly Albanian-speaking autonomous entity that eventually declared independence in 2008 and has since won recognition by over 100 countries\u2014but not by Serbia itself (see our Aug. 30 <a href=\"https:\/\/washdiplomat.com\/kosovos-ilir-dugolli-gdp-is-rising-but-talks-with-serbia-at-an-impasse\/\">interview<\/a> with Kosovo\u2019s new ambassador in Washington, Ilir Dugolli).<\/p>\n<p>\u201cAfter both countries signed a general agreement in 2014 in Brussels, they started to talk about border changes. This was presented as a project of OSF Belgrade,\u201d he said. \u201cI opposed it because I was for keeping current borders. (Photo by Larry Luxner)<\/figcaption><\/figure>\n<p>Before wrapping up our chat, I asked Dr. Berisha if he\u2019d like his old job back\u2014despite his age and the fact that two of the world\u2019s biggest democracies have now banned him from entering.<\/p>\n<p>\u201cDefinitely,\u201d he replied without hesitation, adding that he\u2019d do a far better job than Rama, who currently runs Albania. From 2006 to 2013, during his rule, he said, Albania enjoyed the highest average wage growth in the Balkans; now it\u2019s the lowest.<\/p>\n<p>Furthermore, between 2014 and 2021, about 744,000 Albanians left the country for EU member states, he said, citing Eurostat figures. That represents 26% of Albania\u2019s population, and it doesn\u2019t include those who emigrated to the United States, Canada or other non-EU jurisdictions.<\/p>\n<p>\u201cOur average salary is only \u20ac380 a month. Even Kosovo is 20% ahead of us,\u201d he complained. \u201cUnemployment here is solved only by leaving the country.\u201d<\/p>\n<p>Meanwhile, Berisha has written a letter to Blinken urging the State Department to make public any evidence it may have against him.<\/p>\n<p>\u201cBut I also told him that in a hundred years he\u2019d never find any,\u201d Berisha said. \u201cI told him, \u2018I will sue you in Paris for defamation, not so you will change your decision who should enter the US or not, but because you have wounded my dignity and my honor.\u2019\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Larry Luxner, news editor of The Washington Diplomat, interviews former Albanian President Sali Berisha on Sept. 12 at Democratic Party headquarters in Tirana.
