Abigail Spanberger, D-Va., said she has been working with members since 2020 to call up a bill that would strengthen the provisions of the STOCK Act, a 2012 law that prohibits lawmakers from using inside information to profit from stock trading. Support for a complete ban on trading by lawmakers grew this year, but Spanberger <a href=\"https:\/\/www.foxnews.com\/media\/wapo-editorial-criticizes-democrats-making-excuses-delaying-ban-lawmakers-trading-stocks\" target=\"_blank\" rel=\"noopener\">accused Pelosi, D-Calif., and other Democratic leaders<\/a> of shutting it down.<\/p>\n<p>&#8220;[A]fter first signaling her opposition to these reforms, the Speaker purportedly reversed her position,&#8221; Spanberger said. &#8220;However, our bipartisan reform coalition was then subjected to repeated delay tactics, hand-waving gestures and blatant instances of Lucy pulling the football.&#8221;<\/p>\n<p><a href=\"https:\/\/www.foxbusiness.com\/politics\/house-unlikely-vote-congressional-stock-trade-ban-before-midterms\" target=\"_blank\" rel=\"noopener\"><strong>HOUSE UNLIKELY TO VOTE ON CONGRESSIONAL STOCK TRADE BAN BEFORE MIDTERMS<\/strong><\/a><\/p>\n<p>&#8220;This moment marks a <a href=\"https:\/\/www.foxnews.com\/politics\/new-york-democrat-running-congress-attacked-nancy-pelosi-authoritarian\" target=\"_blank\" rel=\"noopener\">failure of House leadership<\/a> \u2014 and it\u2019s yet another example of why I believe that the Democratic Party needs new leaders in the halls of Capitol Hill,&#8221; she said.<\/p>\n<div class=\"image-ct inline\">\n<div class=\"m\"><source media=\"(max-width: 767px)\" \/><source media=\"(min-width: 767px) and (max-width: 1023px)\" \/><source media=\"(min-width: 1024px) and (max-width: 1279px)\" \/><source media=\"(min-width: 1280px)\" \/><\/div>\n<div class=\"caption\">\n<p>\n      Speaker of the House Nancy Pelosi, D-Calif., pauses while speaking during her weekly news conference on Capitol Hill in Washington, D.C., on Sept. 22, 2022. (Drew Angerer\/Getty Images)\n      <\/p>\n<\/div>\n<\/div>\n<p>She added that instead of finding consensus, Pelosi and other leaders &#8220;chose to ignore these voices, push them aside, and look for new ways they could string the media and the public along.&#8221;<\/p>\n<p>Pelosi responded to that criticism later in they day by saying Spanberger&#8217;s original proposals were in the bill lawmakers were considering.<\/p>\n<p>&#8220;Her bill is contained in this bill,&#8221; Pelosi said. &#8220;Other members had ideas, too, to improve upon the bill.&#8221;<\/p>\n<p>Pelosi added that it makes no sense to call up the bill until the votes are there, and said it is still a work in progress. &#8220;We&#8217;ll see,&#8221; she said.<\/p>\n<p>Another House Democrat, Chris Pappas of New Hampshire, added that he is &#8220;disappointed&#8221; that Democratic leadership failed to call for a vote.<\/p>\n<p>&#8220;The endless delays in this process are completely unnecessary, and I\u2019ll continue to call for action on this issue until we have passed legislation that will prevent elected officials from using their position of public service for personal gain,&#8221; \u00a0he said.<\/p>\n<div class=\"image-ct inline\">\n<div class=\"m\"><source media=\"(max-width: 767px)\" \/><source media=\"(min-width: 767px) and (max-width: 1023px)\" \/><source media=\"(min-width: 1024px) and (max-width: 1279px)\" \/><source media=\"(min-width: 1280px)\" \/><img decoding=\"async\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/10\/spanberger.jpg\" alt=\"Rep. (Kevin Dietsch\/Getty Images)\n      <\/p>\n<\/div>\n<\/div>\n<p>In the last few weeks, House Administration Committee Chair Zoe Lofgren, D-Calif., took charge of the matter and finally provided an outline of a possible bill to House lawmakers. According to that outline, the bill would ban lawmakers, their spouses and dependent children from trading stocks and owning a range of securities. The bill also included Supreme Court and federal judges, the president and vice president, and members of the Federal Reserve System\u2019s Board of Governors who oversee monetary policy.<\/p>\n<p>However, that outline created an immediate split within the Democratic Party. House Majority Steny Hoyer, D-Md., was one key Democrat who said the proposal did not go far enough. For example, Hoyer said he wanted to see tougher penalties for members of Congress who violate stock trading bans.<\/p>\n<p><a href=\"https:\/\/www.foxnews.com\/politics\/nancy-pelosi-booed-during-surprise-appearance-nyc-music-festival-videos-appear-show\" target=\"_blank\" rel=\"noopener\"><strong>NANCY PELOSI BOOED DURING SURPRISE APPEARANCE AT NYC MUSIC FESTIVAL, VIDEOS APPEAR TO SHOW<\/strong><\/a><\/p>\n<p>When that split emerged this week, it became clear House Democrats would have no time to call up any STOCK Act reform bill before the midterm elections. Friday is the last day of voting in the House before lawmakers hit the campaign trail \u2014 they are not expected back until mid-November.<\/p>\n<p>Spanberger said the decision to let Lofgren take charge of the bill was one of several &#8220;diversionary tactics,&#8221; and said Democrats knew there would be no support for Lofgren\u2019s proposal.<\/p>\n<div class=\"image-ct inline\">\n<div class=\"m\"><source media=\"(max-width: 767px)\" \/><source media=\"(min-width: 767px) and (max-width: 1023px)\" \/><source media=\"(min-width: 1024px) and (max-width: 1279px)\" \/><source media=\"(min-width: 1280px)\" \/><img decoding=\"async\" src=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wp-content\/uploads\/2022\/07\/GettyImages-1241480851.jpg\" alt=\"House Majority Leader Steny Hoyer, D-Md.; Rep. Susan Wild, D-Pa., arrive for a news conference on the Make It In America agenda in the U.S. Capitol in Washington, D.C., on June 23, 2022.\u00a0<br \/>\n      <span class=\"copyright\">(Tom Williams\/CQ-Roll Call, Inc via Getty Images)<\/span><\/p>\n<\/div>\n<\/div>\n<p>&#8220;It\u2019s apparent that House leadership does not have its heart in this effort, because the package released earlier this week was designed to fail,&#8221; Spanberger said. &#8220;It was written to create confusion surrounding reform efforts and complicate a straightforward reform priority \u2014 banning Members of Congress from buying and selling individual stocks \u2014 all while creating the appearance that House Leadership wanted to take action.&#8221;<\/p>\n<p><a href=\"https:\/\/www.foxnews.com\/politics\/paul-pelosi-allegedly-slurred-speech-drug-system-handed-police-privilege-card-dui-bust\" target=\"_blank\" rel=\"noopener\"><strong>PAUL PELOSI ALLEGEDLY SLURRED SPEECH, HAD DRUG IN SYSTEM AND HANDED OVER POLICY PRIVILEGE CARD DURING DUI ARREST<\/strong><\/a><\/p>\n<p>She said she would keep pushing for STOCK Act reform with both Republicans and Democrats when lawmakers return.<\/p>\n<p><a href=\"https:\/\/www.foxnews.com\/apps-products?pid=AppArticleLink\" target=\"_blank\" rel=\"noopener\"><strong>CLICK HERE FOR THE FOX NEWS APP<\/strong><\/a><\/p>\n<p>Spanberger stopped short of accusing Pelosi of opposing the bill for personal reasons, but Pelosi\u2019s husband, Paul, has been criticized as someone who is close to a powerful person and who has made lucrative trades in recent years.<\/p>\n<p>Fortune reported that Paul Pelosi profited by selling tech stocks just before a House committee voted to regulate tech giants like Google. He also bought Microsoft stock just before that company won a rich contract with the federal government.<\/p>\n<p>Pelosi has said that\u00a0<a href=\"https:\/\/www.foxbusiness.com\/politics\/pelosi-says-husband-never-made-stock-purchased-based-info\" target=\"_blank\" rel=\"noopener\"><u>her husband has never made stock purchases<\/u><\/a>\u00a0based on information she gave him. Her office also put the California Democrat at arm&#8217;s length away from Paul&#8217;s financial decisions.\u00a0<\/p>\n<p>&#8220;The Speaker does not own any stocks,&#8221; Drew Hammill, Pelosi&#8217;s communications director, told Fox News Digital previously. &#8220;The Speaker has no prior knowledge or subsequent involvement in any transactions.&#8221;<\/p>\n<p><i>Fox News&#8217; Joe Schoffstall contributed to this report.<\/i><\/p>\n<div class=\"article-meta\">\n<div class=\"author-bio\">\n<p>Pete Kasperowicz is a politics editor at Fox News Digital.
