Changes made to the bill aim to ensure that foreign countries of concern cannot access\u00a0national security-related technology.<\/p>\n<p>Nine GOP lawmakers: Reps.\u00a0Andy Biggs\u00a0(R-Ariz.)\u00a0Dan Bishop\u00a0(R-N.C.), Mo Brooks (R-Ala.)\u00a0 Matt Gaetz\u00a0(R-Fla.), Marjorie Taylor Greene (R-Ga.), Thomas Massie (R-Ky.), Tom McClintock (R-Calif.), Ralph Norman\u00a0(R-S.C.), and Chip Roy (R-Texas) opposed the measure.<\/p>\n<p>The bill, led by\u00a0Small Business committee chair Sen. Ben Cardin (D-Md.) and Sen. Joni Ernst (R-Iowa), passed the\u00a0Senate unanimously last week. It now heads to\u00a0President Biden\u2019s desk to be signed.<\/p>\n<p>Specifically, the measure requires\u00a0federal agencies with\u00a0Small Business Innovation Research (SBIR) or Small Business Technology Transfer (STTR) programs to establish and implement a \u201cdue diligence program\u201d that would assess the security risks posed by small businesses seeking federal funds.<\/p>\n<p>Both the SBIR and\u00a0STTR are U.S. <a href=\"https:\/\/www.energy.gov\/science\/sbir\/small-business-innovation-research-and-small-business-technology-transfer\">government-funded programs<\/a> that aim to help\u00a0certain small businesses conduct research and development\u00a0projects that have the potential for commercialization.<\/p>\n<p>The\u00a0due diligence program should use a risk-based approach to assess \u201cthe cybersecurity practices, patent analysis, employee analysis, and foreign ownership\u201d of a small business seeking funding, including the \u201cfinancial ties and obligations (which shall include surety, equity, and debt obligations) of the small business concern and employees of the small business concern to a foreign country, foreign person, or foreign entity,\u201d according to the bill.<\/p>\n<p>It should also \u201cassess awards and proposals or applications, as applicable, using a risk-based approach as appropriate, including through the use of open-source analysis and analytical tools,\u201d the bill states.<\/p>\n<p> <a href=\"https:\/\/img.theepochtimes.com\/assets\/uploads\/2022\/03\/16\/Joni-Ernst-1200x800.jpeg\"><\/a> Sen.
